Absent: Alderman -Powers was absent due to an illness in the family. Strain moved, Kamper second to approve the minutes of February 2, 1971 Ayes (6), Nays (0). Motion carried. A hearing on the Community Development Funding Requests. This is the second hearing. Two hearings are required by law. Wishing to be heard was Father Henger of 4001 19th Avenue N. W. , President of the Senior Citizens , Inc. and wished to make three points: 1. From the reaction of all concerned with the project, he doubts that people realize the needs of the Senior Citizen's , Inc. 2. It has been said that many people in this community are willing to give money to suppo these projects, but as in the Recreation Center, YM-WCA and the Samaritan Nursing Home they did not get the money that was originally expected. 3. He has heard ,_ very little on the money considered to be spent on the Sanitary Sewer project in the amount of approximately 3 million dollars and Father Henger argued that this sewer would serv( only a few.Having no one else present that wished to be heard, Presid( Postier closed the hearing The rating of the projects considered under the Community Development Program was done at this time. Programs considered for this rating are as follows: Senior Citizens Center-$910,000; Downtown Development District Budget $91,268 ( one year project );'Land Purchase for the NW Corner of the One -Way Pairs $200,000.; Land Purchase for 35th Avenue N. W. $140,000.; Southeast Sanitary Sewer $1,342,000.; Housing Rehabilitation Loan Subsidy $25,200; Emergency Housing Repair Grants $15,000.; Purchase of Flood Prone Land $470,400.; Indian Heights Park Development $50,000.; Heritage House Restoration $10,000.; Silver Lake Shoreland Stabilizat- $300,000.; Land Purchase for Subsidized Housing $163,600; Downtown Architectural Survey $2,500. The rating was being tabulated at this time, and the following business was conducted: Kamper moved, Larson second to approve the transfer of the Rochester Liquor Supply of 602 North Broadway owned by Roger Wickstrom and William Reichart to Raymond A. Brown dba Brown's Broadway Liquor , Inc. 602 North Broadway. Ayes (6), Nays (0). Motion carried. Strain moved, Allen second to approve the transfer of the Townhouse owned by William Towey, William Towey, Inc. 10 First Ave. S. E. Rochester, Minnesota to Joyce 11. Fortier of Chatfield, Minnesota dba Townhouse located at 10 First Avenue S. E. The dance license was also transferred at this time. Ayes (6), Nays (0). Motion carried. Larson moved, Allen second to adjourn the meeting for five minutes until the :tabulations were completed for the allocations on the Community Development Projects Ayes (6), Nays (0). The tabulations, were presented to the Council in order of priority as follows: 1. Senior Citizens Center Construction; also No. 1. a tie vote was Downtown Development.District Budget; No. 3 Land Purchase for the NW Corner of the One -Way. Pairs; No. 4 Southeast Sanitary Sewer; No. 5 Purchase of Flood Prone Land; No. 6 Housing Rehabilitation Loan Subsidy; No. 7 Land Purchase for 35th Avenue N. W. also a tie No. 7 Silver Lake Shoreland Stabilization; No. 9. Emergency Housing -Repair Grants; No. 10 Land Purchase for Subsidized Housing; No. 11. Downtown Architectural Survey; No. 12 Indian Heights Park Development; No. 13 Heritage House Restoration. After,.di.scussion by the Council, Larson moved, McNary second to allocate in the year 1976 $91,268 to the Downtown Development District Budget; Approximately $140,000. to the Senior Citizens Center Construction and approximately $190,732. to the Land Purchase for the NW Corner of the One -Way Pairs. Ayes (6), Nays (0). Motion carried. President Postier stated that the only ,reason he voted'aye in the above motion is because he was in favor of the Downtown Development District allocation, and the Senior Citizens allocation, and he expected the One-Way.pair referendum to be voted on by the people of Rochester to be turned down at that time. Monies allocated in 1977 for use in guidance for the City Administrator to be used in the Capital Improvement budget is as follows: Senior Citizens Center Construction $260,000.; Purchase of Flood Prone Land $270,000.; Housing Rehabilitation Loan Subsidy $5,732.; Land Purchase for. the NW corner of the One -Way Pairs $9,268.; Land Purchase for 35th Avenue N. W. $50,000.; and Silver Lake Shoreland Stabilization $48,000. This is a total of $643,000. Strain moved, Kamper second to adopt the previous totals for 1977 as a guidance tool only. Ayes (6), Nays.(0). Motion carried. Presiden- Postier stated that the only reason he voted aye in the above motion is because he was in favor of the projects mentioned except for the allocation of the One -Way pair ;',and the referendum concerning that will be voted upon by the people -of -Rochester, and expects to be turned down at that time. Kamper moved, Strain second to allocate the1978 "rianies-as follows This is just<a guideline for the City Administrator -to' folllory in preparing the Capital Improvement budget. Senior Citizens Center Construction $100,000.; Housing Rehabilitation Loan Subsidy $12,000.; Land Purchase for 35th Avenue N. W. $90,000.; Silver Lake Shoreland Stabilization $252,000.; Purchase of Flood Prone Land $270,000.; and the balance of 1979 and 1980 to go into the Southeast Sanitary Sewer. Ayes (6), Nays (0). Motion carried. Strain moved, Kamper second to adopt the prepared Resolution No. 66-76 recommending to the Legislature of the State of Minnesota in the 1976 session to i.ncrease the membership of the Rochester ,Housing and Redevelopment Authority.from five to seven members and the City -Clerk is instructed to forward the resolution to the appro- priate representatives. Ayes (6), Nays (0). Motion carried. H-1 Strain moved, Kamper second to instruct the City Attorney to prepare an ordinance stating no right turn at East Center Street and llth Ave. Ayes (6 Nays (0).
