Powers moved, Strain,seconded to approve the minutes of March 4, 1974 with the followin g notation: Alderman Strain was absent from, the March 4- 1974 meeting -because he was'attianding the National Leagde'Cities Congressional Cities Conference in Washington D;C. Andre with a Certificate Of Merit'and relayed our feeling of sadnes's on behalf of the City of Rochester -and the City Council that Mr. Andre has re- signed,.,-I<q'n'di'EW�i�l:ls,41bb�,com!6 City Manager in Roseville, Minnesota. Mr. - Andre was given a standing aviation when he'a�cepted the Certificate. Hearing* to consider -the proposed assessments on Project 7002�-0-70c;- J8342 *Sanitary Sewer Trunkline with Extension and Watermain from the South 'Line' of Lot 35 *Audito�rs Plat'"A " to DeWit-ts Subdivision and Parkside Tra-iler 'Village. - Having no one I 'present- that- wished to be heard, a letter was read from Mr. James Mitchell in objection to thi's as.sessment, a motion was made by Kamper, seconded by Strain to adopt the prepared Resolution No. `94 adopting 'the a.ssessments.'
