A-1 President Postier called the meeting to order at 7:30 o'clock P.M.
the following members being present: President Postier, Aldermen
Kamper, Larson, Ludowese, McNary, Powers and Strain.Absent: None.
Ludowese moved, McNary seconded to approve the June 3, 1974
minutes. Ayes (7), Nays (0). Motion carried.
Powers moved, Ludowese seconded to recind a motion to adopt the Resl
ution revising our Personnel Policy to bring our sick leave up-to-
date regarding pregnancy and pre -natal and post -natal delivery
disability into conformance with State statutes and the Rochester
City Ordinance. It provided for paying for sick leave to employees
during the time they are unable to work because of pregnancy.
Ayes (6), Nays (1)., Alderman Kamper voting Nay. Motion carried.
B-1 Hearing on the Proposed Assessments for Sanitary Sewer to serve
DeWitts Subdivision Project 7002-1-72 J 8405. Wishing to be heard
was Mr. Jarmaine Petersen-of.2044 15th St. S. E. and wondered how
he could pay for this, such"as Tetting it goon his taxes etc.
President Postier explained this procedure. Having no one else
wishing to be heard, Strain moved, Larson seconded to adopt the
prepared Resolution No.273 _adopting',these assessments. Ayes (7),
Nays (0). Motion carried.
B-2 Hearing on Street Improvements on 6th St. S. E. from Third Ave. to
Fourth Ave. S. E.. Wishing to be heard was Walter Cassel 322 6th St.
S. E.and questioned the movement of'traffic, and suggested that
traffic signals be put on llth to help. Corrine.Hovel of 323 6th -
St. S. E. also stated that a signal light on the corner would help
move traffic and the street would not have to be widened. Alderman
Strain questioned Traffic Engineer, Jack Dolan about this and Mr.
Dolan stated that the street was already overloaded and an additions
lane is needed. Having no one else that wished to be heard, Strain
moved, Powers seconded to adopt the prepared Resolution No. 274
ordering the project. to be made and designated the engineer.
Ayes (7), Nays (0). Motion carried.
B-3 Hearing on the Proposed Assessment for Sanitary Sewer and Watermain
construction in 6th Avenue S. W. in Maple Lane Subdivision. Having
no one present that wished to be heard, Kamper moved, Strain second(
to adopt the prepared Resolution No. 275 adopting the assessment.

Hearing on the Petition to vacate Public property at Carriage Drive
S. W. in Green Meadows 2nd Subdivision. No one wished to be heard,
Strain moved, Ludowese seconded to approve the vacation with the
Utility easement to be retained, and instruct the City Attorney
to prepare the resolution to be adopted. Ayes (7), Nays (0). Motioi
Carried.
Hearing on the City ;P1'anning.'and-,Zoning Commission initiated change
in the Zoning Districting on Lots:l-6, Block 47; Lots 1-6, Block 50
Block 48 and Block 49 Original Plat from the M-IFF District to the
B-3FF District. Wishing to be heard was Kenneth Keefe of 622 North
Broadway and he wished to know where the boundaries of this zone
change would be and the effect on his property. President Postier
stated that it would allow more commercial uses and it shouldn't
depreciate any of the property. No one else wished to be heard,
Ludowese moved, Kamper seconded to proceed with the zone change and
instructed the City Attorney to prepare an ordinance making the
change for adoption. Ayes (7), Nays (0). Motion carried.
Hearing on the proposed.local improvement project J 8467 - Project
5607-73 Curb and Gutter on 4th Ave. N. W. from 14th St. N. W. to
16th St. N. W. Wishing to be heard was Donald DeYoung of 1512 4th
Ave. N.W. and is opposed to this project. Also opposed to this
project is Kenneth Noser of 1502 4th Ave. N. W., Wendall Bass of
1522 4th Avenue N. W.; Robert Adams of 1412 4th Ave. N. W. Bernard
Wyatt of 1507 4th Avenue N. W.; James Thacker of 1526 4th Ave.
N. W.; Mrs. Bernard Wyatt 1507 4th Avenue N. W.; Speaking for the
project was Francis Ludwig of 1513 4th Avenue N. W., who originated
the petition, Joseph Wagner of 1525 4th Avenue N. W.; Florence Cros!
of 1519 4th Avenue N. W. A petition'was presented and 11 signature -
opposed the project 7 were for the project. Having no one else
present that wished to be heard, Ludowese moved, Strain seconded
to abandon the project. Ayes (6), Nays (1), Powers voting nay.
Motion carried.
Hearing on the consideration of making of Project 6216-3-74 J
Watermain in 16th St. S. W. from County Road # 125 to T.H. #
No one was present that wished to be heard, Ludowese moved,
Powers seconded to adopt the prepared Resolution ordering the
to be made. Ayes (7), Nays (0). Motion carried.( Resolution

