Minutes of a special meeting of the Common Council of the City of Rochester, (Minnesota, held in the Council Chambers, in the City Hall, in said City, on August 27th,1940. President Lemmon called the meeting to order at 7:30 o'clock P.M., the following members being present: Lemmon, Amundsen, Anderson, Bowers, Moody, Mrachek, Williams. Absent: None. The call for the special meeting was read and President Lemmon ordered that the same'be placed on file; said meeting having been called for the purpose of considering any and all questions dealing with the gas distribution system in the City of Rochester, Minnesota, and any other business the said Common Council might deem proper'. R. H. McDonnell of the Burns & McDonnell Engineering Company presented a supplemental report on the municipal ownership of gas properties and franchi:.se consideration in detail;'a'copy:ef_which is filed in the office of the City Clerk of said City, and Mr. McDonnell also recommended that the City not purchase the gas distribution system at this time. A communication from the Peoples Natural Gas Company was also read at this time, 6fferingto accept a new franchise from the City of Rochester and stating acceptable terms of same. Following Mr. McDonnell's report, President Lemmon stated that the meeting had been called for the purpose of discussing the purchase of the gas distribu- tion system and stated that any one wishing to be heard on the subject would be heard at this time. Mr. A.R.Nachreiner, Matt Fit-zpatrick, L.W.Repsold, Mrs. Stanley Beatty, Mr. S.O.Sanderson, each appeare.dl and spoke in favor of the City taking over the gas distribution. Mr. E.M.Raetz stated that -he felt the utilities in the City of Rochester should be kept on a competitive basis. Mr. John Young asked if the Council felt that the gas service had been satisfactory and he was informed that their service had been very satisfactory. Mayor Grassle complemented Mr. McDonnell on the supplemental report, but stated that the meeting had been called for the purpose of considering the purchase of the gas distribution and he had no intention of bringing up the question of a new franchise. . ` Action was deferred on the matter until the meeting of September 3,1940. Upon motion by Moody second by Williams the Council adjourned, City Clerk. • E •
