President DeVries called the meeting to order'at 2:00 o'clock P.M., the following members being present: President DeVries, Aldermen Day, Eichten, Folkert, Perry, and Wilson. Alderman McCaleb was absent. Plant. The purpose of the meeting was consideration of bid for addition to Sewage Treatment President DeVries read the following recommendation of Toltz, King, Duvall, Anderson, and Associates, Inc., Engineers and Architects: "Mayor and Common Council December 1, 1966 City of Rochester City Hall Rochester, Minnesota Re: Contract for Wastewater Treatment Plant Additions Commission -No. 4712 Gentlemen: We have tabulated and reviewed all proposals received on November 29, 1966, for the construction of additional wastewater treatment facilities for the City of Rochester, Minnesota. Bids were received from the following contractors: Korshoj Construction Company, Inc., Blair, Nebraska J. M. Corbett Company -Chicago, Illinois Young Construction Go, and Sheehy Bridge Construction, a joint venture -St. Paul, Minnesota Acton Construction Co., Inc.,.and Al Johnson Construction Co., a joint venture -St. Paul, Minnesota Standard Construction Co., Inc. -St. Paul, Minnesota Each contractor was required to bid upon a Base Bid and an Alternate Bid and could, if he so desired, submit prices for certain items of equipment other than those included in the Base or Alternate Bid. The Base Bid is for the complete construction of the Additional Wastewater Treatment Facilities including all General, Mechanical and Electrical Construction utilizing four (4) ppsitive displacement air compressors,, all as specified and as shown on the plans. The Alternate Bid is for the complete construction of the.Additional Wastewater Treatment Facilities including all General, Mechanical and Electrical Construction utilizing three (3) centrifugal air compressors, all as specified and as shown on the plans. The City retained the right to make the award of contract to the lowest responsible bidder on either the Base Bid or the Alternate Bid together with any selected items of equipment offered. We recommend that the award of contract, subject to the approval of the Department of Interior, Federal Water Pollution Control Administration be made to the Young Construction Company and Sheehy Bridge Construction' Company, a joint venture of St. Paul, Minnesota, determined to be the lowest responsible bidder on -the following basis: Alternate Bid $2,286,600.00 Item G - Intermediate Settling Tank Collectors as manufactured by Walker Process Equipment Company Deduct $ 5,000.00 Item H - Sludge Thickening Tank Equipment as manufactured by Walker Process Equipment Company Deduct $ 5,000.00 Item I - Aeration Tank Equipment as manufactured by Chicago Pump Co. Deduct $ 14,776.00 Item K - Raw Sewage Pumps as manufactured by American Well Works, Inc. Deduct $ 48,114.00 Item M - Return Sludge Pumps as manufactured by Allis-Chalmers Mfg. Co.. Deduct $ 2,500.00 Item N - Waste Sludge Pumps as manufactured by Allis-Chalmers Mfg. Co. Deduct $ 1,400.00 Item 0 - Thickened Sludge Pumps as manufactured by Kofline-Sanderson Engineering Corp. Deduct Item V - Air Diffuser Assemblies 36-3-1/2" as manufactured by Chicago Pump Co. Deduct Net Contract Price $ 373.00 $ 14,355.00 $ 40,000.00 $ 14,766.00 $2,139,152.00 The completion date stated in this bid is 580 calendar days after the award of contract. The major subcontractors listed are: Healy Plumbing & Heating Co. Sections 60, 77, 99, 115, 116, 117, & 118 Kehne Electric Section 50 Utility Sales Section 80 Rochester Sand & Gravel Section 4 Woodhouse Bros., Inc. Section 21 A tabulation of all bids received is attached. Yours very truly, Toltz, King, Duvall, Anderson and Associates, Incorporated s/,Wm. J. Feyder" Mr. Feyder, representing Toltz, King, Duvall and Anderson, was called upon to state why he recommended the alternate bid of Young Construction Co. and Sheehy Bridge Construction Company, a joint venture of St. Paul, Minnesota, net bid of $2,139,152.00, using alternate compressor bid and selected alternates. .All equipment.recommended meets the plans and speci- fications fully, and therefore they recommend acceptance of the cheaper bid. The Richard Young representing the low bidder, stated that to get Item T deduction you must take American pumps with electrical drive in Items M, N, and Q, not switch to A-C pump in M, N & 0. Also, under Item I the deduct is for C.P. Co. and the deduct in Item V is not deductible in addition to the Item I deduction. They are the same deduction. Mr. Lew Rous of J. M. Corbett Co., Chicago, Illinois, apparent low bidder on base bid and alternate bid, stated they did not receive quote from Allis-Chalmers or American Pump Equipment on butterfly valves and requested they be given an opportunity to get these quotes and adjust their prices accordingly. They were quoted a portion of Allis-Chalmers but not all, and concerned why they were not quoted on all. Mr. Ehrick stated that there is no basis for letting them add to their bid or reverse it. No action taken on this matter. Mr. Dewey Day stated he heard about a product by Dow Chemical Co. which would handle our sewage with the present facilities. Consulting engineers would oppose because it would lower their fee.. A representative would be willing to come and evaluate the situation. Motion by Day to table acceptance of bid for Sewage Treatment Plant expansion until December 12th and bring people here 8t no cost to the City. Motion lost for want of a second. Mr. Feyder suggested that chemicals might outweigh what benefit would be derived from their use. Their use may not meet requirements -of Water Pollution Control Commission. Motion by Folkert to instruct Mayor to request through the Minnesota Water Pollution Control Commission to the Federal Water Pollution Control Administration of the J • -1_ 1 • 1 • Record of Official Proceedings of the Common Council of the City of Rochester, Minn., December 1, 1966 6,990 1 1 u C� 1 Department of Interior for an extension of time within which to commence construction of the proposed Sewage Plant improvements and additions. Also, that the Mayor in making this appli- cation consult with the City Engineer and Consulting Engineers to determine the extension need and the proposed schedule for awaiting the contract and commencing construction can be met. Second by Eichten, and all present voting in favor thereof, the recommendation was approved. Motion by Eichten to delay acceptance of bids until December 12th to further study bids and clarify them, refer to Public Works Committee, City Engineer and consulting engineers. Second by Wilson, and all present voting in favor thereof, the recommendation was approved. Discussion regarding return of certified checks. Specifications indicate the City hold certified checks for three low bidders. The. City Clerk was instructed to return the certified checks of Acton Construction Company, Inc., and Al Johnson Construction Co., a joint venture, St. Paul, Minnesota, the third low bidder by the City Attorney. The application of Town House of Rochester, Inc., for a dance license was read. Recommendation of the Public Safety Committee to grant this license. Upon motion by Folkert, second by Eichten, and all present voting in favor thereof, license granted. The question of whether payroll deposits at one of four local banks to employee's account was a legal procedure, whether the Common Council had hubhorized this method of payroll,) and if the Attorney General had ruled on legality. Upon motion by Day, second by Folkert, it was referred to the Finance Committee. adjourn. Motion by Wilson, second by Eichten, and all"present voting in favor thereof, to Doris A.
