Minutes of a special meeting of the Common Council of the City of Rochester,
Minnesota, held in the Council Chambers, in the City Hall, in said City, on
September 23,1940.
President Lemmon being absent, a motion by Amundsen second by Williams
carried that Alderman Moody be appointed President Pro Tem of this meeting and
called the same to order, the following members being present: Amundsen,

Anderson, Bowers, Moody, Mrachek, Williams. Absent: Lemmon.
The call for the special meeting was read and President Pro Tem Moody
ordered that the s ame be. placed on file; said neeting having been called for the
purpose of receiving bids for the construction of curb and -gutter on Fifteenth
Avenue Southeast, and any other business the said Common Council might deem
proper.
Upon notion by Anderson second by Bowers the minutes of the special meeting
,held September l6th,1940, were approved.
President Pro Tem Moody stated this as being the time and place set for a
hearing on the construction of curb and gutter on Fifteenth Avenue Southeast,
from Center Street East to Second Street Southeast, and asked if any one present
wished to be heard concerning this improvement. No one present wished to be
heard.
President Pro Tem Moody stated this as being the time and place set for
(receiving bids for the construction of curb and gutter on Fifteenth Avenue
Southeast from Center Street East to Second Street Southeast. The bid of
Harry T.Earle in the sum of $460.90 was received at this time and President Pro
Tem Moody referred the same to the Street and Alley "Committee and the City
Engineer for recommendation.

A copy of a requisition.by the Health Officer upon St,Mary's Hospital for
the isolation of Kay Marie Wussow, diagnosed to be suffering from pertussis, was
,
read and President Pro Tem Moody. ordered that the same be placed on file.
The Indemnity bonds of Hayes Lucas Lumber Company in the sum of $106.96,
Universal Carloading and Distributing Company in the sum of $4.94 and'the
Universal Welders in the sum of $3.00, covering warrants which: have been lost,
were each read and President Pro Tem Moody referred the same to the City Attorney.

The application of Glen C.Peterson for a plumbers license was read, and
,
upon motion by Mrachek second by Amundsen license was granted.

The license bond of Glen C.Peterson, in the sum of $1,000.00 with the Fidelity
& Casualty Company as surety thereon,w as read and upon motion by Williams second
by Amundsen the said bond was approved the surety thereon accepted and it was
,
ordered that the same be placed on file.

The report of the Clerk of the Municipal Court for the week ending
September 21,1940, showing criminal fines and costs collected $490.65, civil
fees received $7.95, conciliation court fees receted $7.00, was read and 'having
been previously approved by the City Attorney, President Pro Tem Moody ordered
that the same be placed on file.
A communication from The J.M.Cleminshaw Company, was read, and upon 4motIon
by Mrachek second by Anderson it was ordered that the same be placed on file.
A communication from Bemel Brothers regarding improvements to five
cottages in their Tourist_camp, was read and Upon motion by Williams second
by Bow Ers the matter was referred to the Zoning Board.
The City Engineer submitted an estimate of cost for the construction of
a sanitary sewer and water main in Fifteenth Avenue Southeast and 32 Street
Southeast, s,a1_d1.1estimate of cost being $3597.79.
The recommendation of the Street and Alley Committee and the City Engineer
that the contract for the construction of curb and gutter on Fifteenth Avenue
Southeast from East Center Street to Second Street Southeast be awarded to
Harry Earle for the sum of $460.90, was read and President Pro Tem Moody ordered
that the same be placed on file.
The following claims were read and upon motion by Williams second by
Amundsen the same were allowed and the Mayor and City Clerk were authorized and
directed to draw warrants upon the City Treasurer and make payments accordingly:

