Absent: None. The call of the special meeting.was read by President Postier, the meeting being called for the purpose of adopting a resolution.on the open meeting law and any other business the Council may deem necessai Powers moved, Larson second to adopt the prepared Resolution No. 360-75 amending the open meeting law to provide for a timely dis- closure of information to the public in several instances, amending Minnesota Statutes # 471.705. Ayes (7), Nays (0). Motion carried. Kamper moved, McNary second to adopt the prepared Resolution No. 361- 75 approving the final plan for the Planned Unit Development known as Anderson's Formal Wear located at 2002 Second St. S. W. Ayes (7), Nays (0). Motion carried. Strain moved,'-Kamper second to instruct the City Attorney to prepare an Ordinance for adoption accepting the Landfill rates as specified by the Public Services Department. Ayes (7), Nays (0). Motion carrier Allen moved, Strain second to instruct the City Attorney to prepare an Ordinance increasing the garbage haulers rates 15% or a total of $5.00 for twice a week pick-up. Upon roll call vote, Aldermen Allen, Powers, Strain, and President Postier voted aye Ayes (4), Aldermen Kamper, Larson and McNary voted nay - Nays (3), Motion carried. Kamper moved, Strain second to instruct the City Clerk to advertise for a public hearing on selecting a new site for the .location of the new Sewage Treatment Plant. Ayes (7), Nays (0). Motion carried. The hearing will be held at 7:30 P.M. November 10, 1975-in the Counci Chambers. Strain moved, Larson second to instruct the City Attorney to prepare a resolution stating.the City's encouragement for use of the Industrial Development Bonds. Ayes (7), Nays (0). Motion carried. Strain moved, Allen second to instruct the City Attorney to prepare a Resolution to be sent to the Senators, Representatives, and the League of Minnesota Municipalities opposing the use of federal money to be put into the City of New York's budget. Ayes (7), Nays (0). Motion carried. Having no fur..ther business, Powers moved, Larson second to adjourn the meeting until 2:00 P.M. November 3, 1975. Ayes (7), Nays (0). Motion carried. City Clerk
