A motion was made by Tingley, second.by Wilkus, that Alderman Morris be appointed as President pro tem. All voted in favor thereof. President pro tem Morris called the meeting to order.at 7,:30 o'clock P. M., the following members being present: Aldermen Haas, Hanlon,. McGuckin, Morris, Tingley, Wi�kus. Absent: President Kamm. The City Clerk presented affidavits showing publication of notice of sale of the $500,000.00 Municipal State Aid Street Bonds and the 0375,000 Municipal Airport Bonds, both to be dated April 1, 1960 in accordance with the resolution providing for such sale at this time and place, adopted February 24, 1960. Said affidavits were examined and found satisfactory and directed to be placed on file in the office of the Clerk. All voted in favor thereof. A motion was then made by Tingley, -second by McGuckin, that the certified checks of all the bidders except the three low be returned to -the bidders: All voted in favor thereof. The applications of Ralph A. Graen; Gene F. Huey; Gus and Anna•Chafoulias; Michael J. Kitzman; Edward C. Livingston and Norman Wyatt; Ross Mayhood, Arthur Glasenapp and Roy Bennett; Sam Golob; Joseph R. Daly and Joe Daly Sr.; Donald W. McConnell; and Mike Collins for "Off Sale" Liquor License were each read together with the surety bonds in the amount of-$1,000.00 each of Michael J. Kitzman with St. Paul Fire &•Marine Insurance Company as surety; Ralph A. Graen, Sam Goiob, Norman Wyatt & Edward Livingston, Gus & Anna Chafoulias and Mike Collins with Western Surety Company as surety; Roy Bennett, Ross Mayhood and Arthur Glasenapp with the Travelers - Indemnity Company as surety; Joseph R. Daly with the American Surety Company as surety and Donald W. McConnell with the Standard Accident Insurance Company as surety. A motion was made by Tingley, second by McGuckin, that the applications and bonds be approved, subject to the i approval of the Liquor Control Commissioner. All voted in favor thereof. Alderman Morris introduced a resolution appropriating $1,000.00 from the General Fund and ordering payment made to Naegele Sign Company. Upon motion by McGuckin, second by;.Hanlon, resolution adopted. All voted in favor thereof, except Tingley who voted "no". The following letter from the Airport Commission was read: "Members of'the Common Council City of Rochester Rochester, Minnesota Gentlemen: At a meeting of the Airport Commission held Tuesday, March 8, 1960 upon motion duly made and passed the Chairman was authorized to transmit the following recommendation to the Common Council. In accord with the letter from the Architects and_.Engineers, attached hereto, the Airport Commission requests and recommends to the..Council that the Weather Bureau Building at the New Airport,be accepted by the City of Rochester. In the event that members of the Council wish to examine the premises arrangements will be made for them to do so. Respectfully, /s Fred W. Schuster, Chairman Airport Commission" "Airport Commission Rochester, Minnesota Gentlemen: Subsequent to receiving a letter from Kraus -Anderson to make a final inpsection on their portion of the work on the weather bureau building of the new Rochester Airport. An inspection was made March 2, 1960. The inspection was made by Ken Lebeck, Airport Commission; James Enz, Ellerbe and Company; Joseph Ostrander, Ellerbe and Company; and Vern Behm, Ellerbe and Company. It was the decision of the Federal Aviaition Agency and of the State Department of Aeronautics that they would wait until all of the contracts under a certain contract number were changed before their final inspection was made. It is understood that Item No. 10 of the work punch list cannot be completed until the warmer -weather in the spring of -the year. All other items -shown in the following punch list have been completed to the satisfaction of the Architects and Engineers. We, therefore, recommend that the City of -Rochester aceept the work of Kraus - Anderson for their phase of the construction on the weather bureau building as of the date --of March 7, 1960. All voted in favor thereof. The two following letters from the Airport Commission were each read: "Members of the Common Council City of Rochester Rochester, Minnesota C.), =. . Gentlemen: At a meeting of the Airport Commission held on March 4, 1960 the Chairman was authorized to request authority from the Council to provide at City expense such security watchman as may be necessary at the New Airport. Acceptance by the City of The Weather Building will take place immediately, acceptance of the Maintenance Building will take place on or about April 1, • 1960. Acceptance of these buildings places the responsibility for their protection on the`City. The periods of exposure would be.at night and during the week ends. It is further requested that the Council -authorize the Commission to purchase thru the City the oil for heating the buildings after they are accepted from the contractor. Respectfully, /s Fred W. Schuster, Chairman" "Members of the Common Council City of Rochester Rochester, Minnesota Gentlemen: Since the Weather Bureau Building is,in the process of being accepted by the City of Rochester, Federal Aviation Agency Technicians have moved into the Job of installing the necessary radio and electronic gear. Therefore, it is imperative that interum rock surface be .placed on the Weather Bureau access road; otherwise, they will be unable to move.personnel and equipment from the. highway.to�the site. Since the opening of the Airport