Alderman Amundsen introduced a resolution accepting the bid of H.T.E arle
in the sum of $460.80 for the construction of curb and gutter on Fifteenth Avenue
Southeast from Center Street East to Second Street Southeast, which was read.
Upon motion by Mrachek second by Anderson that the said resolution be adopte
las read, and all voting in favor thereof, President Pro Tem Moody declared bhe
said resolution -duly passed and adopted.
Alderman Amundsen introduced a resolution granting public dance permit to
IF.A.McGgvern for the A.O.U.W.Hall September 29th,1940, and fixing the fee at
$3.00, which was read.
Upon motion by Amundsen second by Mrachek that the said resolution be

adopted as read, and all voting in favor thereof, President/3-Moody declared the
(said resolution duly passed and adopted.
-Alderman Amundsen introduced_a resolution granting public dance permit to
the Central Labor Union for the Woodman Hall September 21,1940, and fixing the
fee at $3.00, which was read.
Upon motion by Amundsen second by Williams that the said resolution be
jadopted as read, and all voting,in favor thereof, President Pro Tem Moody
�Ideclared the said resolution duly passed and adopted.
Alderman Mrachek introduced.a resolution appropriating $200.00 from the
General Fund and ordering payment made to the St.Paul Stamp Works, for 2500
emob.ossed steel bicycle license plates, which was read.
Upon motion by Williams second by Bowers that the said resolution be
ladopted as read, and all voting in favor thereof, President Pro-Tem Moody
declared the said resolution duly passed and adopted.
Alderman Mrachek introduced a resolution_ appropriating $351.09 from the
Street and Alley Fund and ordering payment made to the Standard Oil Company,
11fortank car UTLX 55555 of Road Oil, which was read.
Upon motion by Bowers second by Anderson that the said resolution be
adopted as read, and all voting in favor thereof, President Pro Tem Moody
declared the said resolution duly passed and adopted.

Alderman Mrachek introduced a resolution appropriating $226.19 from the
Street and Alley Fund, and $59.90 f rom the Sewer Fund, and ordering paymentmade
t,o the Fullerton'Lumber Company, for brick cement.an-d sewer pipe furnished„
which was read.,
Upon motion by,Mrachek second by Amundsen that the said resolution be.

Alderman Bowers introduced a resolution ,appropriating $494.51 fromi the
Street and.Alley Fund, $4.50 from the .Permanent Improvement Revolving Fund,
and ordering payment made to -Morse Brothers, for sand and gravel furnished,
which was read.
Upon motion by Amundsen second by Williams that the said resolution be
adopted as read, and all voting in favor thereof, President Pro Tem Moody
declared the said resolution duly passed,and adopted.
Alderman Anderson introduced a resolution appropriating $900.00 from the
Park Improvement Fund and ordering payment made to the American Radiator &
Standard Sanitar;;- Company, ,for fittings and improvements at Soldier Field,
which was read.
Upon motion by Anderson second by Bowers that the said resolution be
adopted as read, and all voting in favor thereof, President Pro Tem Moody
declared the said resolution duly passed and adopted.
Alderman Amundsen introduced a resolution ordering plans, and specifica—
tions for the construction of a sanitary sewer and water main in 32 Street
Southeast from Fifteenth. Avenue Southeast to west of.Thirteenth Avenue Southeast
as far as necessary, and on Fifteenth Avenue Southeast from Fourth Street
Southeast to 32 Street Southeast, which was read.
Upon motion by Mrachek.second by Amundsen that the said resolution be
adopted as read,.and all voting in favor thereof, President Pro Tem Moody
declard the said resolution duly.passed and adopted.
Upon motion by Williams second by Amundsen the City Clerk was instructed
to request the .various department heads to submit their budgets for the
coming year, preparatory to maki4g the 1940 tax levy.
Mayor Grassle suggested,that the Council meet with the members of the
Zoning Board regarding the establishment of setback lines and.other problems
of the Zoning Board, and it was informally agreed that the mayor shoiAd arrange
such a meeting.
Mayor Grassle suggested that a projector be purchased for use in showing
moving pictures taken by the Fire Department and Police Department, and
President Pro Tem Moody referred the matter to the Mayor, the Police Committee

and the Chief of Police for report.

Alderman Anderson brought up the matter of a more -suitable polling place
for the First District of the First Ward, and President Pro Tem Moody referred
the matter to the Aldermen of the First Ward.
Upon.motion by Williams second by Bowers the -Common Council adjourned.
