HomeMy WebLinkAbout10-23-1963Record of Official Proceedings, of the Common Council g of the City of Rochester, Minn., October 23, 1963 FY•60262 1 C 11 1 1 r� U 1 Minutes of a meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City, on October 23, 1963. 13 President Tingley called.the meeting to order at 7:30 o'clock P..M., the following members being pfesdnt: President Tingley, Aldermen DeVries, MaCalet, Thomas. Absent: Aldermen Leonard, Befgstedt, Wilson. President Tingley stated that this,meeting had been called for the purpose of considering an extensive transportation and land use study of the Rochester Metropolitan Area. The Common Council, members of the Board of Olmsted County Commissioners, representatives from the Minnesota Highway Department,.reptesentatives from the State Department of Business Development, City Planning Commission and Codnt}, Planning Commission and other department heads were all present. , Mr. Dean Wenger, Traffic Analysis Engineer for the State Highway Department, stated that the proposed transportation and land use study was the most extensive ever undertaken in this area and would serve as a guide to the development of more accurate highway plans and land use data for the next 25 years. He said all current land and street use data which the City has, including the report of Ladislas Segoe Inc. would be used as a basis for the new study's prelimin- aries and would then be augmented by more information for the final report. In making the survey about one out of every five homes would be surveyed with the owners -being asked question as to what routes are being taken to get downtown, when the last trip was made and where to, and how many trips a day are made; at pre -selected locations on the highways around the City, interviewers will stop cars and trucks and ask the same questions. He presented copies of "Rochester Transportation Study Summary" to those present and outlined it in detail. Mr. Norman Howeasteim, Director of Community Planning for the State Department of Business spoke on the financial portion of it. He said the total cost of such a study would be about $110.500 of which the State Highway Department would pay about $60,000.00, locl governments would be responsible for the remainder with Rochester's share about $49,000.00; of this he said the City could possibly qualify for a federal grant in the amount of about $33,000.00 which would leave the remaining share of $16,000.00 consisting of $12,000.00 in services of the engineering department and $4,000.00 in cash. He'said that Rochester does not have a Y population of 50,000 and can not qualify for a Federal Bureau of Public Roads Grant but could probably qualify through the Housing and Home Finance Agency. Mr. Charles Burrill, District Engineer for the State Highway Department, requested the Council and County Board if they are interested, adopted resolutions of intent so they can go ahead with the preliminary.work._ C. A. Armstrong, City Engineer, also recommended that this survey be made. After a lengthy discussion President Tingley stated the hearing closed and ordered the copy of the "Preliminary Rochester Transportation Study Summary" placed on file. Upon motion by Thomas, second by McCaleb, and all present voting in favor thereof, thel meeting was adjourned until 7:30 o'clock P. M. on Monday, October 28, 1963. is City Clerk
