President DeVries called the meeting to order at 1:00 P. M., the following members being present: President DeVries, Aldermen Day, Ellison, Folkert, Larson, Perry, Postier. Absent: None. Alderman Perry introduced a resolution amending the "Thoroughfare Plan" of the City of Rochester, as adopted on May 21, 1962 and as heretofore amended, by designating the following street segment to be added thereto as follows: Sixth Street Southeast to be extended from Broadway to Third Avenue Southeast and to be designated as a Secondary Thoroughfare; that the revised "Thoroughfare Plan" marked Exhibit A-1 attached to this resolution and made a part hereof, which revised "Thoroughfare Plan" reflects the amendment and addition set forth above is hereby adopted as the official "Thoroughfare Plan" for the City of Rochester, Minnesota and environs; that the aforesaid revised "Thoroughfare Plan" is adopted as a part of the comprehensive plan for the City of Rochester and environs, all in accordance with the provisions of Chapter-670, Minnesota Laws of 1965, was read. A motion was made by Perry, second by Ellison, that the said resolution be adopted as read and all voting in favor thereof, President DeVries declared the said resolution dujly passed and adopted. Alddrman Perry introduced a resolution amending the "Thoroughfare Plan" of the City of Rochester, as adopted on May 21, 1962 and as heretofore amended, by designating the following street segment to be added thereto as follows: First Avenue Southeast to be extended to the south from SecondStreet Southeast to Third Street Southeast and to be des- ignated as a Primary Thoroughfare; that the revised Thoroughfare Plan Marked exhibit A-1 attachted to this resolution and made a part hereof, which revised "Thoroughfare Plan" reflects the amendment and'attion set forth above is hereby adopted as the official "Thoroughfare Plan" for the City of Rochester, Minnesota and environs; that the aforesaid revised "Thoroughfare Plan" is adopted as a part of the comprehensive plan for the City of Rochester and environs, all in accordance with the provisions of Chapter 670, Minnesota Laws 1965, was read. A motion was made by Folkert, second by Larson, that the said resolution be adopted as read, and all voting in favor thereof except Aldermen Day and Postier, who voted "nay", President DeVries declared the said resolution duly passed and adopted. ' Alderman Perry introduced a resolution adopting "Official Map No. 1" which is attached to and made a part of this resolution; that the aforesaid "Official Map No. 1" is adopted as a part of the comprehensive plan for the City of Rochester and environs, all in accordance with the provisions of Chapter 670, Minnesota Laws of 1965, which was read. A motion was made by Larson, second by Ellison, that the said resolution be adopted as read and all voting in favor thereof, Pre-sident DeVries declared the said resolution duly passed and adopted. 1 1 0 1 C Record of Official Proceedings of the -Common Council • of the City of Rochester, Minn., Februrary 23, 1968 6 `6.7 \ 1 • 1 L • Alderman Larson introduced the following resolution which was read: "WHEREAS, the Housing and Redevelopment Authority of the City of Rochester has transmitted to the Common Council two alternate planning concepts for the core area renewal project under consideration for this City, one concept being designated "Broadway Open" and the other concept being designated "Broadway Closed" ; and WHEREAS the Housing and Redevelopment Authority has informally requested the Common Council to express its preferance for and preliminary approval of one or the other of these concepts, and WHEREAS, these alternate planning concepts have been displayed to the public, have been studied by the Housing and Redevelopment Authority, the Planning) and Zoning Commission and other departments of the City of Rochester, by various advisory, civic and business organizations and by interested citizens, and their views, opinions and recommendations have been communicated to the Council, and WHEREAS, the Common Council has considered all views, opinions and recommendations communicated to it and has made its own extensive inquiry into and study of the alternate planning concepts submitted, and has reached its conclusion thereon following a public Council meeting devoted to the subject held February 20, 1968 in the Council Chambers. NOW THEREFORE, be it resolved that the Common Council hereby approves the illustrative planning concept designated "Broadway Open" and requests the Housing and Redevelopment Authority to discontinue further consideration of the "Broadway Closed" planning concept. This preliminary approval of the "Broadway Open" plan is given subject to the following specific requested amendment: The proposal to extend First Avenue Southeast south and west to a junction with Broadway near the intersection of Fourth Street and South Broadway, contains so many disadvantages and objectionable features that the Housing and Redevelopment Authority is requested to discard this portion of the plan and proceed on the basis of extending First Avenue Southeast south across Fourth Street Southeast on the east side of the Zumbro River to a junction with South Broadway at some point south of Fourth Street. This requested revision in the plan is made with the realization that a portion of such an extension of First Avenue Southeast is outside the boundaries of the proposed renewal project area and a major portion of the cost thereof may have to be borne by the City, but the matter of resolving traffic congestion -and conflicts on Trunk Highway No. 63 exists without reference to any possible program of urban redevelopment and the solution proposed in'the illustrative plan for the "Broadway Open" concept, in the opinion of the Council, is not adequate or satisfactory. Be it further resolved that the action of the Common Council in approving the VBroadway Open" concept for the proposed renewal project with only one definite revision, is not to be construed as a rejection of the many recommenda- tions and requests received relative to, among other things, the extension of Broadway open for one or two blocks north of Center Street, the width of Broadway, one or two way traffic on Broadway, mall treatment of Fir".st Street Southwest between Broadway and First Avenue Southwest, climitization of portions of any public malls, a propsective library site, a prospective arena site, vacation of alleys, heighth limitations on buildings,,and other matters. Many of the recommendations and requests receeved have Council approval and the general approval of the "Broadway Open" concept as set forth in the illistrative plan submitted is made by the Common Council with the understanding that a res- idual flexibility in planning and usage exists which will permit accommodation of desirable recommended changes or revisions in the plan without the need for precise delineation at this time." A motion was made by Folkert, second by Larson, that the above resolution be adopted as read and all voting in favor thereof, except Alderman Day and Postier who voted', "nay", President DeVries declared the resolution duly passed and adopted. Upon motion by Day, second by Postier, and all voting in favor, the meeting was adjourned until 3:30 P. M. on Wedndesday, February 28, 1968. City Clerk •
