Minutes of a special meeting of the Common Council of the City of Rochester,
Minnesota, held in the Council Chambers in the City Hall, in said City, on May 4, 1967.
President DeVries called the meeting to order at 7:30 o'clock P. M., the
following members being present: President DeVries, Aldermen Day, Ellison, Folkert, Larson,
Perry and Postier. Absent: none.
The call of the special meeting was read and President DeVries ordered the same
placed on file, the said meeting having been called for the prupose of considering a resolution
on Circle Drive and any other business the said Common Council may deem proper.
Alderman Day introduced the following resolution which was read:
"BE IT RESOLVED that the Common Council of the City ,of Rochester hereby
approves, subject to such modification, change or relocation as may be indicated
by further engineering and traffic studies, the proposed alignment of "Circle
Drive" from its easterly terminus at State Trunk Highway No. 14 near the new
Rochester Junior College site northwesterly to its intersection with County
State Aid Road No. 2 near "Geisinger Hill", thence westerly to its intersection
with State Trunk Highway No. 63 north of 31st Street Northeast and thence
westerly to its westerly terminus at State Trunk Highway No. 52 north of the
IBM Plant near proposed 41st Street Northwest, all as set forth in detail in
the official maps prepared for the County of Olmsted, by Agneberg and Sankstone,
professional registered eigineers. The Common Council also approves the concept
of a "limited access highway" on a right-of-way two hundred feet wide.
Be it further resolved that the Common Council of the City of Rochester urges
the Legislature of the State of Minnesota to designate and establish that portion
of the aforesaid proposed "Circle.Drive" between Trunk Highways Nos. 52 and 63
as a State Trunk Highway. The Common Council urges this legislative action for
the following reasons:
(1) Present traffic loads on State Trunk Highway Nos. 52 and 63 and the
serious traffic congestion caused on said Highways in and adjacent to the City
of Rochester be the absence of an adequate by-pass highway, are approaching
intolerable proportions.
. (2) Projected traffic use of the proposed "Circle Drive" confirms a maj.or
demand and need for the by-pass highway.
(3) The State of Minnesota will derive substantial benefit from the
designation and esthblishment of the proposed "Circle Drive" as a state highway,
not only from the standpoint of satisfying the needs of high volume through
traffic and improving the efficiency and effectiveness of State Trunk Highways
Nos. 52 and 63 through the Rochester urban and suburban area, but also from the
standpoint of direct benefit and savings to State of Minnesota facilities,
including Minnesota Highway District Headquarters on State Trunk Highway No. 52
north of the City of Rochester, the new Rochester Junior College about to be
constructed near the easterly terminus of the proposed "Circle Drive" and the
Rochester State Hospital also near the easterly terminus.
(4) Present and projected high -density commercial, industrial, reseidential
and public use of, the areas near'the intersections of Trunk Highways Nos. 52 and
63 and the proposed connecting by-pass will require this improvederit and additional
transportation facility-
(5) The Construction of this "limited access" highway with necessary grade
separations is beyond the financial capabiities of local government and requires
the assistance and participation of the State of Minnesota on an equitable basis.
Be it further resolved that the Common Council of the City of Rochester
indorses the proposal of the County of Olmsted to acquire the necessary highway
right-of-way for the proposed "Circle Drive" including the necessary right-of-way
for the portion thereof upon which the legislature is urged to designate and
establish a State Trunk Highway.
Be it further resolved that copies of this resolution be forwarded to Senator
Krieger, Represent8tives Quirin and Schumann, the Minnesota State Highway
Department and the Board of County Commissioners of OlmstedCounty."
Upon motion by Day, second by Folkert, and all voting in favor, the above resolution was adopted.
