HomeMy WebLinkAbout11-10-1941RECORD OF OFFICIAL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF ROCHESTER, MINN., November 10, 1941 4531 • 0 • KI Minutes of an adjourned regular-meeting'of the Common Council of the )ity of Rochester, Minnesota,_ held in the Council Chambers in -the City Hall, in aaid City, on November 10, 1941.- - President Lemmon.called the -meeting to order at 7:30 o'clock P.M., the Following members being present: President Lemmon, Aldermen Anderson, Bowers, ffanson, Mrachek, Williams and Yaeger: Absent: none. Upon motion•by Mrachek, second by Bowers the minutes of the meetings of Dctober 27, 1941 and November 3, 1941, were approved. President Lemmon stated this as being the time and place set for receiv- ing and opening bids for furnishing labor and materials for=Christmas Street Light- ing. The City Clerk reported that no bids had been received. Upon motion by Mrachek, second by Hanson the matter of erecting the Christmas Street Lighting was left in.the hands of the Lighting Committee with power to act and to arrange with an Electrical Contractor to do the work on a cost plus basis. The proposals for the furnishing of a 1000 Gallon Pumper and Hose Car for use of the Fire Department were again considered, and after a ruling.by the City Attorney that the Common Council could reject all bids and could then purchase the equipment which they considered the Fire Department to be in need of at this time, a motion was made by Hanson, second by Bowers and all voting in favor thereof, that the bids be rejected. Alderman Williams, Chairman of the Purchasing.Committee, then made a verbal report recommending to the Common Council that the Seagraves Pumper and Hos Car be purchased less the following equipment, which was originally included in the proposal: 2 Special Compartments, 1 Axe, 1 Kero-Test Cutting Outfit, 1 Home- lite Generator, 3 500 Watt Lamps, and 750 feet of Cable, making the net price 13,169.63. Upon motion by Bowers, second by Anderson -the recommendation of the urchasing Committee was accepted, all voting in favor thereof except Alderman aeger who voted "Io". A communication from the League of Minnesota Municipalities advising hat "A Priorities.Guidebook for Municipal Officials" had -been published was read, d President Lemmon ordered that same be placed on file. - A communication from the Board of Park -Commissioners submitting to the ommon Council for their approval, a request from the Olmsted County Memorial Asso ation.for free use of the Mayo Civic Auditorium for their'Armistice Day Progrdm s read, and upon motion by Mrachek, second by Anderson the request was granted. Carroll and Mr. J. J. Kerr. appeared at the meeting and presented a petition and plat for annexation of land on the North side of Fourtee: Street Northeast. Upon motion_by Anderson, second by Mrachek; action on the•annei ation of said tract of land was deferred for a reasonable length of time until the drainage of water along Fourteenth Street Northeast could be more definitely sett] Upon.motion by Mrachek, second by Bowers the City Clerk was instructed to return the certified checks of the firms bidding on the Fire equipment. The report of the Clerk of the Municipal Court for the week ending Nov- ember g, 1941 showing criminal.fines and costs collected $175.60, civil fees re- ceived $2.00, and conciliation court fees $9.75, was read and having been previous ly approved by the City Attorney, President Lemmon ordered that same be placed on file. The report of the Building, Plumbing and Electrical Inspector for the month of October, 1941, showing fees for building permits issued, $119.0.0, fees for plumbing permits issued, $219.25, and fees for electrical permits issued, $50.50, were each read and President Lemmon referred the same to the Finance lCommittee. The statement of receipts and expenditures of the Park.,Improvement Fund for the month of October, 1941, was read and President Lemmon ordered that same be placed on file. The application of Hotel Linden fora permit to place and maintain a Sign was read, and upon motion by Hanson, second by Yaeger the permit was granted. The following claims were read, and upon -motion by Williams, second by Yaeger, the same were allowed and the Mayor and City Clerk instructed to draw warrants upon the City Treasurer and make payments accordingly: From the General Fund: Dr-. Upon motion