President Postier called the meeting to order at.6:45 P. M., the following members being present: President Postier, Aldermen Kamper, Larson, Mayer, McNary, Strain, Willmarth. Absent: None. The call of the special meeting was read and President Postier ordered the same placed on file, the said meeting having been called for .the purpose of reconsidering the bids for the sidewalk replacement projects and any other business the said Common Council may proper. A motion was made by Strain, second by Willmarth, to reconsider.the.motion made on August 16, 1971 awarding the bids for replacement sidewalk projects #1, 3, 4, 5, ._- and all voted in favor of the motiow,to reconsider. Alderman Strain, Member of the'Public Works'Committee, stated they felt the bids were too high - in 1968 bids ran about $3.61 per front foot, in 1969-3.96 per front foot, in 1970-4.44 per front foot and in 1971 it was up to 6.52 per front foot. The contracts have not been signed by the city officials and the specifications provide that the City can rescind its award of the bid any time prior to the signing of the contracts. President Postier then called for a vote on the original motion which was to accept the bid of Doyle Conner on Projects # 1, #3, # 4, and #5 and all voting "nay", the motion was lost and the bids were not accepted. (City Engineer to notify property owners involved of action taken). A motion was made by Strain, second by Willmarth, to reconsider the motion made on August 16, 1971 awarding the bid for sidewalk replacement project #2 to Phil Ryan. President Postier then called for a vote on the original motion and all voting "nay" the motion was lost and the bid was not accepted. Resolution.granting a variance to permit the construction of an addition to the dwelling extending into the rear yard at 3935 5th Street N. W. (Lot .11, Block 15, Count Club Manor Second Addition). Upon motion by Kamper, second by Mayer, and all voting in favor, resolution adopted. Resolution granting a variance to permit construction of an addition to existing building extending closer than 50 feet to the R-District to the rear of 1833 Second Street S. W. (Lot 14, Block 11, West Zumbro Addition). Upon motion by Willmarth, second by Kamper, and all voting in favor, resolution adopted. Resolution granting a variance to permit the construction of a garage covering in excess of 35% of rear yard at 318 - 7th Avenue N.W. (west 52 feet, South 23 feet of Loot 8 and West 52 feet of Lot 9, Block 10, Cummings Addition). Upon motion by Larson, second by McNary, and all voting in favor, resolutionadopted. Resolution granting a variance to permit the enlargement of an existing garage projecting 2 feet in required front yard at 832 Sierra Lane N. E. (Lot 6, Block 2, PeW s Hills Second Subdivision). Upon motion by Willmarth, second by Mayer, and all voting in favor, resolution adopted. 172 Record of Official Proceedings of the Common Council of the City. of Rochester, Minn., August ls, 1971 Resolution granting variance to permit the construction of an additional detached garage,on a lot containing 4,520.sq. ft. at 315.- 6th Avenue N. W. (Lot.4,.B1ock.10, Cummings Addition). Upon motion by Willmarth, second.by Mayer, and.all.voting in.favor, resolution adopted. Resolution approving bus routes, schedules and stops for the City of Rochester as proposed by Rochester City Lines, Co. as set forth in Exhibits A, B, and C and rescinding a resolution adopted on July 19, 1971. Upon motion by Larson, second by Willmarth, and all voting in favor, resolution adopted. Upon motion by Strain, second by Willmarth, and all voting in favor, the .meeting was, adjourned.