now apparently hinges on the completion of these facilities, the Airport•Commission'requests authority to place crushed rock on the center 18' of the access road in sufficient depth to accomodate this traffic; the estimated cost to be $1,000.00. It is anticipated that road restrictions will be placed in effect within the next few days and the rock will have to be applied before these restrictions go into effect. Respectfully, /s Don Swenson, Acting Chairman" -Mr. Don Swenson was present and explained that the original plan was to have the airport opned by April 1, 1960 but now they would not be able to have it opened before September 1, 1960. He•aaid the buildings would be opened before that and that when the buildings were finished by the contractor they became the property of the City and he felt it was very necessary to have 0 1 -security out there. He also felt something should be done about the access road, he said it was only the contractor's responsibility to keep"a road accessible for their own use. He also presented a financial tabulation for the Rochester Airport which showed a need for approximately $24000.00 for access road and parking lot, paving, sidewalk, sodding and curb and gutter, this money was eliminated by a change in federal regulations. He also explained that the State is participating in the program and the amount of their participation will be a factor in the amount of municipal funds needed. A motion was then made by Haas, second by Hanlon, authorizing the surfacing of the access road as requested, the cost not to exceed $1,000.00. All voted in favor thereof. A motion was then made by Hanlon, second by McGuckin, that the City provide security at the new Rochester Airport between now and the time the new -airport is in operation. All voted in favor thereof. A motion was then made by Hanlon, second by Wilkus, that the Internal Affairs Committee review frith the Airport Commission on final budgeting seeds and work with the'State for'their definite participation. All voted -in favor thereof. A motion was then made by Haas, second by Hanlon, that a study.be made to set up din account for the interim operations of the Airport. All voted in favor thereof. A letter from William S. LaPlante, Judge of Municipal Court, requesting permission to attend a conference at the University of Minnesota on March 18 and'19 at city expense was read. Upon motion by Tingley, second by Wilkus, his request was granted. All voted in favor thereof. A letter from William S..LaPlante, Judge of Municipal Court, requesting permission to move the Municipal Clerk's Office from Room 206 to Room 204 (the Council Committee Room) was read. Upon motion by Haas, second by Hanlon, the request was referred -to the Internal Affairs Committee. All voted in favor thereof. A notice from the Minnesota League of Municipalities announcing a conference for Mayors and Councilmen to.,be held on March 23 and 24, 1960 was read. A motion was made by Haas, second by Hanlon.,,that any Alderman or Alderman elect who wished to attend be authorized to go at city expense. All voted in favor thereof. A ten lminute recess was then declared. The meeting was called to order again at 9:15. Alderman Haas then introduced'a resolution awarding sale of $500,000 Municipal State Aid Street Bonds and $375,000 Municipal Airport Bonds to Morgan Guaranty -Trust Company of New York which read as follows: Be it resolved by the Common Council _of the City of Rochester, Minnesota: 1. Pursuant to notice of sale heretofore duly published the Council has received and considered all bids submitted for the purchase of $500,000 Municipal State Aid Street Bonds and $375,000 Municipal Airport Bonds of the City of Rochester, to be dated as of April 1, 1960,.and does hereby dind and determine that the -highest and best bid so received is that of Morgan Guaranty Trust Company of New York, New York and the associates named therein, to purchase each and.All of said bonds at -an aggregate price of par plus accured interest, plus a premium of $30.00, the bonds of each series maturing in the respective years set forth below to bear interest at the annual rates indicated opposite their maturity years: • A. -Municipal State Aid Street Bonds: Maturity Years Interest Rates 1962 5% 1963 thru 1968 3k7. 1969 thru 1973 3kT I B. Municipal Airport Bonds: Maturity Years Interest Rates 1962 5% 1963 thru 1968 34/. 1969 thru 1978 A7. ' 2. Said bonds shall be forthwith issued, sold and delivered upon the tSerms specified in said bid, and the Mayor and City Clerk are hereby authorized and directed to endorse the City's acceptance upon duplicate copies of said bid, to file one copy in the office of the City Clerk, and to return the other to said bidder. 3. The City Treasurer is directed to retain the good faith check in the amount of $17,500 submitted by said bidder until delivery of the bonds and payment of the purchase price in full, and to return the checks of other b}dders to them.forthw th." A motion was then made by Tingley, second by Wilkus, that the said jresolution be adopted as read and all voting in favor thereof, President pro tem Morris declared the said resolution duly passed • .Record of -Official. Alderman Haas introduced a resolution accepting the Weather Bureau Building at the New Municipal Airport. A motion was made by Wilkus, second by Haas, that the said resolution be adopted as read and all voting in favor thereof, President pro tem-Morris declared the said resolution duly passed k and adopted.
