Minutes of a special meeting of the Common Council of thg City of Rochester, Minnesota
held in the Council Chambers of the City Hall in said City on May loth, 1960.
President Tingley called the meeting to order at 5;00 o'clock P. M. the following members
z -
being present: President Tingley,,Aldermen Brooks, Gifford, Morris, and Stadler. Absent: Aldermen
Wilkus and Wilson.
The call of the special meeting was the4 read and President Tingley ordered.the same placed
on,file, the said.meeting having been called for the purpose of considering the authorization of
Grant No. 4, bids on the new airport and authorizathorization to award the contract for access roads,
parking and paving -at the new airport and any other business the said Common Council may deem
•
proper.
The following recommendation of the Rochester Airport Commission was read and upon motion by
Gifford, second by Morris and all voting in favor thereof, the recommendation was approved:
"At a meeting of the Airport Commission -on Tuesday, May 10, 1960 plans and spec -
fications for Project #9-21-079-04 at the new airport were reviewed.
This project includes the following items and will be constructed under Federal
Grant A.
1. Taxiway Lights
2. Runway Seal Coat
3. Standby Power - -
4. Periphery and Safety Fencing
5. Runway Marking
The total estimated cost of these items including fees and contingencies_is $226,387.00.,

Upon motion duly adopted, the Commission recommended that the Common Council authorize
the advertisement for bids for this project, bids to be opened June 6, 1960 at such
hour as the Council was designate".
The recommendation of the Airport Commission that the Common Council accept the bid of
Quarve and Anderson in .the amount of $79,932.20 for bituminous surface of accessroads and Parking

Lots together with a letter from Ellerbe and Company and K. M. Mcunie recommending that the contract
be awarded to the low bidder was read and upon motion by Stadler, second by Brooks, the recommendation
was approved. All voted in favor thereof.
The following resolutions were each introduced and read and upon motion made and seconded
and all voting in favor thereof, President Tingley declared the said resolutions duly passed and
adopted:
Resolution approving plans and specifications and ordering bids for seal coat on runways,
.taxiways and apron at the New Municipal Airport. Upon motion by Morris, second by Gifford, resolution
adopted. All voted in favor thereof.
Resolution approving plans and specifications and ordering bids for the construction of
safety and farm fencing at the New Municipal Airport. Upon motion,by Brooks, second by Gifford,
resolution adopted. All voted in favor thereof.
Resolution approving plans and specifications and ordering bids for the runway marking at

the new Municipal Airport. Upon motion by Brooks, second by Gifford, resolution adopted. All voted
in favor thereof.
Resolution approving plans and specifications and ordering bids for the electrical work &or
taxiway lighting (including stand-by power unit) at the New Municipal Airport. Upon motion by Gifford,
second by Morris, resolution adopted.

Resolution accepting the bid of Quarve and Anderson for the bituminous surface of access
roads and parking areas at the new Municipal Airport. Upon motion by Gifford, second by Stadler,
resolution adopted. All voted in favor thereof.
A motion was then made by Gifford, second by Brooks, that the Council consider business
other than the call. Upon roll call and all present voting in favor thereof, motion passed.
A letter signed by Phil Kern requesting permission to conduct a Bingo game at Folwell
School on Friday evening, May 13th, 1960 the.proceeds of this game to be used by the Folwell P.T.A.
for various school functions was read. Alderman Stadler stated that he felt permission should not
be given to schools to conduct Bingo games. The letter was ordered filed.
A letter from the Gypsy Frolic requesting permission to conduct a Bingo game at the
Gypsy Frolic to be held Saturday night, May 14th, 1960 at the Mayo Civic Auditorium was read and the
same was ordered placed on file.
Upon motion by Morris, second by Brooks, the meeting was adjourned.
