HomeMy WebLinkAbout11-17-1941RECORD OF OFFICIAL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF ROCHESTER, MINN.,_ November 17, 1941 Minutes of an adjourned regular meeting. of the Common Council of the (City of Rochester, Minnesota, held in the Council Chambers in the -City Hall in sai (City on November 17, 1941. President Lemmon called the meeting to order at 7:30 o'clock P.M., the following members being present: President Lemmon, Aldermen Anderson, Bowers, son, Mrachek, Williams and Yaeger. Absent: none. Upon motion by Bowers, second by Hanson the minutes of the meeting of ovember 19, 1941, were approved. A copy of a requisition for hospitalization of Robert Sund in the Isolation Department of St. Mary's Hospital, signed by Dr. F.M.Feldman, City Healt fficer, was read, and President Lemmon ordered that same be placed on file. A communication from the Board of Park Commissioners asking for approval f a request by the Chamber of Commerce for free use of the Mayo Civic Auditorium ena for its annual Children's Christmas Party on November 29, 1941, was read, d upon motion by Mrachek, second by Hanson the request was approved. A communication from Lyle Signs, Inc., acknowledging receipt of order or traffic signs and requesting that a priority rating endorsement be signed by city official authorized to do so, was read. Upon -motion by Williams, second by Yaeger the Mayor and the City Clerk, or either, were authorized to sign the priority rating endorsements. The following claims were read, and upon motion by Williams, second by Yaeger, the same were allowed and the Mayor and City Clerk instructed to draw warrants upon the City Treasurer and make payments accordingly: From the General Fund: Barbes Cafe, $45.00; General Fund, Code 28, $143. 93; Hentges Glass Co., $0. 50; Frdd C. - Clarke, $15. 00; Dr. F.H. The report, of the Clerk of the Municipal Court for the week ending Nov- ember 15, 1941 showing criminal fines and costs collected $316._80, civil fees received $5.35, and conciliation court fees $4.50, was read and having been prev- iously approved by the City Attorney, President Lemmon ordered that same be placed on file. Alderman Anderson introduced a resolution appropriating $542.41 from the Street and Alley Fund and ordering payment made to the General Fund, Code 28, for • gasoline from Tank Car, which was read.,. Upon motion by Hanson, second by Williams that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted.. Alderman Hanson introduced a.resolution appropriating $787.90 from the General Fund and ordering payment made to the Shell Oil Company -for one Tank Car gasoline, which was read. Upon motion by Mrachek, second by Bowers that the said resolution be adopted as read, and all -voting in -favor thereof, President Lemmon declared the said resolution duly passed and adopted. s • Alderman Yaeger introduced a reolution appropriating-$2002.17 from the Park Improvement.Fund and ordering payment made to the Mayo Trust Fund for payroll for the first half of.November, 1941, which was read. Alderman Williams introduced a.resolution ordering a hearing on the levying -of assessments for the widening of Second Street Southwest,.beginning approximately at the East Driveway now on the property of St. Mary's Hospital, and extending west -to the'Northwest corner of the Hospital property, saidhearing to be held at 2:00 o'clock P.M. December 1, 1941, which -was read. Upon motion by Williams, second by Hanson that the said resolution be adopted as read, and all. voting in favor thereof, • Preeident Lemmon declared the - said resolution.duly passed and adopted. Alderman Bowers introduced a resolution -appropriating $377.86 f rom'the Park Improvement Fund and ordering payment made to the General Fund, Code•20, for oiling,.flushing and sprinkling costs, which'was read. Upon motion by Mrachek.,.second by Williams that .the said resolution be adopted as read, -and all. voting in favor. thereof, President Lemmon declared the said resolution duly passed and adopted.. Alderman Anderson introduced a resolution ordering a first hearing on the grading_ of Fifteenth Avenue Northeast, from Fourth Street Northeas-t to Fifth Street Northdast, said hearing to be held at 7:30 o'clock P.M. November 24, 1941, which was read. Upon motion by Williams, second by Bowers that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. - M,r. A. H. Halvorson, a representative from the Quaker Rubber Company, Istated that the hose''purchased by the Fire Protection Fund had now arrived in (Rochester and part of same had been tested.- He requested that a complete test Ibe made of the entire, shipment and that the Fire Committee be present. A motion was made by Hanson, second by Bowers, and all voting in favor Ithereof, that the Fire Committee and as many members of the Council as could do Iso, be at the.Fire Hall at 2:30 o'clock P.M. on Tuesday November 18, 1941, to see (the .test completed. The new proposed building code was again studied by the Common Council, Ithe Fire Chief, the Building Inspector, Mr. H.H. Crawford and Mr. Peter P. Bross, IThe Building Code Ordinance will be discussed further at the meeting -of November 24, 1941 by the Council and the architects -and others who may be interested Chief H.N.Tompkins introdueed Lieutenant Howard Hoyt from the" Public Safety.Institute of the University of Indiana and Mr.. Eb Harkness, representing the Automotive, Protective and Information Bureau of Chicago, which institution has been conducting a school of instruction for the Department of Police and neighboring towns, in the City Hall. Lieutenant Hoyt presented a report of a RECORD OF OFFICIAL PROCEEDINGS ;OF THE COMMON COUNCIL OF THE CITY OF ROCHESTER, MINN.; November 17, 1941 463 study which they had made of traffic,conditions in the City of Rochester, and als read recommendations contained within the said report. Mayor Paul -A. Grassle stated that he.felt the course had been very beneficial to the, Department of Polic and thanked Lieutenant Hoyt and Mr. Harkness for their part in conducting the School in the City. Alderman Yaeger introduced the following resolution which was read:. "That whereas, a copy of the last Will and Testament of George Healy, deceased, has been filed with the City of Rochester, Minnesota, in which it was provided -that the residue and remainder of his estate be given to the City of.Rochester, Minnesota to be held in trust for the Rochester Cemetary Association, and appointing said City of Rochester 'the.trustee thereof, and that -the income from said estate was directed to be used for the beauti- fication and care of Oakwood Cemetary, and, Whereas, should the City of Rochester,.Minnesota decline to accept saidtrust, then the trust shall be administered by three (3).trustees appointed by the District Court of Olmsted County,. Minnesota; +. NOW THEREFORE,.BE I,T RESOLVED, That the City of Rochester, Minnesota, declines to accept the trust as provided for in the Will of George Healy.", 'Upon motion by Williams, second by Anderson that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted.
