A'='I President Postier called the meeting to order at 2:00 o'clock P.M., the
following members being present: President. Postier, Aldermen Kamper,
Larson, Ludowese, McNary, Powers and Strain: Absent: None.
Powers moved, Kamper seconded to approve the minutes of March 13,
and March: 181 1974. Ayes (7), Nays (0). Motion carried.
C-I President Postier gave the following address:
Honorable Mayor, Members of .the Council, Citizens of Rochester:
May I first congratulate Alderman Powers, Kamper, and McNary on their
re-election to the City Council.
Once again as in previous years, the City Council will be faced with
many difficult and. diverse problems. I sincerely hope that our decisions
will represent the wishes of the majority of our citizens.
Some. of the more important decisions facing the Council in 1974 relate
to the financing, location -and future construction of a new Sewage
treatment facility and electri*c. generating plant. I strongly urge
that every consideration be given, and all engineering studies be
performed, in finding a compatable joint location fo these two projects,
if at all economically feasible. We also face the continued attempts
to achieve the implementation of a flood control program for our
community, agreement with surrounding townships on orderly annexation,
the €merger of the City and County Planning Departments, and one
immediately facing us, the financing of a Fire and Crash service at the
Airport. In regards to this last listed problem, I would ask the Council
to instruct our Administrator to pursue every means available to recoup
from the Federal Government the greatest portion possible of the
approximate quarter million. dollars annual operating expense for these
services. We have been forced into supplying these services by Federal
regulations, with no thought on monetary remunerations given to the
financial impact on a City of our size, or .the ability of our taxpayers
to absorb this large extra burden. A resolution should be presented
to all of our Federal Representatives in the House and Senate, making
them aware of our acute problem and asking their assistance in
alleviating this, with some type of financial assistance. We are required
to supply nearly the same services as cities the size of Minneapolis and
St. Paul with millions more taxpayers to absorb the expense. These are
just a few major problems facing us this year, but from my past seven
years experience, I am very optdifiistic that the Mayor and Council will
do a commendable job in keeping the costs of City Government at a
reasonable level, while continuing the high level of services that our
citizens demand and expect.

In my-.1972 address, I expr�e'ssed optimism in regards to the Downtown area,
naming Michaels expansion, .the First National Bank expansion, the high
rise for the elderly, the possibility of.:.s'the Mayo Expansion, the new
Library on' Broadway,' and others. These have taken place, plus the
Methodist expansion. We can now. look forward to the rejuvination of the
Dayton's block, Olmsted Federal Savings and Loan expansion, the possib-
ility of a new Lounge Restaurant 'downtown, the return from a Shopping
Center of a former downtown retail 'outlet, and Dison's possible expansion.
I am still optomistic in regards to 'our downtown area, and'private
enterprise will do the job.-
Finally; I wish to thank the staff and employees for many, hours of
dedicated work, and our demands on you for the• coming years will
certainly be no less. I am sorry to see .Jim Andre leaving us, but also
very, happy that we. have a possible very competent replacement in Mr.
Steve Kvenvold.

Larson moved, Ludowese seconded adopting Resolution No. 117 establishing
the standing Committees and- functions for the year 1974-1975 as follows,
Section I. Standing Committees Established: The following permanent
standing committees of the Common Council of the. City of Rochester are
hereby established:

It seems only, yesterday that I stood .before you outlining my concerns anc
my. recommendations.,. It has been a. year of•.action and;some frustration.
But as a taxpayer..said to me the other day, " 1, am not, interested in what
you-did-for.me yesterday, what are.. you going to do, for. me. tomorrow� "
This- is the challenge that is facing us. -this coming, year--- what are we
going to do tomorrow, this week, this month, this year? -
As you, I am deeply concerned about the energy crisis. The difficulty
in obtaining gas and diesel fuel to run our equipment, our cars, and to
provide the services that are expected of the City by its citizens.

