RECORD OF OFFICIAL PROCEEDINGS OF THE COMMON COUNCIL
CITY OF ROCHESTER, MINNESOTA
Regular Adjourned Meeting No. 26 - November 10, 1A75
President Postier called the meeting to order at 7:30 P.M., the
following members being present: President Postier, Aldermen Allen,
Kamper, McNary, Powers. Absent Aldermen Larson and Strain.
Hearing to consider a site for a new Water Reclamation Plant.
Mr. Kastler and Mr. Boyer of Wallace, Holland, Kastler and Schmitz
each gave a brief comr�n tary and showed slides of the present and
proposed sites of the Water Reclamation Plant. Wishing to be heard
was Mr. Bill Hersch of Stauffer Chemicals - 2402 7th St. N.W. He
recommends that further study should be made to enlarge the existing
facility. Mr. Howard Madson of Associated Milkers agreed with Mr.
Hersch. Also wishing to be heard was Mr. Charles Klatt of 2116 8th
Ave. S.E., Pastor of Seventh Day Adventist Church and School. He
stated that they now have their school in Farmington Township, and
they were planning on buying more land there. He wondered if there
would be any physical effect on the school. He also wondered about
the odor problems, and was told that there should be no great odor
problem. Mr. Kenneth Silker of Highway.63 North stated that they
should not use any of the sites, present or proposed. He thinks
that it should be further down the river, way below the power dam.
Also, he feels that the water should be clean that goes into the
rivers. Mr. Paul Schmidt from Young Construction Co. St. Paul, home
address 108 15th Ave. S.W. was present and stated that he too agrees
with Mr. Hersch and should leave the Water Reclamation Plant where it
is and expand the present site. Mr. Schmidt worked on the last
expansion of the Wastewater Treatment Plant. Mr. Howard West,
Attorney representing the residents of Farmington and Haverhill
Townships spoke and stated that the people did not want it in their
Townships, and submitted a petition againt putting it in their area.
Mr. Roy Haney of Farmington Township asked how the land would be
obtained to put the pipes from Rochester on. He was told the the
City would buy the right-of-way land. Mr. Haney also asked if the
City would just take for granted that they would get this land, as
he was never asked o'r notified about this. Ms Sharon Kachelski of
Farmington Township was present and stated that she too thinks that
it should stay, where it is. She also asked how the J and could be
taken without the consent of the property owners,.as_.none of them
were asked. Mr. Kent Biel, Rte # 4 stated that the farmers in the
area did not want to look at all the smoke and pollution a disposal
plant would make. He further stated that if they did put it out in
the Country in their Township, the, Counci 1 would want to move it agaii
in 10 years. Mark Biel, Rte # 4, agreed with Mr. Kent Biel. Mr.
Howard West asked when the Council had to make a decision as to where
the Wastewater Treatment Plant is to be located, and he was told they
had to make a decision before the first of the year. Mrs. John Draay(
Farmington Township wanted to.know what the future zoning would be in
the area if the new Water Reclamation Plant were to be built in this'
area. She was told that the future zoning is not known at the present
time. Mr. Joe Mayer - 215 8th Ave. N.W., Mr. Lou Ohly - 605 16th St.
N.W., and Mr. Ron Keller - Oronoco Township each spoke and all agreed
that the present plant should be expanded and utilized. Having no

one else present wishing.to be heard, President Postier closed the
hearing. President Postier stated that the Council would not be
taking a vote on this matter at this meeting, but would do so at
a future date.
Having no further business, McNary moved, Allen seconded to adjourn
the meeting until 7:30 P.M. November 17, 1975. Ayes (5) Nays (0).
Motion carried.
