of the City of Rochester, Minn., December 2, 1963
Minutes of a regular meeting of the Common Council of the City of Rochester, Minnesota,
held in the Council Chambers in the City Hall, in said City, on December 2, 1963.
President Tingley called the meeting to order at 2:00 o'clock P. M., the following
members being present: President Tingley, Aldermen DeVries, Thomas, Wilson. Absent: Aldermen
Bergstedt, Leonard, McCaleb. (Alderman Bergstedt arrived at 2:40 P. M. and Alderman McCaleb
arrived at 4:25 P. M.)
Upon motion by Wilson, second by DeVries, and all present voting in favor thereof, the
minutes of the meeting -of November 18, 1963 were approved. Upon motion by Thomas, second by
DeVries, and all present voting in favor thereof, the minutes of the ne eting of November 23,
1963 were approved. Upon motion by Wilson, second by Thomas, and all present voting in favor
thereof, the minutes of the.meeting of November 26, 1963 were approved. f
.A letter signed by Lawrence F. Lamberty, Secretary of the Olmsted County Chapter of the
National Foundation, Inc. requesting permission to hang a banner advertising the March of Dimes
annual campaign for the month of January, the banner to belung across at the Dayton corner, was
read. Mr. G.-Spring, Building Inspector, stated that nothing had been reserved for the whole
month of January, 1964. A motion was then made by Wilson, second by Thomas, that the request
be granted.
A letter signed by Robert Fletcher, Loyalty Day Chairman for the Veterans of Foreing Wars
requesting permission to hold a parade in the City of Rochester on May 3, 1964, was read. Upon
motion by DeVries, second by Wilson, and all present voting in favor thereof, the letter was
referred to the Public Safety Committee.
Alderman Bergstedt arrived at 2:40 P. M.
A letter from the Office of Civil Defense requesting that the -office of Civil Defense
be authorized to present a Civil Defense program to the city employees of the City Hall on an
in-service training basis, was read. Also a letter from the office of Civil Defense
requesting that in reallocation of space in the City Hall, provision be made for the storage
of Civil Defense Shelter supplies, was read. Upon motion by DeVries, second by Wilson, and all
present voting in favor thereof, the two letters were referred to the Finance Committee with
•
power to act.
A notice from the Railroad and Warehouse Commission that a hearing would be held on
Tuesday, December 3, 1963, at 9:30 a.m. in the State Office Building, St. Paul, Minnesota in
the matter of the application of Jefferson Transportation Company for an increase in passenger
fates of fare was read and President Tingley ordered the same placed on file.
A letter signed by R. J. Wagoner of Downtown Liquors, Inc. stating that in May of this
year the undersigned along with.several other business owners, petitioned the Council fof
installation of.12 minute meters on First Stfeet between Broadway and First AvenueAvenue and
understand that this,petition was granted by the Council but to date no meters have been
installed; since that date of the intit.ial petition the traffic located adjacent to his
business for -loading and unloading would warrant the placement of truck loading zones and he
thought this would materially reduce street congestion and eliminate the hazardous alley
