meeting of the
Minutes of the/Common Council of the City of Rochester, Minnesota, held in the
Council Chambers in the City Hall, in said City, on April 30, 1973.
President Postier called the meeting to order at 5:00 o'clock P. M., the
followingmembers being present: President Postier, Alderman Kamper, Larson, Ludowese,
McNary, Powers, Strain. Absent: None.
The following bids were received for.construction of a*chlorinator facility on
City property at the 3rd Avenue Northwest site, immediately west of the old wastewater
treatment facility: Alvin E. Bdnike of Rochester, Minnesota $161,740.00 and Weis Builders
of Rochester, Minnesota $171,800.00. A motion was made by Strain, second by Larson, that
the bids be rejected; all voted in favor except Alderman Kamper who voted "nay".
A motion was then made by Larson,�second by'Powers, that the consulting firm
on the above wastewater greatment facility be allowed three weeks to consult with the engineers
on possible changes or different criteria; all voted in favor.
Application of John Thomson for a permit to hold a dance at the National Guard
Armory on Friday, May 4, 1973. The record of the City Police showed no police records but
the FBI report showed that he had paid a fine for illegal possession and also had violation
of the selective service act. Upon motion by Strain, second by Larson, and'all voting in
favor, the application was rejected and the'license not granted'.
Alderman Larson said the County Board is going ahead with the reactivation"of
the racing at the fair grounds, he said he was not against racing but felt that this was the
wrong location for a race track. He said he felt they should have consulted with the City
Council before taking such action. It was noted that there was a noise ordinance in the
City and if this were violated they could take action then. No action was taken.
Upon motion -by Powers, second by Ludowese, and all voting in favor, the meeting
was adjourned. .
