M. on September 19, 1961. Letters signed by -Mr. & Mrs. H. J. Poppenberg of 1516 - 5th Street S. W.; Mr. & Mrs. Van Winkle of 1526 - 5th Street S. W. and Dr. John S. Welch of 1520 - 5th Street S. W. stating that they were in favor<of•closing 5th Street S. W. at its entrance to the east service road along the belt line as requested by Dr. Drew Miller and Mrs. Robert Faucett were each read and,upon motion by Stadler, second by Morris, and all.voting in favor thereof, the letters were referred to the City Planning and Zoning Commission. - - The recommendation of the Public Works Committee that condemnatijon proceedings be . initiated to acquire an easement across property in the Southewt 4 of Sec. 34-106-14 owned by Helen Mount, this easement is necessary,presently for sewer and watermain construction in Section 2 of Job-6015 West Zumbro Addition, was read. Upon.motion by Wilson, second by DeVries, the recommendation was approved and the City Attorney was -instructed to prepare a'resolution initiating the said condemnation proceedings. The recommendation of the Public Safety:Committee that the Common Council advertise for bids for installation of four additional air raid warning sirens in the City of,Rochester, installation of three of the sirens in new areas and replacement of one 2 H. P. siren and relocation of two existing -sirens, was read. President -Tingley inquired.is there was not some method to provide warning systems to people working or.being in sound prodf buildings such.as - Dayton's.f Mr. Van Horne, Civil Defense Director, stated that the best method would be for these business places to subscribe to a service provided by the telephone company, where for a small fee•the company could have a direct telephone line to the Weather Bureau office which acts as the main control station and sounds a warning to.all subscribers at the-same.time. A motion was then made.by Winlson, second by Stadler; that,the.recommendation be approved and the -City Clerk was instructed to prepare a resolution ordering bids for the said sirens. All voted in favor thereof. The applications of LeRoy Welke and William F. Murray for Journeyman Warm Air Heating, Ventilating•and Air.Conditioning-Worker's License were each read and upon motion by Morris, second ;by Wilson, the licenses were granted. - • The application of Arthur Clements (Clark Super 100) for a license to sell ciggrettes was read and upon motion by Wilkus, second by Wilson, the license was granted. - The application of Blue & White Cabs for transfer of taxi license nuniber two from a 1956•Ford with serial No. A6PG 168003 to a 1961 Ford Serial No. 1P32V178918 was read and upon motion by Wilsoni—second by Wilkus, the transfer was granted. s The -application of Lysne Construction Company fora permit to move a 14 story house from 413 - 3rd Ave. S. E. to 613 - 13th Ave. S. E. was read and upon motion by Wilson, second by DeVries, the permi-t was granted subject to the supervision of the Building Inspector and the -Chief of Police. s - The progress report of the Civil Defense Director 1for the month of.August, 19`61 was read ' } �yI i •
