Minnesota held in the Council Chambers in the City Hall, in said City, on November
26th,r1973.
President Postier called the meeting to order at 4:45 o'clock P.M., the
following members being present: President Postier, Aldermen Kamper, Larson,
Ludowese, McNary, Powers, Strain. Absent: None.
The call of the special meeting was read and President Postier ordered the
same placed on file, the said meeting having been called for the purpose of con-
sidering a contract for the Utility Department 500,000 gallon oil -tank, and any
other business the said Common Council may deem proper.
Prairie Tank Construction Company of Chicago was awarded the contract for a
low bid of $60,536 by -the Common Council on November 19, 1973. Since that time,
the firm has notified the City it will be unable to meet a specified delivery date
of July 1, 1974 and stated the tank completion date may take .until August 17, 1974.
The Public Utility Board wanted the tank ready by July 1, so it would be available
for a summer oil fill and provide fuel for the new peaking plant. The Board suggested
the second low bid of $73,566 from Brown -Minneapolis Tank Company'be accepted
instead. Alderman Larson stated that if the tank is not available to supply duel
for the operation of the new plant the City could exceed its electrical generating
ceiling with a result of our electric rates going up under the terms of the agreement
with Dairyland Cooperative Power. At this time, City Attorney, Gerald Swanson stated
that the City would have grounds for legal action against Prairie Tank Company
if the lateness caused added costs for the City. Alderman Larson then made a
motion to award this contract to Brown -Minneapolis for $73,566 and this was second
by McNary, with all present voting nay, with Aldermen'Larson and McNary voting aye,
and the motion of the meeting of November 19, 1973 awarding the contract to
Prairie Tank Construction Company of Chicago was still in 'effect.
Mayor Smekta stated at this time to have Mr: Steve Kvenvold, Assistant
City Administrator ask the Building and Safety Department to put out an article on
insulating homes to help our citizens in the energy crisis.
Upon motion by Ludowese, second by Powers, and all voting in favor, the
meeting was adjourned.