Hearing on the making of the Project No. 6301-1-74 J 8506, Curb and
Gutter on 1st Avenue N. E. and 1st St. N. E. fronting the Salvation
Army Property. No one was present that wished to be heard, Ludowese
moved, Powers seconded to adopt the Prepared Resolution No. 277
ordering the project to be made. Ayes (7), Nays (0). Motion
carried.

C-1 Strain moved, Ludowese seconded to approve the Mayor's appointment
of Mr. Carl W. Laumann of 1728 8th St. S. W. to the Housing and
Redevelopment Authority. Ayes (7), Nays (0). Motion carried.
E-1 Powers,'moved, Ludowese seconded to approve the request from the
Rochester Jaycees to hold a parade July 4, 1974. Police have
given approval. Ayes (7), Nays (0). Motion carried. Also
included in the motion was that.no fee be charged for use of the
south end of the parking lot ( drive ) behind the auditorium for
lining up the parade the morning of the Fourth of July.
E-2 Strain moved, Kamper seconded.to grant Virgil J. Nelson of 39
Sunnydale Lane S. E. a liquor license for the purpose of establishirig
an exclusive liquor store at 1152 7th Avenue S. E. to sell off -sale
intoxicating liquor and that a buffer fence will be maintained and
blacktopping will be put in the parking area. Ayes (7), Nays (0).
Motion carried.
E-3 Ludowese moved, Strain seconded to approve a partial payment in the
amount of $3,115-06 to Miller-Dunwiddie, Architects, Inc. for
work completed on the design of the terminal expansion at the
Rochester Municipal Airport, Ayes (7), Nays (0). Motion carried.
E-4 Strain moved, Ludowese seconded to approve the following licenses
and bonds:
Master Plumber's License - Ellis M. Carter Route # Dodge
Center - $30.00
Western Surety Company ( Ellis M.. Carter Master Plumber )
bond - $1,000.00

E-5 Strain moved, Kamper seconded to approve the low bid of General
Safety Equipment Company in the amount of $131,915.00 for the
Fire truck and the accessory equipment purchased from the low quo
received by purchase order not contract ). Ayes (7), Nays (0).
Motion carried. ( Resolution No. 278 ).
E- 6 Ludowese moved, McNary seconded to approve Resolution No. 279
authorizing the City Clerk to advertise for bids for a Crawler
Tractor to be used at the City Landfill. Bids.are.to be opened
July 2, 1974 at 11:00 A.M. Ayes (7), Nays (0). Motion carried.
E-7 Powers moved, Kamper seconded to adopt the prepared Resolution No.
280 approving and accepting assignment of $400,000.00 substituted
securities in collateral in lieu of a depository bond from the
Marquette Bank of Rochester, Minnesota. Ayes (7), Nays (0). Motion
Carried.

