Record of Official Proceedings of the - Common Council of the City of Rochester, Minn., March 13, 1963 FY=6DZ52 Minutes of an adjourned regular meeting of the Common Council of the City of Rochester, Minnesota, held in the City Clerk's office in the City Hall, in said City, on March 13,- 1963. The meeting was called to order at 3:30 o'clock P. M., the -following members being present: Aldermen Bergstedt, DeVries, Thomas, Wilson. Absent: President Tingley and Aldermen, Leonard and Morris. The Council then proceeded to the polling places in the various precincts of the City to inspect the register counters of the voting machines and to compare the number of votes shown by such voting machines with the returns submitted by the Judges at the City Charter Election held on March 12th, 1963. After making a canvass of the votes the Council returned to the, Hall at 4:50 o'clock P. M. Upon motion by Wilson, second by Thomas, and all present voting in favor thereof, Alderman DeVries was appointed as President pro tem. President pro tem DeVries then called the meeting to order with the following members being present: Aldermen Bergstedt, DeVries, Thomas, Wilson. Absent: President Tingley and Aldermen Leonard and Morris. Alderman DeVries introduced a resolution canvassing ghe returns of the General Election held on March 12, 1963, which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: .That the attached -sheet, marked "Exhibit A" is a tabulated statement and list of the mumber of votes cast for each person at the.Charter Election held March 12th, 1963 in the City of Rochester, Minnesota, as determined by said Common Council on the canvass of the said returns of said election made the 13th day of March, 1963, the said statement is hereby declared to show the result of said election. Said tabulated list and statement is attached. SO THEREFORE, Be it resolved by the Common Council of the City of Rochester, Minnesota: That Alex P. Smekta is hereby declared to be'elected to the office of Mayor of the City of Rochester, at the Charter Election held March 12th, 1963, to hold office for two years and until his successor is elected and qualified; That Alfred Nelsen is hereby declared to be elected to the office of City Assessor of the City of Rochester, at the Charter Election held March 12th, 1963, to hold office for two years and until his successor is elected and qualified. That Archie M. Ackerman is hereby declared to be elected to the office of City Treasurer of the City of Rochester, at the Charter Election held March 12th, 1963, to hold office for one year and until his successor is elected and qualified. That L.-G. Schroeder is hereby declared'to be elected to the office of'Justice of the Peace styled "City Justice" of the City of Rodester, at the Charter Election held March 12th, 1963, to hold office for two years and until his successor is elected and qualified. That Harold "Dutch" DeVries is hereby declared to be elected to the office of Alderman of the First Ward of the City of Rochester, at the Charter Election held on March 12, 1963, to hold office for two years and until his successor is elected and qualified. That James R. Wilson is hereby declared to be elected to the office of Alderman of the Third Ward of -the City of Rochester, at the Charter Election held March 12th, 1963, to hold office for'two years and until his successor is elected and qualified. Alderman DeVries introduced a resolution canvassing the returns of the General Election held March 12th, 1963, for amendments, which was read: "Be it resolved by the Common Council of the City of'Rochester, Minnesota: That the attached sheet, marked "Exhibit A" is a tabulated statement and list of the number of votes cast for each of the four proposed amendments to -the Charter of the City of Rochester submitted at the General Election held on March 12, 1963 in the City of Rochester, Minnesota, as determined by said Common Council on the canvass of the returns of said Election made on March 13th, 1963. Be it further resolved that the total number of votes cast at said election on Amendment No. 1 was 4,456 of which 2,925 votes were in favor of its adoption. That the votes in favor of Amendment No. 1 being in excess of 55% of the total votes cast thereon, said Amendment No. 1 was therefore adopted and is made a part of the Charter of the City of Rochester, Minnesota. Be ti fuuther resolved that the total number of votes cast at said election on ` Amendment No. 2 was 4,507 of which 3,283 votes were in favor of its adoption. That the votes in favor of Amendment No. 2 being in excess of 55% of the total votes cast thereon, said Amendment No. 2 was therefore adopted and is made a part of the Charter of the.City of Rochester, Minnesota. Be it further resolved that the total number of votes cast at said election on Amendment No. 3 was 4,610 of which 3,455 votes -were in favor of its adoption.. That the votes in favor of Amendment No. 3 being in excess of 55% of -the total votes cast thereon, said Amendment No. 3 was therefore adopted and is made a part of the Charter of the City of,Itochester, Minnesota. Be it further resolved that the total number of votes -cast at said election on Amendment No. 4 was 4,544 of which 3,195 votes were in favor of its adoption. That the votes in favor of Amendment No. 4 being in excess of 55% of the total votes cast thereon, said Amendment No. r was therefore adopted and is made a part of the Charter of the City of Rochester, Minnesota." Treasurer.of the School District; to provide that the Board of Education may appoint a Deputy Treasurer who shall have such authority and duties as the.
