Absent: President Postier; Aldermen Kamper .and 5 F>aorida 3hey are attending the National League of Cities in MiaPowers moved, Allen second to approve the minutes of November 17, 24, and 26, 1975. Ayes (4), Nays (0). Motion carried. Allen moved, McNary second to.approve the acceptance of the lease supplement and State aid agreement for the Rochester Airport and instruct the Mayor to execute all documents. Ayes (4), Nays (0). Motion carried. Powers moved, McNary second to approve the following for payment: Saxton Co. $30,725.10 - Weichselbaum HSR $493.10 - Rochester Sand & Gravel $43,971.80. This is for work at the Rochester Municipal Airport. Ayes (4), Nays (0). Motion carried. McNary moved, Powers second to approve the application for Cigarette Licenses from Prow's Motel, Inc. 6 1st Ave. N.W., Bell Vending for N.W. Bell Telephone Co. 195 S. Broadway and Bell Vending for Rochester Villas 2021 17th St. S.E. Ayes (4), Nays (0). Motion carried. Allen moved, McNary second to approve the application for an Auctioneer's License from Carroll Bruske, Rochester, Mn. Ayes (4), Nays (0). Motion carried. McNary moved, Powers second to approve the application for an Auction License from Carroll Bruske for an auction at the Howard Johnson's Restaurant 1201 S. Broadway on December 13, 1975. Ayes (4 , Nays (0). Motion carried. Powers moved, McNary second to adopt the prepared Resolution No. 382-75 authorizing the City Clerk to advertise for bids for furnish ng group life and health insurance for City employees. Bids to be open d at 11:00 A.M. January 9, 1976. Ayes (4), Nays (0). Motion carried. McNary moved, Powers second to approve the semi-monthly bills in the amount of $185,377.81. (List attached). Ayes (4), Nays (0). Motio carried. Powers moved, McNary second to ins truct-the__Ci;ty Attorney to prepare a Resolution approving the Revised Final Plan of Feathersound P.U.D. on Outlot 1, Block 2, Hillview Resubdivision. Ayes (4), Nays (0). Motion carried. McNary moved, Allen second to deny the request to encroach into the Public Right -of -Way for Katina'a Restaurant at 7 3rd Ave. N.W. They feel that the door would be too much of a hazard. Upon roll call: Allen and McNary voting Aye (2) , Powers voting Nay (1) , and President Pro-tem Larson not voting, Motion carried. Ayes (4) , Nays (0) Motion carried. An Ordinance relating to Refuse Disposal sites operated by the.City o' Rochester and charges for disposal; amending Rochester Code of Ordinances, Section 31.031 as amended by Ordinance Nos. 1744 and 1767. Allen moved, McNary second to change items 4 and 7' under Section 31.031 to read 11 cubic yards. Ayes (4), Nays (0). Motion carried. This Ordinance was given its second reading. Powers moved, McNary second to adopt the Ordinance with the amendments. Ayes (4)., Nays (0' Motion carried. An,Ordinance rezoning Certain Property creating a Planned Unit Development District known as PUD-R-23 and amending Ordinance NoJ 1651 known as the Zoning Ordinance of the City of Rochester ( Feather Sound was given its second reading. Powers moved, Allen second to adopt thl Ordinance as read. Ayes (4), Nays (0). Motion carried. An Ordinance relating to the regulation of refuse collection in the City of Rochester and collection charges; amending Rochester Code of Ordinances, Section 130.600 was given its first reading. Allen moved .Powers second to suspend the rules and give this Ordinance a second reading. Upon roll call vote, Allen Larson & Powers voting Aye (3), McNary voting Nay .(1). Motion carried, and the Ordinance was given its second reading. Allen moved, Powers second to adopt the Ordinanc( as read. Ayes (3), Nays (1), McNary voting Nay. Motion carried. An Ordinance relating to Parking Regulations and Parking Meters at the Rochester Municipal Airport; amending Rochester Code of Ordinance! Section 52.032 as enacted by Ordinance No. 1762 was given its first reading. Powers moved, Allen second to adopt the prepared Resolution No. 38'3-7! for the dedication of a public street easement by Elizabeth G. Lowery and the First National Bank of Minneapolis across the north 33 feet of the west 1509.12 feet of the north 3/4 of the north 1/2 of the southwest quarter of section 6, township 106, range 13. Allen moved, Powers second to'adopt the prepared Resolution No. 385-7 approving the Plans and Specifications for Watermain Extension in the West Boulevard of 21st Avenue S.E. from the existing Watermain in proposed 8 1/2 St. S.E. to a point 481 feet South, and authorize the Mayor and City Clerk to execute a contract with Rochester Area Student Housing Corporation, and Bor-Son Construction, Inc. for the construct on of said improvements. Ayes (4), Nays (0). Motion carried. Powers moved, Allen second to adopt the prepared Resolution No. 386:= approving the Revised Final Plan of Planned Unit Development Feather Sound, on Outlot 1, Block 2, Hillview Resubdivision.
