Minutes of a regular adjourned meeting of the Common Council of the City of
Rochester, Minnesota held in Room 214 in the City Hall, in said City, on October,
9, 1973. _
President Postier called the meeting to order at 5:00 P.M., the following
members being present: President Postier, Aldermen Kamper, Larson, Ludowese, McNary
Powers, Strain. Absent: None.
Resolution levying the following sums of money for the current year, collectible
in 1974, upon taxable property in the City of Rochester for the following purposes:
General Fund $1,351,684.
PERA & FICA 253,606.
Fire Relief 265,311.
Police Relief 304,676.
Library 291,772.
Recreation System 754,542.
Sewer Utility 30,000.
Equipment Revolving 112,775.
Capital Improvements 519,362.
Debt Service 358,729.
Upon motion by Larson, second by Strain, with all present voting in favor, the
resolution was adopted.
Resolution approving the annual budget of the City of Rochester, Minnesota for
the fiscal year beginning January 1, 1974 which has been submitted by the several
departments.,

General Property Taxes $4,242,457.
Nonproper-ty Taxes' 320,000.
Licenses and Permits 215,100.
Fines, Forfeits and Penalties 100,000.
Use of Money and Property 169,470.
Intergovernmental Revenues 4,859,599.
Charges for Services 1,292,131.
Special Assessments 451,000.
Miscellaneous Revenues 2,468,844.
Prior year Revenues 423,253.
TOTAL REVENUES $14,541,854.

Upon motion by Ludowese, second by McNary, with all present voting in favor, the
resolution was adopted.
Discussion vas held,_.by members of the Council on action taken on the Council
Meeting on October 1, 1973 on our street program:=: -=The corner of 6th Street N.W.
and Broadway would provide the link to a southbound First Avenue under the one-way
plan enabling Broadway to be one-way north. The Council tabled this until the meeting
November 5, 1973 to obtain in -put from the Dontown Council and several other interested
groups, Alderman Strain stated that if this is held off until that date, we would have
to set hearing dates etc, which would take longer, and he wondered if we would be cutting
ourselves short of time. It was determined from this discussion from City Attorney
Gerald Swanson, that the City has six months from the date the decision of the Zoning
Board of Appeals, which was in effect on September 25, 1973, the Council has until

March 25, 1974 to initiate proceedings to purchase this property, therefore, the
Council saw no- need to speed up the '-project-:
Having no further business, upon motion by Larson, second by McNary, with
all -present voting in favor,.the meeting was adjourned.
