President Postier called the.meeti.ng to order at 5:00 P.M., the
following members being present: President Postier, Aldermen
Kamper, Larson , Ludowese, McNary, Powers and Strain. Absent: None.
The call of the special meeting was read and President Postier
ordered the.same placed on file, the meeting having been called
to consider the recommendation of awarding the contract for constru-
ction of 4th Avenue N. W. Bridge (Over Cascade Creek ). Bids received
were as follows:, H.S. Dresser and Sons, Inc., Winona, Mn. $199.286.10
Sullivan Construction Company, Rochester, Minnesota, $222,934.50,.
Northern Contracting -Co. Hopkins, Minnesota $237,318.20. Strain
moved, Powers seconded to accept the low bid of H.S. Dresser and Sons
Inc. Winona, Minnesota. Ayes (7), Nays (0). Motion carried.
Ludowese moved, Kamper-seconded to approve the July 15, 1974 minutes.
Ayes (7), Nays (0). Motion carried.
Kamper moved, Larson seconded to adopt the prepared Resolution No.
336 authorizing the City Administrator to execute for and in behalf
of the City of Rochester, a public entry established under the laws
of the State of Minnesota, this application and to file it in the
appropriate State office for the purpose of obtaining certain Federal
financial assistance- under the Disaster Relief Act. Ayes (7), Nays
(0). Motion carried.
Larson moved, Strain seconded to approve the request from the Moose
Club for a Sunday Liquor License. Mr. Ted Holmen of Parkside Trailer
Court was present for any questions the Council may have. Ayes (7),
Nays (0). Motion carried.
Strain moved, Powers seconded to approve the issuing of a license
for the Sha-Ron Sauna Massage at 15 4th St. S. W. The Sha-Ron
has met all the requirements for operating a sauna-massage.parlor.
Ayes (7), Nays (0). Motion carried.

regulation that City employees must live within the limits of
Olmsted County as presently written,to be enforced upon a year and
no one is to move out of the limits and those that are out of the
limits would move within a year. Roll Call vote was taken as
follows: Aldermen Kamper, McNary, Powers and Strain voting Nay, (4),
and Aldermen Larson, Ludowese and President Postier voting Aye (3),
Motion failed.

Kamper moved, Strain seconded to change our Personnel policy -
residency requirement to live within a 25 mile radius and authorize
the department heads to set the limits on positions they feel are
vital. Upon Roll Call vote, the following voted: Aldermen Kamper
Powers, and Strain voted Aye (3), Aldermen Larson, Ludowese, McNary,
and President Postier voted Nay_(4), Motion failed.
McNary moved, Powers seconded to change our personnel policy -
residency requirement to live within a 20 mile radius at the
discretion of the department head to set the limits on positions
they feel are vital. Upon`Roll call vote, the following voted :
Alderman Kamper, McNary, Powers, and Strain voted Aye (4), Aldermen
Larson, Ludowese, and President Postier voted nay (3). Motion
carried and.the City Attorney was instructed to prepare a Resolution
for adoption.
F-1 Larson moved, Ludowese seconded to adopt Resolution No 337 Approving
the grant of a street and utility easemenL by the State of Minnesota
( 8 1/2 St. S. E. ) and authorize the Mayor and City Clerk to sign
said street and utility easement on behalf of the City of Rochester.
Ayes (7), Nays (0). Motion carried.,
Havinq no further business, the meeting was ad,iourned upon motion
by Powers, second by Larson. Ayes (7), Nays (0). Motion carried.
