City of Rochester, Minn., April 12, 1961 z 4 3 1 mi 1 r� • Minutes of a speicai meeting of the Common Council of the City of Rochester, Minnesota, ,held in the Council Chambers in the City Hall,in said City, on April 12, 1961. ' o President Tingley called the meeting to order at 9:40 o'clock P. M., the following members being present: President Tingley, Aldermen DeVries, Morris, Stadler; Wilkus, Wilson. ,The call,of the special meeting was read and President Tingley ordered the same placed on file, the said meeting having been called for the purpose of selecting a replacement -for .,2nd -Ward Alderman Ray W. Gifford, Jr. who resigned and confirming the Council President's standing committee appointments for the newly selected Alderman and any other business the said Common Council may deem proper. -President Tingley then called for nominations from the floor. A motion was made by Stadler, second by Wilkus, that Mr. David A. Leonard be nominated as Alderman of the Second Ward. President Tingley then called for other nominations and there being none, declared the „ nominations closed. A motion was than made by Wilson, second by Wilkus, that the nomination of Mr. David A. Leonard as Alderman of the Second Ward be approved. Upon roll call and all voting "aye", President Tingley declared the motion carried. Alderman Wilson then introduced the following resolution which was.read: "WHEREAS, a vacancy has occured in the office of Alderman of the Second Ward of the,City of Rochester, which-vacangy was created when Ray W. Gifford, Jr. M. D. resigned. WHEREAS, the members of the -Common Council after consultation and deliberation among themselves have agreed upon the appointment of a successor. NOW THEREFORE be it resolved by the Common Council of the City of Rochester that David A. Leonard who resides at 810 Tenth Street 'Southwest in the City of Rochester is hereby.appointed to the office of Alderman of the Second Ward to fill the'vacancy created by the resignation of Dr. Ray W. Gifford. As provided by the Charter of the City of -Rochester, Mr. Leonard is appointed to hold office of -Alderman until the next annual election and until his successor is elected and,qualified." a A motion was`then made by Stadler, second by Wilkus, that the above resolution be adopted as. read, and all voting -in favor thereof, President Tingley declared the said resolution dujly passed and adopted. President Tingley then announced that Mr. David A. Leonard was appointed to take the place of Dr. Ray W. Gifford on all the standing committees of the Common Council -as -appointed on April 3, 1961 (i.e. Chairman -of the Parks, Public Grounds --and Recreation Committee and a member of the Planning, Zoning and Annexation Committee and a member of the Purchasing; Utilities and Miscellaneous Committee). Upon motion by Stadler, second by Morris, and all voting in favor thereof, the appointments were approved. ' Upon motion by Wilkus, second by Wilson, the meeting was adjourned.- Ci Clerk , 0
