HomeMy WebLinkAbout03-01-1972Record of Official Proceedings of the Common Council of the City of Rochester, Minn., March 1, 1972 275, LJ 0 1 I�L 1 Minutes of an adjourned regular meeting of the Common Council of the City of Rochester, Minnesota held in the Council Chambers in the City Hall, in said City, on March 1, 1972. President Postier called the meeting to order at 3:00 o'clock P. M., the following members being present: President Postier, Aldermen Kamper, Larson, Mayer, McNary, Powers, Strain. Absent: None. The Council members then procedded to the polling places of the various voting precincts of the City to inspect the register counters of the voting machines and to compare the number of -votes shown by such voting machines with.the returns submitted by the) Judges at the City Primary Election held on February 29, 1972. After making the canvass of the votes the Council returned to the City Hall at 4:15 o'clock P. M. President Postier called the meeting to order with the following members being present: President DeVries, Aldermen Kamper, Larson, Mayer, McNary, Powers, Strain. Absent: None. The following resolution was introduced and read and upon motion by Larson, second by Kamper, and all voting in favor, the resolution was duly passed and adopted: "BE IT RESOLVED by the Common Council of the City of Rochester, Minnesota: That the attached is a tabulated statement of the number of votes cast for each person at. the Primary Election held on the 29th day of February, 1972, in the City of Rochester, as determined by said Common Council on the canvass of the returns of the said Primary Election made this 1st day of March, 1972, and that the said tabulated statement is hereby declared to show the results of the said Primary Election. (tabulated statment on next page) Be it further resolved by the said Common Council: That Gerard W. Ring and William F. Young are hereby declared to be candidates for the office of Judge of Municipal Court for the City of Rochester, Minnesota, at the Charter Election to be held on March 14th, 1972; That Jean S. McConnell and James R. Powers are hereby declared to be candidates for the office of Alderman of the Fourth Ward in the City of Rochester, Minnesota, at the Charter Election to be held on March 14th, 1972." The applications for Club On Sale Retail Liquor License of American Legion Club, Fraternal Order of Eagles, Aerie # 2228 Inc., Loyal Order of Moose Rochester #2128, A.F.L.- C.I.O. Union Club Inc., B.P.O. Elks Club No. 1091 Inc., and Whitlock Sonnenberg Post #1215 were again considered, The recommendation of the Public Safety Committee that: 1. The Common Council instruct the preparation of an ordinance which would limit the issuance of club liquor licenses to clubs whose membership is not restricted because of race, color or creed. 2. If by October 1, 1972 any club whose national charter presently contains discriminatory membership provisions on the basis of race, creed or color does not submit to the CommonCouncil a resolution by their governing board petitioning their national organization to eliminate such provisions, the license shall be automatically revoked. 3. If by March 1, 1973 any club whose national charter presently contains discriminatory membership provisions on the basis of race, creed or color, does not submit evidence to the Common Council that their respective lodge or club have eliminated the above discriminatory provisions, such license shall be automatically revoked. Upon motion by Larson, second by Strain, and all voting in favor, the licenses were granted) subject to compliance with items # 2 and # 3. A motion was made by Larson, second by Strain, that the City Attorney be instructed to prepare an ordinance which would limit the issuance of club liquor licenses to clubs whose membership is not restricted because of race, color or creed; all voted in favor. 0 The license bonds of B.P.O.E. Lodge 1091 Inc. with Western Surety Company as surety; Record of Official Proceedings of the Common Council of the City of Rochester, Minn., March 1, 1972 American Legion Club, Fraternal Order of Eagles # 2228, Loyal.: Order of Moose Rochester Lodge #2128 with Western Casualty and Surety Company as surety; A.F.L.-C.I.O. Union Club and Veterans of Foreign Wars Whitlock Sonnenberg Post #1215 with Hartford Indemnity Company as L surety were each read and upon motion by arson, second by Strain, and all voting in favor, the bonds were approved and the surety thereon accepted. Upon motion by Strain, second by Mayer, and all voting in favor, two resolutions were adopted (a) resolution referring proposed improvement for feasibility report and recommendation for sanitary sewer and sewer and water service connections stubbed into boulevard on 16th Street S. W. from 2nd Avenue S. W.(as platted in Graham's 2nd Addition) to a point 1520 feet west of the East line of the West one half of Sec. 11-106-14 and (b) resolution receiving preliminary report, ordering a public hearing and directing preparation of plans and specifications. • Upon motion by Larson, second by Powers, and all voting in favor, theomee.tng was adjourned. / Ci y Clerk 1 • 1 1 • 1 is
