HomeMy WebLinkAbout04-27-19425S3 RECORD OF OFFICIAL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF ROCHESTER, MINN., April' 27, 1942 Minutes of an adjourned regular meeting of the Common Council of the City of Rochester, Minnesota, held in the Council Chambers of the City Hall, in said City on April 27,`1942. President Lemmon called the meeting to order at 7:30.o'clock P.M., the following members being present: Lemmon, Fryer, Hanson, Mrachek; Hass and Yaeger. bsent: Williams, due to illness. Upon motion by-Mrachek, second by Fryer the minutes of the regular and adjourned regular meetings of April 6th and the adjourned regular meeting of Apr - it 13th, 1942, were approved. President Lemmon stated this as being the time and place set for receiv- ing and opening bids for the furnishing of sand, gravel and crushed rock for the fiscal year ending March 31, 1943. The bids of the Quarry Products Company for crushed rock in the sum of $197.50, and of Morse Bros* for gravel and sand in the sum of $505.00, were received and opened. President Lemmon referred said bids to the Street and Alley Committee and the City'Engineer for recommendation. Upon motion by Fryer,'second by Hass, all bids for sand, gravel, and crushed rock were rejected and the City Engineer was authorized to purchase the ro ck. " material as needed, there being no competitive bids on sand and gravel or 'crushed/ A communication frdm Christy Obrecht Company requesting permission to ,play in Rochester, under canvass, six nights; startinag Friday June 5th, 1942, wds read, and upon motion by Fryer, second by Hanson the City Clerk was instructed to notify them that a permit would be issued for those nights upon the payment of a !fee for same. A letter from the ,League of Minnesota Municipalities with a copy of Con- struction Conservation Order No. L-4 1 enclosed asking that the municipality co- p o erate in its enforcement through the -issuing 1 g g of building permits, was read, and President Lemmon ordered that same be placed on file.. �I A copy of a resolution passed - by the Commissioners of -the Sinking Fund F appropriating $3000.00 from the Sinking Fund for the payment of City of Rochester,) Improvement bonds was read, and upon motion by Fryer; second by Hanson, the lacti6n'of the Sinking Fund Commissioners was approved. A copy of the findings and facts in the case of S.P.Nelson, Loretta Nel- son, and Martha Drewelow, plaintiffs, vs City of Rochester and Fred R. Finch, defer ents, was read, and President Lemmon ordered that same be placed on file.' The recommendation of the License Committee that -the Ordinance entitled, "An Ordinance -regulating and providing for the licensing and regulation of any, machine or -device vending soft drinks or confections, the operation of which de- pends upon the insertion of a coin" be -not changed and remain in force, was read, land upon motion.by Mrachek, second by Nass the report was accepted and same was jordered placed on file. The recommendation of the Board of Park Commissioners that Paul Mattson') salary be increased from $145.00 to $155.00 per month was read, and the same was preferred to the Finance Committee. The report of the City Weighmaster for the month of March, 1942 showing 244 private loads weighed, and receipts -of $24.40`was read, and President Lemmon referred same to the Finance Committee. The Reports of the Clerk of the Municipal Court for the week ending April 19, 1942 showing criminal fines and costs collected $233.60, civil fees re- ceived $9.20, and conciliation court fees $5.00, and for the week -ending April 25, 1942, showing criminal fines and costs collected $34g.40, civil fees -received $4.20., and conciliation court.fees $6.50, were each read, and.having been previous'i ly approved by the City Attorney, President Lemmon ordered.that same be placed on', file. The application of Lawrence Lysne for a House Mover's License was read, ,Hand upon motion by Mrachek, second by Fryer, the license was granted. The applications of Henri Bakker and Harold A. Witzke for license to sell non -intoxicating malt liquors "On Sale" were each read; and upon motion by (Yaeger, second by Nass, the licenses were granted. The applications of Henri Bakker, Harold A. Witzke, and George B. Tauer I(3) for license to sell non- intoxicating malt liquors "Off Sale" were each r.ead,. and upon motion by Hanson, second by Fryer, the licenses were granted. The applications for permit to -Place and Maintain a Sign of the Walker Beauty Shop, Bob's Bakery, Christian Scientitt Reading Room and Skelly Oil Company 02) were each read., and upon motion by Hanson, second by Fryer the permits were granted. The applications for license to sell Soft.Drinks of Henri Bakker, Andre ICe Chafoul:ios (2), Arthur Glasenapp, George B. Tauer (3), Earl T. Alderman Yaeger introduced a resolution appropriating $11,610..54 from the General Fund and ordering payment made to State of -Minnesota, Department of Highways for City's share of North:Broadway paving,. which was read. Upon motion by Fryer, second by Yaeger that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Hanson stated that it had been brought to his attention that Ithe wall on the west side of the Parson's property on the -Riverside Drive had beer lundermined and needed repairs at this time. The Riverside Drive is located on (Park property and same was referred to the attention of the Park Board. Alderman Hanson brought up the matter of a roadway on the•south side of the City Farm property, and the matter was referred to the Public Grounds Committe land the City Attorn-ey for investigation and report. Upon motion by Fryer, second by Hanson the sum of $100900 was appropriatiled (from the Band fund for the furnishing of instrumental music onthe streets of lRochester and in the Mayo Civic Auditorium on April 29, 1942. Chief C.E.Ginther of the Fire Department requested that four additional (men be employed during the period the firemen are taking their vacations, and upon Imotion by Yaeger, second by Fryer, the Chief was authorized to select four men, (without -previous experience from the elegibility list now on file with the Fire ICiv.il Service Commission. The claim of Russell Keefe for damage to hi-s tires in the sum of $29.75 (was brought . to: the attention of the Council, and President Lemmon referred same tc (the Street and Alley :Committee, the -City Engineer and the' City Attorney for Irecommendation. Mr. C. Leslie Gray of 212 Ninth Avenue Southwest appeared at the Counci meeting and stated that -the water pressure in his residence was not good, and aske if it would be.possible'to install a new main which would provide a better pressur President Lemmon -refe.rred the. matter to the Water Committee and the Public Utility Board for investigation and report.
