on behalf of David and Judy Nutt of 1123 4th Avenue N. W., Clarence
Fitzpatrick of 117 4th Avenue N. W. , Dorothy Lehnherr, 1112 4th Ave.
N.W. ,Gladys Riggott 607 4th Avenue N. W., Robert Clark, 1122 4th
Ave. N. W., Darryl Bingold of 313 Ilth St. N W. John Adams of
1412 4th Ave. N.W. and Ralph Fetty of 911 4th Avenue N.W. These
citizens raised questions on problems of taking part of the yards, cutting
trees, the noise problem, drainage re -rerouting the truck routes creating
more traffic . Mr. Loren Carlson, Principal of Northrup School was
concerned about the safety of school children and the need for help
with crossing guards;Harry Buck of 437 10th St. N. W. was concerned
about the time table and asked when the different phases would be
completed., Richard Peter of 424 Ilth St. N. W. was ,also concerned
about the safety of the children as asked that special also
be given
for school crossing guards. Mrs. Gladys Riggott of 607 4th Avenue N.W.
asked if this wgproejA-ct• was going to be paid for by private citizens
or if public help would be given through State Aid or Federal. Mr.
Archie Armstrong, City Engineer was present and talked to these

people about their, problems,, and' stated .that every -consideration would
be .given when..the project would be put. in, the' City would -evaluate
the damage to property, if any, but,. because of the D & R regulations,
the bridge on 4th Avenue N.M. would have to be put. in .at the level
that is proposed, and consideration ' would be given to the homeowners
effected.. .The City will. look at. the possibility of crossing guards for
the safety of, the children. Mr. Armstrong also stated that parking would
be al -lowed until the traffic increases, so Jhat*itwould not. be feasible.
Having no one else present that wished to be heard, WR e'rs moved,
'Kamper' seconded to adopt the prepared Resolution No. 159 ordering
improvement to.be made.and designating C.A.Armstrong as engineer.

Hearing to consider the making of the following local improvement.
Pro:je.ct 7308-0-73 " Sanitary Sewer Trunk and Collector main from
the .west line of E1/2 NW1/4 Section 34 Cascade Township,to West
line of' Cascade Industrial Park Subdivision. 4-Wishing to be heard was
Mr. Ray -Arend of 207 Sth:Avenue S.W. and stated that he is in favor,
of the project.. Also present was Arthur. Asman of 3925 19th St. N. W.
and several of his neighbors and was wondering where this'was going
and how, it would .affect them, 'considering the fact that ,they live out
of the..Citi. Mr. Archie Armstrong, City Engineer . present ed a map
and explained the siutation' to them. Having .no one else_ present that
wished to. be heard, Kampenmoved, Strain seconded to adopt the pre-

Mr. Doug Butler, executive Director of, the Region 10 Development
Disabilities .Planning Council explained the purposes and responsibilities
of the. Planning ;Council— •This is a: Federally- funded project, and .the
developmentally, disabled .are 'individuals who because. of .Mental
;Re�,cirdation, Cerebral Palsy, or Epilepsy occuringprior to age 18
are expected to remain handicapped. all their lives. Brochures were
presented to :the Council.

Request for a_n' Adjustiment on Special. Assessment of .Kenneth W. Spornitz
1249 Marion Road S. E. Assessments on this project were levied on
March 18, 1974. The Council made no motion,* and the Assessment
remained levied as voted upon at the March 18, 1974 meeting.

program to grant free use of the landfill site to vehicles working

Powers moved, Strain seconded to approve the request from the
Rochester Fire Department to hold an Annual .Fireman's Ball at the
Mayo Civic Auditorium on April 19, 1974. Ayes (7), Nays (0).

cigarettes at Beltline Mobile Station 301-'12th St. S. E. and the
Application to sell "On -Sale non -intoxicating Malt* Liquor at Howard
Johnson's 1201 South Broadway; An application, for Master Plumber
License'from Forest. Lake Plumbing and Heating; Application for four
Master Installer .Licenses received from: Norman H. Fedun, Richard
A. Binder, Eugene Binder, James R. McCarthy; Application for three
Contractor Licenses - Allied Metalcraft Co., A. Binder and Son, Inc.,
Construction;Service and Equipment_ Co., and Ten?, Bus Licenses from
the Rochester Bus_ Lines Company. Ayes (7), -Nags ( 0). Motion carried,
Larson moved, Powers seconded approving for payment the semi-
monthly bills, ,in .the amount of $225,962.98 ( list attached) Ayes (7),
Nays (0). Motion carried. .
Larson moved, Powers seconded to direct the Planning Director to
investigate. Cities with similar charters: to see how they legally put
outdoor cafes in, public right-of-ways. The concept proposal for an out-
door cafe in the Alley between Holland's Cafe and the Chamber of
Commerce ran into the legal question 'of keeping this alley open, and
Mr. Swanson, City Attorney. stated .that our Charter clearly states that
this 'be kept free and _open from obstruction. Ayes (7), Nays (0).

agreeing to partic,ipate'in. a 'joint bikeway domonstration. project with
the County and authorize' the submission for the City' to apply for

Kamper moved,' Strain seconded to order a hearing to determine the
feasibility of removing the parking on East Center `Street from the
bridge,east to 15th Avenue East. Upon "roll 'call vote, Aldermen
Kamper and Strain voted Aye, Aldermen Larson,, Ludowese, McNary,
Powers, and President Postier voted `Nay; and the Motion was not
carried.
Ludowese moved, Kamperseconded to instruct the City Attorneyto
prepare an -ordinance -establishing the f6ilowing rates for the disposal
of tree debris at the City operated facilities:

Strain moved, Powers seconded instructing the City Attorney, to prepare
a- resolution to add Paragraph (20.5) under Section E Passenger Loading
Zones," to read as follows:

' more or: less South, in froht of the premises. known as the
Salvation 'Anmy. '

168'approving 'resol-ution: Of-the,Public Utility Board awarding a contract
to Westinghouse Electric Corporation in the amount of $72,212. for
furnishing a supervisory control- system addition. Ayes (7), Nays (0).

the following parking regulations at the Rochester Municipal Airport in
High Forest Township, Olmsted County, Minnesota:
I. A taxi loading zone. is established along the south side of the
public road adjacent to the airport terminal beginning ,at the
westerly crosswalk -and proceeding .northwestterlyyr for- a, distance of
approximately, 120 feet.
2. - A -bus loading' zone-, is established along the south side of the
public road adjacent to the airport terminal beginning at the easterly
