HomeMy WebLinkAbout02-26-196936 Record of Official Proceedings of the Common Council of the City of Rochester, Minn., February26, 1969 u Minutes of an adjourned regular meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City, on February 26, 1969. President DeVries called the meeting to order at 3:00 o'clock P. M., the following members being present: President DeVries, Aldermen Ellison, Larson, Perry. The Council members then proceeded to the polling places of the various voting precincts of the City, to inspect the register counters of the voting machines and to compare the number of votes shown by such voting machines with the returns submitted by the Judges at the City Primary Election held on February 25, 1969. After making the canvass of the votes the Council returned to the City Hall at 4:30 P. M. President DeVries called the meeting to order with the following members being present: President DeVries, Aldermen Ellison, Larson, Perry. Absent: Aldermen Brunnette, Folkert, Postier. There were no changes in the returns as submitted and Alderman Larson then introduced the following resolution which was read: "Be it resolved by the Common Council of the City of Rochester, Minnesota: That the following is a tabulated statement of the number of votes cast for each person at the Primary Election held on the 25th day of February, A.D. 1969, in the City of Rochester, as determined by said Common Council on the canvass of the returns of the said Primary Election made this 26th day of February, A.D. 1969, and that the said tabulated statement is hereby declared to show the results of the said Primary Election: Office 1st Ward 2nd Ward 3rd Ward 4th Ward 5th Ward 6th Ward and Prec.No. Prec.No. Prec.No. Prec. Dewey Day and Leonard Ekstrand are hereby declared to be candidates for the Office of Mayor of the City of Rochester, Minnesota, at the Charter Electionto be held on March llth, 1969; That Charles J. Austin and Darrell G. Strain are hereby declared to be candidates for the office of Alderman of the First Ward of the City of Rochester, Minnesota at the Charter Election to be held on March llth, 1969; That John C. Brunnette and C. Bruce Cherland are hereby declared to be candidates for the office of Alderman of the Sixth Ward of the City of Rochester, Minnesota, at the Charter Election to be held on March llth, 1969. That the City Clerk of said City is hereby instructed to cause the names of the said persons to be printed as candidates for the respective offices upon the official ballot at the coming Charter. Election to be held on March llth, 1969." Upon motion by Larson, second by Ellison, and all present voting in favor, President DeVries declared the said resolutioncduly passed and adopted. Alderman Perry introduced the following resol6tion which was read: 1 • J 1 0 1 • Record of Official Proceedings of the- Common Council 137 of the City of Rochester, Minn., February 26, 1969 "Be it resolved by the Common Council of the City of Rochester, Minnesota; That the following is a tabulated statement of the number of votes cast at the Special.and Primary Election held on the 25th day of February, 1969, in the City of Rochester, as determined by said Common Council on the canvass of the returns, said votes being cast on the following question: SHALL THE REDEVELOPMENT PLAN -ENTITLED 'DOWNTOWN ROCHESTER DEVELOPMENT AREA PROJECT NUMBER MINN. R-41' BE INITIATED, CONSTRUCTED, AND/OR CARRIED ON BY THE HOUSING AND REDEVELOPMENT AUTHORITY, OR ANY OTHER AGENCY, IN AND FOR THE CITY OF ROCHESTER? Upon motion by Ellison, second by Larson, and all present voting in favor, President DeVries declared the said resolution duly passed and adopted. The recommendation of the Rochester Airport Commission that the contract for the execution of FAA Project # 9-21-079-C911 and State Project #5501-26 be awarded to the low bidder, Arcon Construction Company, Inc., Mora, Minnesota in the amount of Seven Hundred Ninety Five Thousand One Hundred Twenty Six Dollars and Sixty six cents ($795,126.66) subject to the approval of the Federal Aviation Administration and the State of Minnesota, Department of Seronautics; they further recommend that the Mayor and City Clerk be authorized and directed to execute State of Minnesota, Department of Aeronautics, Form 202, "Request for Authority for Expenditure of Funds" in behalf of said City and to execute and affix their signatures to any and all further required documents pertinent hereto, was read. Upon motion by Ellison, second by Larson, and all present voting in favor, the recommendation was accepted. The recommendation of the Rochester Airport Commission that the Mayor and City Clerk be authorized to execute the "Reimbursable Agreement" with the Federal Aviation • Administration for the movement of the localizer building and antenna at the Rochester Municipal Airport, was read. Upon motion by Perry, second by Ellison, and all present voting in favor, the recommendation was accepted. A resolution accepting the bid of Arcon Construction Co., Inc. of Mora, Minnesota for concrete paving on extension and Southeast Leg Runway 13-31 and Terminal Apron and Bituminous Surfacing on Aprons of Tee Hangar and Terminal Areas, State Project 5501-26 and FAA Project 9-21-079-C911 in the amount of $795,126.66 be accepted subject to receipt and acceptance of the Federal Grant Offer and subject to approval of the Minnesota Department of Aeronautics and the Federal Aviaition Agency, was read. Upon motion by Ellison, second by Larson, and all present voting in J avor, President DeVries declared the said resolution duly passed and adopted. • F'138 Record of Official Proceedings of the Common. Upon motion by Ellison, second by'Larson, and all present voting in favor, President DeVries declared the said resolution duly passed and adopted. A resolution authorizing and directing the Mayor and City Clerk to execute, in behalf of the City of Rochester the "Reimbursable Agreement" with Federal Aviation Administration fori,the movement of the localizer building and antenna at the Rochester Municipal Airport, was read. Upon motion by Perry, second by Ellison, and all present voting in favor, President DeVries declared the said resolution duly passed and adopted.
