President Postier called the meeting to order at 12:00 o'clock noon, the following members being present: President Postier, Aldermen Kamper, Larson, Mayer, McNary, Powers, Strain. Abs ent: none.. The call of the special meeting was read and President Postier ordered the same placed on file, the said meeting having been called for the purpose.of considering adopting the tax levy and budget and any other business the said Common Council may deem proper. Resolution adopting the annual budget of the City.of Rochester for the fiscal • year beginning January 1, 1972; the total of the said budget and the major divisions thereof being as follows: . Revenue Available General Property Taxes $ 4,389,359 Non Property Taxes 200,000 Licenses and Permits 201,950 Fines, Forfeits and Penalties 214058 Use of Money and Property. 149:310 Intergovernmental Revenues 2,436,524 Charges.for Services 1,017,069 Special Assessments 401,000 Miscellaneous Revenues 1,615,433. Prior Year Revenues 4872898 Total Revenues 11;1122601 Expenditure Appropriations Employee Services 4,637,564 Other Current Expenses 2,520,255 Capital Outlay 272,597 Capital Improvements 2,447,073 Debt Service 1,235,112 Total Appropriations 11,112,601 A motion was made by Larson, second by Kamper, that the above resolution be adopted as read and all voting in favor, President Postier declared the 'said.:.resolution duly passed and adopted. (Ir. Moline, Finance Director, reported that the City has not received any official figures regarding the 1972 tax but the City was proceeding in order to expedite the levy through the County Auditor). Letter from Harley Flathers, Chairman of Rochester Human Rights Commission, {r 1. submitting the following resolution adopted by their Commission: WHEREAS; Rochester City Ordinance 1384 declared the policy of this City to foster equal opportunities to all of its citizens,. regardless of race, creed, or color. Be it resolved that the Rochester Human Rights commission >. urges the city council to issue or renew liquor licenses to Fraternal organizations only upon receipt of a statement of policy by such organizations that all persons shall be eligible for membership regardless of race, creed or color. Upon motion by Strain, -second by Larson, and all voting in favor, the letter was referred to the Public Safety Committee and the City Attorney. • ;;_ Upon motion by Larson, second by Mayer, and all voting in favor, the meeting was adjourned. lCiClerk II Resolution that the following sums of money be levied for the current year, collectable in 1972, upon the taxable property in the City of Rochester for the following }= purposes and rescinding the resolution adopted by the Common Council on October 12, 1971 establishing the tax levy for the various funds collectable in 1972:'.
