Minutes of a special meeting of the Common Council of the City of Rochester, Minnesota,
held in the Council Chambers in the City Hall, in said City, on June 24, 1959.
President Kamm called the meeting to order at 7:30 o'clock P. M., the following members
being present: President Kamm, Aldermen Haas, Hanlon, McGuckin, Morris, Tingley. Absent: Wilkus.
The call of the special meeting was read.and President Kamm ordered that the same be
p4aced on file, the said meeting having been called for the purpose of (1).considering bids
received for construction of a storm sewer on North Broadway from the Zumbro River to 17th Street
Northeast and to readvertise for bids and (2) considering the feasibility report for construction
of the first section of a relief sanitary sewer in 3rd Avenue S. E. from llth to 12th Street S. E.
and any other business the said Common Council may deem proper.
Alderman Hanlon, Chairman of the Public Works Committee, stated that the reason this
meeting had been called was that when the bids were received for the storm sewer on North Broa
they were so much higher than the City Engineer's estimate that they felt it necessary to
readvertise and if they waited until the next regular meeting there would be about a two weeks
loss of time; the same applied to the relief sewer.on 3rd Avenue, if a hearing was ordered at
this time, the project could be proceeded with faster.
The recommendation of the Public Works Committee that all bids received on June 15th for
construction of a storm sewer in North Broadway (T. H. #63) from the Zumbro River to 17th St.
N. E. be rejected and that the project be readvertised for bids to be received on July 20, 1959
was read. Upon motion by Haas, second by Hanlon, the recommendation was accepted. All voted in
favor thereof.
Alderman Hanlon then introduced a resolution authorizing and directing the City Clerk to
readvertise for sealed bids for the construction of a storm sewer on North Broadway (T. H. #63)
from the Zumbro River to 17th Street Northeast, which -was read. A motion was made by Haas, second
by Morris, that -the resolution be adopted•as read, and all voting in favor thereof, President Kamm
declared the resolution duly passed and adopted.
A report on feasibility of proposed local improvement submitted by the City Engineer
stating that a resolution proposing construction of the first section of a relief sanitary sewer
in 3rd Avenue S. E. from llth to 12th Street S. E. had been referred to his office on June 15,
1959 for report and he reported that the improvement is feasible and recommends its construction
and that the estimated costs are M 000.00 was read. The -recommendation of the Public Works
Committee that they had considered the above project and recommends its construction with the cost
to be assessed against the abutting property served, was also read. Alderman Tingley stated that
it was his understanding that this project was not to be assessed against the property ownersand
said he would vote for approval of this recommendation but would like it noted that he goes along
with this in principle but not as to the assessment. A motion was then made by Haas, second by
Hanlon, that the recommendation be accepted. All voted in favor k thereof.
Alderman Hanlon then introduced a resolution receiving preliminary report, ordering a
public hearing and directing preparation of plans and specifications for the construction of the

first section of a relief sanitary sewer in 3rd Avenue Southeast from llth to 12th Street
Southeast, which was read. A motion was made by Tingley, second by Morris, that the said
resolution be adopted as read -and all voting in.favor thereof, President Kamm declared the said
resolution duly passed and adopted.
U pon motion by Haas, second by Hanlon, the meeting was adjourned. n