With the curtailment of natural gas, the building industryawill be turning
to other sources for heat: Na_me1y, electricity., Our present light
plant, although adequate at this time, may be put. fok its limit in the
next few years. With the cost of coal increasing from -100 to as high
as 200% and with freight rates going up, our LUtilJf, DD�epartme'nt must
be ever alert 'to this changing rate structure. As .you , I am pleased
to see that plans are being made for enlarging the storage' facilities
for coal. We urge the search for selecting a new. plant site as
quickly as possible.
The'Mayor's office is receiving calls from citizens who are on a fixed
income, clamoring for low cost rental units. `As you, I am frustrated
because of the monies frozen by THUD. Promises are being made that
the freeze will ease, I hope so, However, *we are pleased that private
capital is. looking at possible ventures in additional low to medium
priced Housing units. It is evident thereis a definite need for hundred:
of apartments to fill the wants.
The revitalization of the downtown area is still one of the` paramount
challenges we have 'in this city. We ask help from any source we can
get, and we hope that. the realtors and the Chamber of Commerce will
be able to assist us this coming year.
I am recommending to the Council that adequate lighting be installed
on 5th Street N. W. from Ilth Avenue N. W. to 3rd Avenue N. W.
This is one of the darkest areas .we have in our City.
During the past years, discussions and meetings have been held with
the thought of a joint venture of the City, County, --and School
Administration Building. With the Courthouse crowded and the possibil-
ity of the County Court moving the the Courthouse, it appears that the
Courthouse would be ideally suited for Law Enforcement and future
expansion of our courts. I urge further discussions. between County, City
and School Officials. A site selection committee be appointed, and
action taken.
Projections tell us by the year 2000, which is approximately 25 years
away, we will be double in size: ' We simply must take the bull by
the horns and work with County and School Officials to' develop a
center for these three bodies of government. It would save taxpayers
dollars now and in tha future.
My compliments to the Council's judicial use of revenue sharing funds.
It has kept tax increases to a minimum. It.behooves us to continue
establishing priorities in' solving municipal problems so that taxpayers
can see a meaningful return on their' investment. We must accept the
realization that Rochester is fast becoming metropolitan in scope of
Human services. Out economic, cultural and political impact is
evident.

In evaluating our 'Police Department,- it is apparent in the next few
years many of our ( Old in service )-. officers- will be leaving. This
will open* -many promotions' for our younger men. We have encouraged
innovations and seminars so .that our officers will be better versed in
the ever changing' demands of our society and law enforcement.
I recommend to the Council consideration be given to an iannual report
through a supplement in our local. newspaper which would give the
#;axpayers a summary of the progress that has been made in .our various
depar;tment's. Citizens would be better informed and have greater pride
in the accompliskments that are being made in our City.. I am always
envious when I 'see- a supplement or a report made by our sister cities
in Minnesota.
I urge consideration in confering with school board officials with the
thought i-n "mind .that City and School- elections be held- on the same.
day. : It certainly would save..the --taxpayer dollars. I urge the Council
to explore 'this soon.
Annexation, the increasing cost ,of 'providing services,;.rising wages,
increasing cost of materials, equipment, etc., will put a strain this
coming year -on our budget-.,- It points out -the need of. consolidation
and integration of functions wherever ,feasible. -
In Minneapolis and St.' Paul, the M. Ti C.. allows senior- citizens to
ride..buses free from the.hours of 9:00 A.M. -to 3:30 P.M. and after
6:00 P.M. I recommend a study Abe made to see if a similar plan
-can' be- inaugurated •thru a State or Federal ,Grant. I am sure senior
:citizens 'would welcome this with open arms.
Our deep appreciation to :James Andre who has left us. However,
his .very able' assistant -Steve- Kvenvold has had years of -experience
under' James. Andre. I suggest an&recommend to- the Council that Mr.
Kvenvold be appointed acting odminist<tator until such time as final
disposition is made. -
In keeping with my promise of being in the Mayor's office from 9-5
I -find people enjoy the, freedom and availability of, the -Mayo r'ionRcicc,`
regularly scheduled basis. The ". open door :policy. -has worked out
very well and we shall continue on this, basis.
Author Edward T. Wright in his book " -Your City and the Future "
writes., " The American Bar Association has recommended a closer
look at laws relating to procedures and penalties . Those who are
guilty should be convicted andthose whoi are convicted. -should be
penalized on an -,intelligent basis. The entire. system 'of .law must be
geared -to controlling•'crimeaeffectively while respecting rights and
recognizing the .problems brought by changes in our society." Needless
to say, I echo that sentiment emphatically..
The year -past has-been enjoyable,.and:'the :coming year indicates we
have many problems,.to solve. I assure. the Council an&our Citizens
that: we will do: our level best to accept these challenges to the best
of our abilities. Our City and our; citizens demand the very best.

1345 20th St. N. W. to the Rochester Public Utility Board, whose
term will expire April, 1976, and Clair H. Seibert of 1438 Damon
