Minutes of a special meeting of the Common Council of the City of Rochester, Minnesota
held in the Council Chambers in the City Hall in said City on January 13th, 1960.
President Kamm called the meeting to order at 7:30 o'clock P.'M. with the following member;
being present: Aldermen Haas, Hanlon, McGuckin, Morris and Wilkus and President Kamm. Absent:
Alderman Tingley.
The call of the special meeting.was read and President Kamm ordered the same -placed on
file, the said meeting having,been called for the purpose: (1) To authorize the advertising for
bids to move or to reconstruct the "A" Hangar for Gopher Aviation at the Airport. It is desired
that the bids be opened.on February 9th; in order to expedite this project. (2) Informal discus
with Howard Smith, representing the construction worker Is,'relative to using City employees to dis-
assemble the City Warehouse on South Broadway and any other business the said Common Council may
deem proper.
The recommendation of the Rochester Airport Commission that at a meeting held January 12,
1960 a recommendation was duly authorized for the advertising of bids for the construction of
Hangar "A" for the Rochester Airport according to the attached advertisement, was read and President
Kamm ordered the same placed on file.
Alderman Morris intorduced a resolution approving plans and specifications and ordering
bids for the general construction of Hangar "A" on the site of the new Rochester Municipal Airport,
which was read. A motion was made by Hanlon, -second by McGuckin, "that the resolution be adopted
as read. All voted in favor thereof.
President Kamm explained that the bids that were being ordered tonight could be:
(1) New Construction of Hangar "A"
(2) Removal of Hangar'"All as is to the Airport Site
(3) Tearing down and rebuilding.
Mr. Howard Smith, representing the Building Trades, stated that the present warehouse on
South Broadway was now being torn down by City employees and he felt this work should be given to
some of their members. He said that many of their men were out of work. He said they would like
to know where they stand as they had gotten in trouble before when the swimming pool was constructec
and they thought everything was settled, as they were told that all future contracts would be let
in their entirety, but when they started remodeling the F. E. Williams building they found that the
painting was being done by Park employees and now the Warehouse was being torn down by City employee
C. A. Armstrong, City Engineer, stated that they had in mind to -tear down this building and salvage
the good planks and beams and build a loft on the warehouse at,North Broadway. He said that as long
as we have such a small amount of snow this year that the members of the Street & Alley Department
were not busy and if they were not doing this work they might have to be put on leave. Alderman
Hanlon stated that they had been working toward salaries that would be approximately the going rate
and if we are going to continue to stick to that, we are going to have to make decisions as to
whether we are going to contract everything out and maybe some day we will have to limit the Street
and Alley workers to maintenance only, and if that happens, I don't think we can arrange a guarantee
annual salary. A motion was then made by Morris that this matter be referred to the Mayor, the

Personnel Director and the City Engineer together with Mr. Howard Smith and Mr. Howard Scott to
try to settle this.situation and the.Street & Alley crew.was to discontinue work until a recommend-
ation was brought back. The meeting was to be held at 4:00 o'clock P. M.m January 14th,- 1960 in
the office of.the Mayor. All voted in favor thereof.-. -
A motion was then made by Wilkus, second by Morris, that the Council consider business other
than the call. Upon roll.call, all voted in favor thereof. a
Mr. Alvin Benike, contractor at -the new Municipal Airport stated that they can not get into
the airport grounds because of the bad condition of the roads and thought that may be the City could
bring in about 10 or 12 feet of gravel which would make it possible for them to get their equip-
ment in. C. A. Armstrong said that it was part of the contract that the contractor was to main- •
tain, construct and keep up the road. President Kamm stated that this matter had been discussed
at the meeting of the Airport Commission on Tuesday afternoon and Mr. Kenneth Lebeck had been
instructed to contact the contractors and.try to get gravel on the road and grade it. Mr. Benike
was told to contact Mr. Lebeck and see if -anything had been done.
Upon motion by Wilkus, second by Morris, the meeting was adjourned.
