RECORD OF OFFICIAL PROCEEDINGS OF THE COMMON COUNCIL 293,
CITY OF ROCHESTER, MINNESOTA
S�pPcial -:Meeting No. 5 - May 29, 1975
A Special meeting of the Common Council was called to order at 4:30
P.M. in Room 4, of the -City Hall. Members present: President Postie
Aldermen Allen, Kamper , Larson, McNary, Powers and Strain. Absent:
None.
The call of the special meeting was read by President Postier the
purpose was to appoint a new treasurer and finance officer and any
other business the Council may deem proper.
President Postier read the letter addressed to the Mayor and Common
Council from the City Administrator, Mr. Robert Freson as follows:
In accordance with the ordinance creating the position of City
Administrator, I hereby recommend that, per his request, Mr. Edward
Moline be relieved of his position as Director of Finance and City
Treasurer effective this date and that Mr. Paul Utesch be appointed
Finance Director and City Treasurer at a salary of $20,100.
In order to improve the operation of the Finance Department, I would
recommend its reorganization into three divisions, all under the dir=
ection and control of the Finance Director: (1) Payroll and Accountin
(2) Purchasing and Insurance and (3), Computer Services.
The payroll and accounting division would be under the direct supervi
of{ the Finance Director. The Purchasing and Insurance Division under
the supervision of the Purchasing and Insurance Officer and, if the
Council approves the reorganization, it would be my intention to
appoint Mr. Moline to head the Computer Services Division. I would
further recommend that a Treasurer's Audit be performed for the
period from January 1, 1975 to this date, and that a copy of said
audit be sent to the bonding company for a release of the present
Treasurer's bond.
Strain moved, Allen second to approve the above recommendation
and include that the Personnel Advisory Committee be instructed to
review the salaries of the three positions listed above, and that
the Personnel Advisory Committee report to the Council by June 16,
1975. Ayes (7), Nays (0). Motion carried.
Kamper moved, McNary second to appoint Darrell Strain and Paul
Allen to the ROCOG Committee. They replace Alderman Paul Ludowese,
and Alderman Carol Kamper who officially resigned at this meeting.
Ayes (5), Nays (0). Aldermen Allen and Strain abstained. Motion
Carried.
Wishing to be heard on behalf of Mr. Edward Moline was William
Perry R. R. # 4 and stated that the action taken on Mr. Moline was
to severe he suggested that after an audit, a group of qualified
people from the City meet and decide the proper action.
Wishing to be heard was Pastor Arthur Bagaason of Bethal Lutheran
Church, and stated that he knew Mr. Moline, and had high regard

of Mr. Moline. Mr. Moline worked hard for the Founders Association
Board, and he felt that the error in judgement was in bad taste,
but that it was done on a "Robin -Hood" basis.
Wishing to be heard was Dee Schemell of 225 9th Ave. S. W. stated
that she was glad the City was providing a position for Mr. Moline
she thought they were doing the right thing.
Wishing to be heard was Donald Peterson president of Reynolds
Wholesale. He thinks that the penalty was to severe, and that
in private enterprise, a person might be warned not to try it again
he :thinks the penalty should fit the crime, and agreed with Mr. Per
that a group should review the penalty when the audit has been
completed. `
Having no one else wishing to be heard, Allen moved, Powers second
to adjourn the meeting. Ayes (7), Nays (0). Motion carried.