by Williams, second by Bowers that the said resolution be dopted as read, and all voting in favor thereof, President Lemmon declared the aid resolution duly passed and adopted. Alderman Anderson introduced a resolution appropriating $291.60 from the treat and Alley Fund and ordering payment made to'Wm. C. Fraser &.Son for 540 fee sewer pipe, which was read. Upon motion by Hanson, second by Mrachek that the said resolution be dopted as read, and all voting in favor thereof, President Lemmon declared the aid resolution duly passed and adopted. Alderman Bowers introduced a.resolution appropriating $1062.70 from the treat and Alley Fund and ordering payment made to.the Street and Alley Fund for se of equipment for October, 1941, which was read. Alderman Williams introduced a resolution appropriating $266..96 from the Street and Alley Fund and ordering payment made to Botsford Lumber -Company for nails, lumber and insulation for warehouse; which was read. Upon motion by Mrachek,•second by Yaeger that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Williams introduced a resolution ordering a hearing on the levying of special assessments for the laying of a watermain in Tenth and Eleven Avenues Southeast from Twelfth Street to Thirte®nth Street Southeast, said`heari to be held at.7:30 o'clock P.M. November 24, 1941, which was read. Upon motion by Hanson, second by Williams that the said resolution be adopted as read, and all voting.in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Upon motion by -Hanson, second by Mrachek that the said resolution be opted as read, and all voting in favor thereof, President Lemmon declared the aid resolution duly passed and adopted. Alderman Mrachek introduced a resolution appropriating $351.10_from the General Fund,and,ordering payment.made.to the Rochester Post Bulletin for official publications, which was readq.. Upon motion.by.Williams,.second,by"Bowers that the said resolution be adopted as read,:and_all voting in.f, avor.thereof, President Lemmon declared the said resolution duly,passed.and adopted,_ Alderman Mrachek.introduced_a resolution appropriating $148.91 from the Street and Alley Fund and $10.1.9C from the Permanent Improvement.Revolving Fund d ordering payment made to Morse Bros., for sand and gravel, which was read. Upon motion by Mrachek, second by Yaeger that the said resolution be dopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Hanson introduced a resolution appropriating $1300.62 from the Deposits for Licenses and Permits and ordering payment made to the General Fund, Code ig, for transfer of funds, which was read. Upon motion by Anderson, second by Williams that the said resolution be opted as read, and all voting -in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Hanson introduced a resolution ordering a hearing on the levyin of special assessments for a portion of the cost and expense of widening North ? Broadway Street for Fourth Avenue Northwest and Northeast to the Bridge on North (Broadway over the Zumbro river, said hearing to be held at 7:30 o'clock P.M. on ovember 24, 1941, which was read. Upon motion by Mrachek, second by Williams that the said resolution be opted as read, and all voting in favor thereof, President Lemmon declared the aid resolution duly passed and adopted. Alderman Hanson introduced a resolution ordering a hearing on the levy- • ing of special assessments for the cost and expense of opening and grading of 91 Street Southeast from Ninth Avenue Southeast to Eleventh Avenue Southeast, said hearing to be held at 7:30 p' clock P.M. on November 24, 1941, which was read. A motion was made by Williams, second by Hanson favoring a levy of thre mills instead of $440,000.00 for the Park Improvement Fund; Aldermen Anderson, Bowers, Mrachek and Yaeger voting "No" and Aldermen Williams and Hanson voting in favor thereof. Alderman Anderson.introduced a resolution levying takes for the Board ofI Education of.School District No. 8 for the year of 19441, upon the taxable proper of said School District, in the sum of $435,169.50, which was read. Upon motion by Mrachek, second by Bowers that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. A motion was made by Mrachek, second by Williams to reconsider the actio': of the Common Council in approving the budget of the Board of Education of School District No. 8, in the sum of $4435,169.50.
