President DeVries called the meeting to order at 12:00 o'clock noon, with the llowing members being present: President DeVries, Aldermen Brunnette, Ellison, Folkert, , Perry, Postier. Absent: None. An Ordinance Relating to Hazardous -Parking Conditions; Authorizing the Establish- ent of No Parking Zones by the City Engineer; Amending the Rochester Code -of Ordinances, ection 147.190 and adding a new Section to Chapter 147, was given its first reading. the rules were suspended and pon motion by Perry, second by Ellison, and upon roll call and all voting in favor,/the rdinance was given its second reading. Upon motion by Postier, second by Brunnette, and upon oll call and all voting in favor, the rules were suspended and the ordinance was kiven its hird and final reading. A motion was then made by Brunnette, second by Larson, that the aid Ordinance be adopted as read and all voting in favor, President DeVries declared the aid ordinance duly passed and adopted. "147.190. No Parking Zones. No person shall park a vehicle, except as otherwise provided or unless directed to do so by a police officer, on any street or alley where the Common Council or the City Engineer as authorized by Section 147.191, has established a No Parking Zone and such Zone is marked by a sign or yellow curbing." 147.191. No Parking Zones - Hazardous Conditions. Whenever the City Engineer determines that the accumulation of snow and ice have reduced the improved width of a street or alley so that the parking of vehicles on such street or alley during such conditions will create a hazardous condition endangering or impeding the movement of vehicular traffic or otherwise endangering the safety, health or welfare of the public, he shall designate either side or both sides of such street or alley as a no parking zone. The designation of a no parking zone by the City Engineer shall be made by filing a notice of such designation in the offices of the City Clerk and Chief of Police and by posting signs or markers along the streets or alleys so designated. The City Engineer shall state in the notice the specific hour when the no parking restrictions go into effect and shall identify the streets or alleys affected by the restrictions. No parking zones designated under this section shall not go into effect until at least 12 hours after the signs or markers have been posted and shall remain in effect until removed at the direction of the City Engineer."
