9 Record of Official Proceedings of the Common Council of the City of Rochester, Minn., July 1. 1969 Minutes of a special meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City, on July 1, 1969. President DeVries called the meeting to order at 12:00 o'clock noon with the following members being present: President DeVries, Aldermen Cherland, Folkert, Larson, Ludowese, Postier, Strain. Absent: None. The call of the special meeting was read and President DeVries ordered the same placed on file, the said meeting having been called for the purpose of considering a resolution ordering bids for reconstructing N.W.-S.E. Runway Northwest from Central Intersection and any other business the said Common Council may deem proper. A letter from the Rochester Airport Commission recommending to the Common Council that they advertise for bids for the 1970 Fiscal Year Federal Aid to Airport Project No. 9-21-079-C©12, was read and upon motion by Larson, second by Cherland, and all voting in favor, the recommendation was approved. A resolution directing the City Clerk to advertise for bids for reconstruction of N.W.-S.E. Runway Northwest from Central Intersection, said bids to be received until 11:00 A.M. on July 11, 1969, in the office of the City Clerk and then considered by the Common Council at 12:00 o'clock noon on July 11, 1969, was read. A motion was made by Folkert, second by Larson, that the said resolution be adopted as read and all voting in favor, President DeVries declared the said resolution duly passed and adopted. A motion was then made by Postier, second by Folkert, and passed unanimously to consider business other than the call. The appointment, by Mayor Day, of Roy Watson of 620 Memorial Parkway as a member of the Board of Park Commissioners - At Large, term of office to expire the second Monday in April, 1971 (Mr. Watson will replace James E. Frick who is moving out of town) was read. Upon motion by Cherland, second by Ludowese, and all voting in favor, the appointment was approved. Mayor Day said he was very perturbed when he read in the paper a few days ago the salaries that had been set the School Board for their administrative staff and teachers; he said some of these increases amounted to as much as 287. with a few getting less than 10% or 12% and this bothered him because he and other city officials were trying to find ways to increase revenues; this salary hike throws the whole City's employment schedule out of line and he said he hoped the School Board would take another look at the pay increases; he cited some of the increases like High School Principal $21,672 and increase of $2,572 - Asst. Principal $18,118 an increase of $2,913 - Elem- entary Principal $17,355 an increase of $2,355 - he named many more and compared as to how they were way above all city department heads and assistants; Mayor Day sug- gested that the Common Council meet with the School Board as soon as possible to discuss this matter. Mr. James Andre, Administrative Assistant, was to set up a meeting between the Common Council and the Mayor, the School Board and the Board of County Commissioners as soon as possible.
