President Lemmon called the meeting to order at 7:30 o'clock P.M., the olllwing members being present: Lemmon, Fryer, Hanson, Kennedy, Mrachek, Nass, nd Yaeger: Absent: none. Upon motion by Hanson, second by Fryer, the minutes of the meeting of tober 19, 1942, were approved. President Lemmon stated this as being the time and -place set for a earing on special assessments levied for the cost and expense of flushing, prinkling, and/or oiling of streets, avenues and alleys in the City of Rochester, innesota. There was no one present wishing to be heard. Mr. James T. Spillane representing residents in the Southwest part of ochester appeared before the Council and requested that the Common Council have. he bus service extended -in the Southwest part of Rochester. After hearing Mr. pillane and others present on the matter, Mayor Grassle.was requested to arrange meeting if possible at which time a committee representing the residents in the outhwest part of Rochester, the bus owner and the Common Council could discuss he matter further with Mr. Frank T. Corcoran, Manager of the Office of Defense ransportation in the state of Minnesota. A communication from Mrs. F. M. Potratz stating that she was willing tha he dam=o_,in Bear Creek be removed from her property, was read and upon motion by yer, second by Mrachek, the matter was referred to the Board of Park Commissioners ith power to act. A report from the Minnesota Department of Health, Division of Sanitation overing the examination of plans for a sanitary sewer siphon at Rochester was re nd'President Lemmon ordered that same be placed on file. The Mayor's appointment of Scott M. Jenkins as special policeman for dut Ilt the Waters Conley Co., he to serve without pay and to hold office until the second Monday in April, 1943 unless sooner removed was read and upon motion by anson, second by Mrachek, the appointment was approved. A notice from the State of Minnesota, Department of Taxation, that a earing on the petition of The Interstate Power Company for a reduction in the ssessed value, of the "old gas plant", was read and upon motion by Fryer, second bS anson, the matter wa.s.referred to the City Assessor and he was authorized to attei aid hearing if neces_sary,. 690 RECORD OF OFFICIAL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF ROCHESTER, MINN., October 2b, 1942 The Mayor's emergency order given to the City Clerk for the purchase 11of approximately 9,000 gallons of gasoline was read and upon motion by Mrachek, lisecond by Nass, the same was approved. A request by the Board of Public Health and Welfare that the ordinance I1setting up said board be so amended as to allow the expenses up to the amount of $50.00 per month, of a member: of the board selected to supervise the City Farm, Attorney ,was read and upon motion by Fryer, second by. Hanson, the City/- was instructe to draft an amendment to said ordinance which would allow expense for supervision of the City Farm. A resolution adopted by the Board o.f Park Commissioners petitioning thel Common Council to -set up a special emergency fund to be known as the Mayo Civic .Auditorium Fund, was read and upon motion by Fryer, second by Hanson, action on the matter was postp6ned until such time as the Common Council should consider the 1942 levy. A copy of a resolution adopted by the Commissioners of the Sinking Fund on October 14, 1942 appropriating the sum of $135.30 in payment of accrued interest on $25,000.00 l�i Treasury Notes, Series B-1946,' was read and upon motion by II Mrachek, second by Fryer, the action of the Board was approved, and the same was Bordered placed on file. A communication from the Fireman's Relief Association requesting authority.to make a loan in the amount of $2,500.00 on real estate located at 4326 Sixteenth Avenue Southwest owned by Mrs. Vivian Iverson, was read and the (same was ordered placed on file. A recommendation that the $2,500.00 loan to Mrs. Vivian Iverson, be approved, was read and upon motion by Nass, second by Hanson, the same was accepte and ordered placed on file. A recommendation approving an investment of $2,500/00 by the Fireman's Relief Association in United States Treasury Bonds, was read and upon motion by Mrachek, second by Nass, the same was approved and ordered placed on file. The annual budgets as submitted by the following Boards and departments were read and President Lemmon ordered that the same be placed on file for future reference. The following claims were read, and upon motion by Yaeger, second by Fryer, the same were allowed and the Mayor and the .City Clerk we.re..authorized and directed to draw warrants on the City _Treasurer and make payments.accordingly From the General -Fund: C. A copy of the weed inspector's report to the State Depantment'of Agriculture covering the_period.from May 15, 1942 to October 15, 1942, was read and President Lemmon ordered that same be placed on file. The application of Josephine Kaiserlik for a permit to place and maintain a sign was read and upon motion by Mrachek, second by Fryer, the permit was granted. The application of L. L. Coryell & Son for a license to sell Cigarettes was read and upon motion by Yaeger, second by Mrachek, the license was granted. The application of Geo. T. Ferguson for a Drivers License was read and upon motion by Fryer, second by Mrachek, the license was granted. The application of Paul C. Smith for a Drivers License was read and upon :motion by Mrachek, second by Fryer, the license was granted. 692 RECORD OF OFFICIAL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF ROC HESTER, MINN., o c t'o b e r 2 b, 1942 A letter addressed to the Board of Park Commissioners from Mrs. Kathle (Fitzgerald offering. for sale to the City of Rochester for the sum of $1,250.00, (Lot 1 in Block 106, in Willson's Addition, was read and upon motion by Hanson, second by Kennedy, the City Clerk was instructed to prepare papers starting condemnation proceedings. A resolution adopted by the Board of Park Commissioners on October 2b, 11942 concerning the construction of a driveway across park property to the Isaac Walton League Cottage in North Rochester, was read and the same was ordered place on file. Alderman Fryer introduced a resolution confirming sprinkling assessments for 1942, which was read. upon motion by Mrachek, second by Hanson, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the. (said resolution duly_ passed and adopted. Alderman Hanson introduced a resolution fixing the salary of the (Stenographer for the Board of Health and Welfare Clinic, which was read. upon motion by Fryer, second by Nass, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the said resolution duly passed and adopted. Alderman Kennedy introduced a resolution levying Assessment for Sidewalks constructed during the year 1942, which was read. Upon motion by Hanson, second by Kennedy, that the said resolution �be adopted as read, and all.voting in favor thereof, President Lemmon declared the (said resolution duly passed and adopted. Alderman Mrachek introduced a resolution appropriating $142.56 from the General Fund, $2.00 from the Street and Alley Fund, $12.60 from the Fire Protecti Fund and $3742.20 from the Lighting Fund and ordering payment made to the City of lRochester, Public Utility Department, which was read. Upon motion by Yaeger, second by Mrachek, that the said resolution be adopted as read, and all voting in favor thereof, President Lemmon declared the (said resolution duly passed and adopted. Alderman Yaeger introduced a resolution authorizing the Board of Park Commissioners to enter into contract with the Izaak Walton League for the construction of a driveway to their club house. Upon motion by Nass, second by Yaeger, that the said resolution be adopt jas read, and all voting in favor thereof, President Lemmon declared the said iresolution_duly passed and adopted. led RECORD OF OFFICIAL, PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF ROCHESTER, MINN., October 26, 1942 Alderman Hanson stated that the old ice house building located on Chicago Great Western property had not been torn down and upon motion by Fryer, second by Kennedy, the Fire Warden was instructed to notify the Chicago Great Western Railway Company to have. the building removed.
