HomeMy WebLinkAbout04-28-1970Record of Official Proceedings of the Common Council of the City of Rochester, Minn., April 28, 1970 Minutes of a special meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers of said City on Tuesday, April 28th, 1970. President Postier called the meeting to order at 12 o'clock noon, the following members being present: President Postier, Aldermen Cherland, Larson,.Ludowese, McNary, and Strain. Absent: Alderman Willmarth. The call of.the meeting was read and President Postier ordered the same placed on file, the said meeting having been called for the purpose:of considering the making of an official statement relative to the proposed sanitary landfill site. and operation and any other business the said Common Council may deem proper.. City Attorney Gerald Swanson stated that after public hearing Monday night by the County Planning Advisory Commission, .the City was requested to issue a statement of policy relative to road maintenance, fire protection, and policing of litter and.debris within ten days. The following resolution was,�read: "WHEREAS, the City of Rochester has made application to the Olmsted County Planning Advisory Commission for a Special Exception Permit to operate a sanitary landfill on property located in Oronoco Township and generally described as being part of the West Half of Section 27 and of the East Half of Section 28, Township 108 North, Range 14 West, and WHEREAS, in considering said application the Planning Advisory Commission has requested additional information from the City concerning the improve- ment and maintenance of the town road serving the proposed site, the policing of the access roads to the site, and the type of fire protection to be provided on the site, and WHEREAS, the Common Council has considered the request of the Planning Advisory Commission and desires to assure the Commission that adequate provision will be made for improvement and maintenance of the town road, fire protection and the policing of litter and debris along access roads. NOW THEREFORE, Be it resolved by the Common Council of the City of Rochester that in response to the request of the Olmsted County Planning Advisory Commission for additional information the Common Council adopts the fol- lowing statement of policy. (1) The City of Rochester will either by itself or in cooperation with the County of Olmsted provide all weather surfacing and maintenance of the town road between U. S. Highway No. 52 and County Road "Q" which road abuts the south end of the proposed sanitary landfill site. (2) In addition to the availability of fire protection to be provided by the Rochester Fire Department, the City will have available two 2,000 gallon flusher trucks to serve the site when needed and will provide a 10,000 gallon water tank on the site for summer use. (3) The City of Rochester will provide policing of litter and debris along the access roads leading from the City to the proposed sanitary landfill site (U. S. Highway No. 52, County Road "Q", and the interconnecting Oronoco Town Road) said policing to be performed by Rochester Street and Alley Department maintenance personnel each day or on an as needed basis." Upon motion by Ludowese, second by Strain, and all present voting in favor, President Postier declared the resolution duly passed and adopted.
