HomeMy WebLinkAbout03-13-19688 Record of Official Proceedings. of the Common Council of the City of Rochester, .Minn., March 13, 1968 • - - - -- - - - Minutes -of an adjourned regular meeting off the Common Council of the City of Rochester, Minnesota, held in the Council Chambers in the City Hall,,in'said City, on March 13, 1968. The meeting was called to order at 3:30 P. M. with the following members being present: Aldermen DeVries, Folkert, Perry and Postier. The Council members then proceeded to the polling places of the various voting precincts of the City, to inspect the register counters of the voting machines and to compare the number of votes shown by such voting machines with the returns as submitted by the Judges at the City Charter Election held on March 12, 1968. After making the canvass of the votes the Council returned to the City. Hall at 4:30 P. M. President pro tern Perry called the meeting to order with the following members being present: Aldermen Ellison, Folkert, Perry, Postier. Absent: President DeVries, Aldermen Day and Larson. Alderman Ellison introcuced the following resolution which was read: "BE IT RESOLVED by the Common Council of the City of Rochester, -Minnesota: That the attached sheet, marked Exhibit "A" is a tabulated statement and list of the number of votes cast for each person at the Charter Election held on March 12th, 1968 in the City of Rochester, Minnesota „ as determined by said Common Council on the canvass of the said returns of said election made this 13th day of March, 1968, the said statement is hereby declared to show the results of this election. Said tabulated list and statement is attached. SO THEREFORE, Be it resolved by the Common Council of the City of Rochester, Minnesota: That Harold J. "Dutch" DeVries is hereby declared to be elected to the office of Alderman at Large of the City of Rochester, at the Charter Election held March 12th, 1968 to hold office for two years and until his successor is elected and qualified; That Vincent D. Folkert is hereby declared to be elected to the office of Alderman of the Second Ward of the City of Rochester, at the Charter Election -held March 12th, 1968, to hold office for two years and until his successor is elected and qualified; That Richard J. Postier is hereby declared to be elected to the office of Alderman of the Fourth Ward of the City of Rochester, at the Charter Election held March 12th, 1968 to hold office for two years and until his successor is elected and qualified, Be it further resolved that the total number of votes cast at said election on the question of whether Minnesota Statutory provisions authorizing the issuance of licenses permitting the sale of intoxicating liquor on Sundays should apply to the City of Rochester was 9,221 of which 4,228 votes were in favor of its adoption and 4,993 votes were opposed; that the votes in favor of the question were not the required 50 percent of the total votes cast thereon, and therefore, the City Council of the City of Rochester is not authorized to issue such licenses. Be it further resolved that the total number of votes cast at said election on Amendment No. 1 to the Charter of the City of Rochester was 8,917 of which 6,702 votes were cast in favor of its adoption; that the votes in favor of the amendment were more than the required 55% of the total votes cast thereon, and therefore the amendment was declared duly adopted. (Exhibit "A" on next page): A motion was then made by Postier, second by Folkert, that the said resoalution be adopted as read, and all present voting in favor, President pro tem Perry declared the said resolution duly passed and adopted. A letter signed by Jim Madden requesting connection of city sewer to Lot 56 Sunny Slopes Addition was read and upon motion by Perry, second by Ellison, and all voting in favor, the letter was referred to the Public Works Committee and the Planning and Zoning Commission. As a result of these meetings, and in compliance with the wishes of this Committee, the Mayor, and other members of the Council which were expressed at the meeting held at noon -on Thurdsay, March 7th, we recommend that the Consulting Engineer be directed and authorized to plan and arrange for a means of pumping and treating the sewage during the period that the main plant is shut down, so that raw sewage will not be bypassed directly into the river. The Consulting Engineer is further authorized to issue an Extra - Work Order to the Contractor for the work involved beyond the requirement of the existing contract. " The recommendation of the Public Works Committee regarding study of Suburban Problems as they relate to the Future Growth of the City of Rochester, stating as follows, v was read and upon motion by Ellison, second by Postier, and all present voting in favor, the recommendation was approved: "The Public Works Committee recommends that Robert Halloin be assigned, under the general supervision of the Administrative Assistant, to study the suburban problems as they relate to the future growth of the City of Rochester. It is estimated that such a study could be completed by August and September 1968. The study should include, but not limited to the following: 1. Definition of the problem. 2. Recapitulation of activities to date as they relate to the problem and an analysis of the pertinent factors. 3. Review and analysis of the state and local laws relating to several aspects of the probelem. 4. Review and analysis of public policy in other states as it relates to our problem. 5. Review and analysis of research currently under way by other agencies or institutions. 6. Surveys to ascertain the determinants of suburban development and growth. 7. Alternative approaches in solving or minimizing the problem. 8. The political -socio-economic ramifications of the alternative approaches. The study is requested, not only because of the existing problems in the suburban areas, but also because of the plans that are in progress by private developers for the future development of the suburban areas. We are of the opinion that this problem is of overriding concern to the community and is deserving of prior and prompt attention. This has been discussed with the Planning Director and adjustments could be made to the Department's work schedule. It is anticipated that Mr. Halloin will spend a minimum of three -fourths of his time on this study. The possibility of employing consulting service for this bfudy was considered. However, it is the Committee's opinion that the City possesses the necessary qualified personnel to conduct such a study."
