Minutes of a special meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chamhers in the City Hall, in said City on January 12, 1970. President DeVries called the meeting to order at 11:30 o'clock A.M., the following members being present: President DeVries, Aldermen Cherland, Folkert, Larson, Ludowese, Postier. Absent: Alderman Straim.:a: The call of the special meeting was read and President DeVries ordered the same placed on file, the said meeting having been called for the purpose of cbns.idering-_Wage Adjustment Panel Report, and adopting salary resolutions. • The following report of the adjustment panel appointed to review facts and recommend -.a settlement regarding salary differences between the Rochester Personnel Advisory Committee and the Rochester Patrolmen Wage Committee was read: "Pursuant to Paragraph 179.57 of the Minnesota Statutes, 1967, the undersigned, A.M. (Sandy) Keith, was appointed to the Adjustment Panel for the Rochester Patrolmen Wage Committee, the recognized representative of patrolmen in Rochester, and the undersigned Herbert L. Howe was appointed to the Adjustment Panel by the Rochester Personnel Advisory Committee. On December 27, 1969, Messrs. Keith and Howe met and appointed Robert A. Bezoier as the third member of the Adjustment Panel. The undersigned members of the Adjustment Panel, having met in private as well as in open session with the recognized representa- tives -.of the Rochester Patrolmen Wage Committee and the Rochester Personnel Advisory Committee, hereby make the following report: It is the judgment of the Adjustment Panel that the latest salary and benefits proposal extended to the Rochester Patrolmen Wage Committee by the Rochester Personnel Advisory Committee (summarized in their memo to the Adjustment Panel dated December 17, 1969) is a reasonable compromise. Therefore, it is our recommendation that this proposal be accepted by the parties hereto. It is the further judgment of the Adjustment Panel that commencing in the year 1970, the Rochester Personnel Advisory Committee should consider establishing a separate distinct salary schedule for patrol- men and a separate and distinct salary schedule for the f irefiighter. The panel is of the opinion that in our dynamic and evolving society, the job of the police patrolman is rapidly changing with regard to the education required, the responsibilities to the public, the complexities of law enforcement, and for these reasons, salary should be considered separately. It is our judgment that it is not fair to either the patrolman or to the firefighter to have their compensation package tied together. Dated this 8 day of January, 19.70. sl A.M. Upon motion by Larson, second by Postier, and all present voting in favor, the report was accepted. Be it and it is hereby further resolved by the said Board that hourly labor, full or part time, necessary for utility operation be paid at such a rate not to exceed that adopted by the Common Council, but said labor not to participate in Employees' Retirement Plan. The following recommendation of the Personnel Advisory Committee was read: "January 9, 1970 The Honorable Mayor and Members of the Common Council City of Rochester, Minnesota We recommend that the following resolutions be adopted: 1. -Increasing clothing allowance for fire and police dept. personnel from $7.50 to $10.00 per month. 2. Increasing City provided life insurance from $2,000. to $5,000. per employee. 3. Establishing a new police dept. promotional schedule. 4. Establishing a new fire dept. promotional schedule. 5. Establishing an on -duty -injury pay plan for fire & police dept. personnel. 6: Setting salaries and wages of City employees for 1970 other than those in the Utility Dept. 7. Setting salaries in the Utility Dept. for 1970. 8. Accepting recommendations of the Police Wage Adjustment Panel. s/ PERSONNEL ADVISORY COMMITTEE J. The ten:Lfollowing resolutions were each introduced and read and upon motion by Postier, second by Folkert, and all present voting in favor, President DeVries ordered the same duly passed and adopted: Resolution increasing clothing allowance for personnel in the fire and police departments. "BE IT RESOLVED that an on -duty -injury pay plan be established effective January 1, 1970. The provisions are: For each separate incident of personal injury, arising out of and in the course of employment with the City of Rochester for which benefits are provided under the Minnesota Workmen's Compensation Law, each employee shall receive disability leave equal to his normal salary for each working day absent from work as a result of such injury, for a period not to exceed 30 calendar days. Disability leave shall include Workmen's Compensation benefits and an employee receiving such dis- ability leave shall sign a receipt for such benefits. This on -duty -injury pay plan shall be applicable to personnel in the fire and police departments only." Resolution setting salaries of Classified positions in the Public Utility Depart- ment for 1970. "Be it Resolved that the recommendation of Police Wage Adjustment Panel be accepted and that the following proposals be made effective: 1. An increase in uniform allowance from $7.50 to $10.00 per month. 2. An increase in City paid life insurance from $2,000. to $5,000. per employee. 3. A decrease in the time needed to reach maximum pay from 6 years to 5 years. 4. Establishing an on -duty -injury pay plan. 5. A 7% general salary increase. Be it further resolved that the Common Council request the Personnel Advisory Committee to study the recommendation of the Wage Adjustment Panel that separate salary schedules be established for firefighters and patrolmen." A motion was then made by Ludowese, second by Folkert, and all present voting in favor, to accept other business. Recommendation of the Public Works Committee and of the Personnel Advisory Committee that Loren W. Leach be employed .as Superintendent of the Sewage Treatment Plant upon the retirement of Mr. Hogenson on April 1, 1970. Upon motion by Larson, second by Postier, and all present voting in favor.thereof, the recommendation was accepted.
