Record of Official Proceedings of the 'Coinnioin Council
of the City of. Rochester, Minn., March 11, 1970 •
Minutes of an adjourned regular meeting of the Common Council of the City of
Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City on March 11,
1970.
President DeVries called the meeting to order at 3;30 P. M., the following members
being present: President DeVries, Aldermen Cherland, Folkert, Larson, Strain. Absent: Aldermen
Ludowese and Postier.
The Council members then proceeded to the polling places of the various voting
precincts of the City to inspect the register counters of the voting machines and to compare
the number of votes shown by such voting machines with the returns submitted by the Judges at
the City Charter Election held on March 10, 1970.
After making the canvass of the votes the Council returned to the City Hall at 4:30
P. M. A motion was made by Larson, second by Folkert, and all present voting in favor, that the
meeting adjourn to the coffee room in the basement. President DeVries then called the meeting
to order with the following being present: President DeVries, Aldermen Cherland, Larson, Folkert,
Strain. Absent: Aldermen Ludowese and Postier.
The following resolution was introduced and read and upon motion by Larson, second
by Folkert, and all present voting in favor, President DeVries declared the said resolution
duly passed and adopted:
"Be it resolved by the Common Council of the City of Rochester, Minnesota:
That the attached sheet, marked "Exhibit A" is a tabulated statement and list
of the number of votes cast for each person at the Charter Election held on
March loth, 1970 in the City of Rochester, Minnesota as determined by said
Common Council on the canvass of the said returns of said election made the
llth day of March, 1970, the said statement is hereby declared to show the
results of the said election. Said tabulated list and statement is attached.
SO THEREFORE Be it resolved -by the Common Council of the City of Rochester,
Minnesota:
That Richard J. Postier is hereby declared to be elected to the office of
Alderman at Large of the City of Rochester, at the Charter Election held
March loth; 1970, to hold office for two years and until his successor is
dected and qualified;
That James T. McNary is hereby declared to be elected to the office of
Alderman of the Second Ward of the City of -Rochester, at the Charter Election
held March loth, 1970 to hold office for` two years and until his successor is
elected and qualified;
That Robert A. Willmarth is hereby declared to be elected to the office of
Alderman of the Fourth Ward of the City of Rochester, at the Charter Election
held March loth, 1970 to hold office for two years and until his successor is
elected and qualified;
That C. Bruce Cherland is hereby declared to be elected to the office of
Alderman of the Sixth Ward of the City of Rochester, at the Charter Election
held March loth, 1970 to hold office for two years and until his successor is
elected and qualified;
Be it further resolved that the total number of votes cast at said election
on Amendment to the City Charter was 8,189 of which 3,592 were in favor of its
adoption and 4,597 were against its adoption. That the votes in favor of the
amendment were less than the required 517. of the total votes cast thereon,
and therefore the amendment was declared not adopted.

CHARTER AMENDMENT
Shall the Charter of the City
,of Rochester be amended by adding
a section authorizing the Common

Council to levy such Excise Taxes
,as permitted under the Constitution
and Laws of the State of Minnesota,
provided that such taxes shall not
exceed a rate of one per cent except
that a higher rate may be imposed on
taxable values of -less than one
