Minutes of a special meeting of the Common Council of the City of Rochester,
Minnesota, held in the Council Chambers in the City Hall, in said City, on September 29,
1967.
President DeVries called the meeting to order at 3:15 P. M., the following
members being present: President DeVries, Aldermen Day, Ellison, Folkert and Perry.
Absent: Alderman Larson and Postier.
The call of the special meeting was read and PresidenttDeVries ordered the same
placed on file, the said meeting having been called for the purpose of considering the
second reading to an amendment to the Housing Code Ordinance and any other business the
said Common Council may deem proper.
An Ordinance amending an Ordinance entitled, "An Ordinance establishing minimum
standards governing the condition and maintenance of dwellings; establsihing minimum
standards governing supplied utilities and facilities and other physical things and
conditions essential to make dwellings safe,•sanitary, and fit for human habitation;
establishing minimum standards governing the condition'of dwellings offered for rent;
fixing certain resp6nsibilities and other duties of owners.and occupants of dwellings;
fixing certain responsibilities and duties of•owners and occupants for maintainance of
nondwelling structures, fences, and premises; establishing a housing Board of Appeals and
setting its responsibilities; authorizing the inspection of dwellings and premises; and the
condemnation of dwellings unfit for human habitation; and fixing penalties for violators"
(Section 21. EFFECTIVE DATE.-This.ordinance, now No. 1406, shall take effect and be in£orce
from and after the adoption and official publication of this amending ordinance) was given
its second reading. A motion was made by Ellison, second by Folkert, that the rules be
suspended and the ordinance be given its third and final reading but upon roll call,
Alderman Day voted "nay".
Upon motion by Perry, second by Day, and all present voting in favor, the :imeeti
was adjourned.
