Council of the City of Rochester, Minn., August 24, 1970 • Minutes of a special meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers in the City Hall, in said City, on August 24, 1970. President Postier called the meeting to order'at 7:00 o'clock P. M., the following members being present: President Postier, Alderman Cherland, Larson, Ludowese, McNary, Strain, Willmarth. Absent: None. The call of the special meeting was read and President Postier ordered the same placed on file, the'said meeting having been called for the purpose of considering adoption of an Ordinance relating to zoning and minimum rear yard requirements and any other business the said Common Council may deem proper.. An Ordinance relating to Zoning and Minimum Rear Yard Requirements amending Sections 20.05, 21.04, 22.04, and 23.04 and repealing Sections 52.04, 52.040, 52.041 and 52.042 of Ordinance No. 1296 as amended by Ordinance No. 1520, was given its second reading. A motion was made by Ludowese, second by Cherland, that the said ordinance be adopted as'read and all voting in favor; President Postier declared the said ordinance duly passed and adopted. A motion was made by Ludowese, second by Strain, to consider business other than the call; all voted in favor. A letter from the Fire Civil Service Commission submitting the three top names on the eligibility roster for Lieutenant on the Fire Department (1. Donald T. Johnson 2. Melvin J. Day and 3. Lawrence Steffens) and requesting that one be appointed; and the three top names on the eligibility roster for fire fighter (1. Thomas I. Morris, 2. Ronald Koperski and 3. John Mitchell) and requesting that one be appointed; these appointments are necessary because of the early retirement of Haven Fritsche. Upon motion by Larson, second by Cherland, and all voting in favor, Donald T. Johnson was appointed to the position of Lieutenant and Thomas I. Morris was appointed to the position of fire fighter. A letter from the Community Relations Commission requesting $100.00 for the purpose of publicizing, by newspaper and other media advertising, the regulations pertinent to open housing in the State of Minnesota and to notify students where to call if they need assistance. Upon motion by Strain, second by Ludowese, and all voting in favor, the request was referred to the Finance Committee with power to act. Upon motion by Ludowese, second by Willmarth, and all voting in favor, a resolution referring improvement petition for sanitary sewer and water main in 3rd Avenue N. E. in North Star Subdivision of Lot 1, Block 1, to the City Engineer and Public Works Committee for determination of adequacy, feasibility report and recommendation was adopted. Upon motion by Ludowese, second by Willmarth, and all voting in favor, a resolution referring improvement petition for extension of water main in 40th Street N. W. from llth Avenue N. W. in Sunrise Estates 2nd Subdivision to 366 feet east of the west line of Section 23 to the City Engineer and Public Works Committee for determination of adequacy, feasibility report and recommendation was adopted. 10 Record of Official Proceedings of the Common Council4 of the City of Rochester, Minn., August 24, 1970 6C3 A motion was made by Cherland, second by Willmarth, that a letter be written to •K-Mart informing them that it is the intention of the Common Council'to extend 9th'Street Southeast to South Broadway and provide stop lights at 9th Street and South Broadway, subject, to favorable approval of the Public Service Commission; all voted in favor of the motion.
