Minutes of an adjourned regular meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City, on
September 11, 1968.
President DeVries called the meeting to order at 7:30 o'clock P. M., the
following members being present: President DeVries, Aldermen Day, Ellison, Folkert,
Larson, Perry, Postier, Absent: None.
Mr. TOm Moore, City Planning Director, again presented the Workable Program
for Community Development which had been ug�ated by his department and also again presented
the map showing the ten enforecement districts for the systematic housing code compliance
program. Copies of the workable program and of the map had been sent to each Alderman and
-- the Mayor for their review and study after the meeting held on September 10, 1968. --
-A resolution approving and adopting the '_'Wor.kable Program for Community
Improvement" as set forth in the application for recertification of its Workable Program
and authorizing the Mayor and City Clerk to execute the original and appropriate copies of
the aforesaid application for recertification of Workable Program and submit the same to the
Department of Housing and Urban Development of the United States Government for approval and
appropriate action, was read. A motion was made by Perry, second by Folkert, that the said
resolution be adopted as read.
Mr. Harold Krieger, Attorney representing some of the anti -renewal interests in
the downtown area was present and requested that the program be given more study before it i
approved, he said there was only one copy of the workable program available for study and

this meeting had been called on short notice that they had not had time to review or study
it; he said there is much controversy over Urban Renewal as =,long as the referendum questioni
is being put before the voters on the November 5th election he suggested that this matter bel
tabled until after the election; he said the housing code is a new concept and needs more

hearings; he also asked why the meeting had been called on short notice.
President DeVries said the meeting had been originally planned for noon on
Monday but he was informed that the workable program draft would not be completed by that
time so he had waited until he had word that the plan was completed to call the meeting, he
said he was assured that the aldermen need be called only in time for the meeting; he said
the housing code had been under consideration for three months before it was adopted and he
felt the workable program, inclduing the systematic enforcement, had been well publicized.
Mrs. Mary Martin of 719 - 7th Avenue S. W. said it was her understanding that
part of this workable program must contain the city's part of financing any urban renewal I)

project and they had not been able to look at or review this report, she also suggested thatll

this be tabled until a later date.
R. V. Ehrick, City Attorney, stated that this workable program is a prerequisite)
for any Federal Program involving Urban Renewal or similar type of project, it shows that

II certain basic:°codes are in effect and that there is a planning group in the city and they

�I are planning and as he understands, the purpose of the workable code is demonstrated to the
Housing Urban Development that if any Federal funds are used in this community there is a

program in force that will prevent the recurrence of the necessity for this program.

Alderman Day stated that he had received his call for this meeting at 9:,00 A. M.
this morning and has not seen the report submitted, he requested that copies be sent to each
of them for study and perhaps they could be of some help, he said he had seen nigher the
report of map and did not feel he could vote on it until he had some time to study it.

Alderman Postier also stated that he felt he was unqualified to vote on something that he
had not seen and this also had not been presented to the Finance Committee as to how this

will be financed, he said he did not want to delay the program but would like to see what
is going on.

Mr. Tom Moore, Planning Director, said the workable program is essentially the

same as was submitted a year ago but never approbed by Housing Urban Development, the minimum
'I
housing code amendment and the systematic enforcement plan of dividing the city into 10 areas

was added and the plan was updated in general.

After further discussion, the meeting was adjourned until 7:00 P. M. on Septemberll,

1968 by motion of Perry, second by Larson, and all voting in favor.

(After the meeting was adjourned, Alderman Day handed in his letter of resignation as Alderman
of the Sixth Ward, which would be considered at the meeting to be held on September 11, 1968).