281 accepting the low bid of Barbarossa and Sons, Inc. for Project

from the West Line E 1/2 NW 1/4 Section 34 Cascade Township to the
West line of Cascade Industrial Park Subdivision. and Resolution je
No,.,282 accepting the low bid of Barbarossa and Sons, Inc. for Pr6

Strain moved,Ludowese seconded to adopt the prepared Resolutions
No. 283 referring the proposed improvement for feasibility report
and recommendation for Project 6325-4-74 J 8511 Grading and Surfacin
the West one-half of 25th Avenue N. W. from 22nd Street to mid -block
between 23rd And 24th Street N. W. and Resolution No. 284 receiving
a preliminary report and ordering a public hearing for July 15, 1974
directing the preparation of plans and specifications. Ayes (7),

McNary moved, Ludowese seconded to adopt the prepared Resolution No.
285 ordering a feasibility report on Project 6208-1/2 - 3-74 J 8510
Widening and Resurfacing the East-est Alley in Collins Subdivision
of Block 30, Head and McMahon's Addition. Ayes (7), Nays (0).
Motion carried.
Powers moved, Larson seconded to authorize the City Clerk to
publish advertisements for Bids for Bridge No. 55523 on Fourth Ave.
N. W. over Cascade Creek, and direct that in the 1974 budget the
$82,200 appropriated from the Revenue sharing monies be transferred
back to the revenue sharing fund. Ayes (7), Nays (0). Motion
carried.
Strain moved, Ludowese seconded adopting the prepared Resolution
No. 286 Passing Dept. of Highway's request to participate in the
Construction costs for the installation of Traffic Signals at the
Intersection of 4th St. and 13th Ave. S. E. Ayes (7), Nays (0).
Motion carried.
Kamper moved, Powers seconded the Request for permission to hold
Fireworks display from the Rochester Post Bulletin to stage its
annual Fireworks show July 4, 1974 . July 5, 1974 will be used in
case of rain. Ayes (7), Nays (0). Motion carried.

An Ordinance annexing to the City of Rochester, Minnesota, certain
platted land in Golden Hill Addition, Olmsted County, Minnesota
was given its second reading. Kamper moved, Ludowese seconded to
to adopt the Ordinance as read. Ayes (7), Nays (0). Motion carried.
An Ordinance Rezoning Certain property and amending.Ordinance No.
1659 known as the Zoning Ordinance of the City of Rochester, Minneso
( East Center Street Project ) was given its first reading.
An Ordinance rezoning certain property and maending Ordinance No.
1659 known as the Zoning Ordinance of the City of Rochester,
Minnesota ( Public Utility property excluding Kruse Company ) was
given its first reading.
An -Ordinance rezoning certain property and amending Ordinance No.
1659 known as the Zoning Ordinance of the City of Rochester
( Pendle Bagne Property ) was given its first reading.
Ordinance rezoning certain property and amending ordinance .No. 1659
known as the Zoning Ordinance of the City of Rochester, Minnesota
was given its first reading ( Dison Property ).
Larson moved, Ludowese seconded to adopt Resolution No. 287 Authoriz•
ing advance in -lieu -of -tax payment .to the. City as a transfer from
The Public Utility Fund to the City General Fund and the Public
Utility Board and the Director of Finance are authorized to proceed
accordingly. Ayes (7), Nays (0). Motion carried.
Strain moved, Powers seconded to adopt Resolution No. 288',vacating
Greenvie`w-pri've`.`as~ p_l.atted--and dedicated in Green'Meadows Second
subdivision except for an unobstructed easement over the entire
area of said Greenview Drive which is reserved for utility purposes.

Larson moved, Kamper seconded to adopt Resolution No. 289 authorizin,
the Purchase of 527 1st Avenue N. E. for the sum of $13,000.00

approving the contract amendment No. 3 to the Contract with
Westinghouse Electric Corporation increasing the contract amount

Ludowese moved, Kamper seconded to adopt Resolution No. 291 approvin,
Plans and specifications for improvements in Pennington Second
Subdivision and authorizing the Mayor and City Clerk to execute a
contract with James Lupient, 7100 Wayzata Boulevard Minneapolis,
Minnesota for the construction of said improvement. Ayes (5),
