Minutes of a special meeting of the Common Council of the City of Rochester, Minnesota
held in the Council Chambers in the City Hall, in said City, on July 16,'1963..
Upon motion by Thomas, second by Bergstedt, and all voting in favor thereof, alderman
Leqnard was appointed as president pro tem.
President pro'tem Leonard called the meeting to order at 7:20 o'clock P. M.,.the
following members being present: Aldermen Leonard, Bergstedt, McCaleb, Thomas._ Absent: President
Tingley and Aldermen DeVr-ies and Wilson.
The call'of the special meeting was read and President pro tem Leonard ordered the
same placed on file, the said meeting having been called for the purpose of considering the

approval of the route and zone.authorized by the Railroad and Warehouse Commission for Rochester
Yellow Cab Corporation'in connection with transportation service between the City and the Airport
and any other business the said Common Council may deem proper.
Mr. R. V. Ehrick, City Attorney, stated that the City had received.in the mail this
morning a copy of an order which was issued by the Railroad & Warehouse Commission of the State
of Minnesota dated July 15, 1963 and this order is for a temporary certificate to the Rochester
Yellow Cab Company extending its present authorization for service between the City'and the
Rochester Airport. It is my understanding of this situation that when the original certificate
was issued in 1960 that through inadvertence the word zone was omitted and only a route was
mentioned and the particular route described is not traversable; the matter was brought to the
attention of the Council and last year in June the Common Council adopted -a resolution approving
a zone, a pickup zone for the Rochester Yellow Cab Company. They were to follow a route coming
in on Highway No. 63, up Broadway up to 3rd Street intersection and then a`zone was described
commencing at that'intersection east to the Zumbro River, then north to 2nd Avenue Southeast and
Northeast to 1st Street Northeast, thence west on 1st Street Northeast and Northwest to 4th
Avenue Northwest, thence south on 4th�Avenue Northwest and Southwest to 2nd Street Southwest,
thence west on 2nd Street Southwest to 5th Avenue Southwest, thence south on 5th Avenue Southest
to 3rd Street Southwest thence east on 3rd Street Southwest and Southeast to South Broadway and
U. S. Highway No. 63 and return to the Rochester Airport. This has in fact been the pickup zone

for the Rochester Yellow Cab Company since then. The temporary certificate issued by the Railroad
and Warehouse Commission is for the purpose of prescribing this temporarily as -a pickup zone and
also to prescsibe an alternate route between the City and the Airport; the last part of this
order makes the route and zone authorized herein lying within the city limits subject to the
approval of the Common Council of the City of Rochester. He further stated that Mr. Kramer said
he was advised by the Railroad & Warehouse Commission to cease and desist picking up anywhere
in this zone until the certificate is approved by the Common Council and that is the purpose of
this meeting that so the airport transportation service will not be interrupted and that they
will continue to operate as they have in the past two years and there is also the matter of an
alternate route that was applied for and that was to go on 2nd Street Southwest and 5th Avenue
in a westerly direction on 2nd Street Southwest to U. S. Highway No. 52, thencelsouth on U. S.

52 to the junction with U. S. Highway 63 thence%south on U. S. Highway 63 to the Rochester Airport
and return on the same route to the'lzone.'—In.-the resolution that has been prepared for your
consideration I have. -provided for the approval of the regular zone that has been used for the past
oouple of years and have provided that the matter of the alternate route prescribed be referred
to the Public Safety Committee and approval be left until the route has been studied.
Mr. Joe Kremer, Manager of Rochester Yellow Cab Company, was present and stated that they
had intended to refer this to the Public Safety Committee but due to the urgent call today they
had to move quickly. The Railroad & Warehouse Commission will hold a hearing in Rochester within
6 months on this to clear it up and all they were asking for is approval of this zone so they,can
continue to operate.
Alderman Thomas introduced the following resolution which was read:
"BE IT RESOLVED, that the Common Council of the City of Rochester hereby approves
the route and zone as authorized in the temporary certificate issued by the Railroad
and Warehouse Commission dated July 15, 1963. The specific route and zone approved
by this resolution and as set forth in the aforesaid Order of the Railroad and
Warehouse Commission is described as follows: -
Leaving Rochester Airport on-U. S. Highway 63 at airport
overpass and operate in. a northerly --direction on U. S.
Highway 63,to South Broadway, thence on South Broadway to
'Third Street S. W., thence on,streets and avenues in a
zone having the following boundaries: Commencing at Third
Street and.Broadway east'to the Zumbro River, thence north
to Second Avenue Southeast and Northeast to First Street
Northeast, thence west on First Street N: E. and N. W. to
Fourth Avenue N. W., thence south on Fourth Avenue N. W.
and S. W: to Second Street S. W., thence west on Second
Street S. W: to Fifth Avenue S. W., thence south on Fifth
Avenue S. W. to Third Street-S. W., thence east on Third -
Street Southwest and Southeast to the Zumbro River leaving
said zone on South Broadway and returning to the airport
on the described incoming route.
BE IT FURTHER RESOLVED, that the matter of the alternate route described
in the aforesaid Temporary'Certificate as follows:-
Lgavi.ng the above described zone at Second Street S. W.
and Fifth Avenue in a westerly direction on Second Street
S. W. to U. S. Highway 52, thence south on U. S. Highway
52 to junction with U. S. Highway 63, thence south on U.S.
Highway 63 to the Rochester airport, and return on the same
route to the above described zone.
be referred -to the Public Safety Committee of the Common Council for study and recommend-
adtion and that action of the Common Council approving this alternate -route
be delayed until the recommendation of the Public Safety -Committee is received.
BE IT,FRUTHER RESOLVED by the Common -Council of the City of Rochester that
the City Clerk is. directed to forward a certified copy of this Resolution to the
Secretary,of"the Railroad and Warehouse Commission."
A motion was then made by Thomas, second by Bergstedt, that the said resolution be adopted as read
and all present voting in favor thereof, President pro tem Leonard declared the said resolution
duly passed and adopted.
Upon motion by Thomas, second by McCaleb, the meeting was adjourned. All present voted
in favor thereof.
