Common Council was called to order at 4:45 P.M., by President Postier. Present Aldermen Allen, Gray, Kamper, Larson, Powers and Strain. Absent: None.. The call of the special meeting was read by President Postier the meeting being called for the purpose of supporting the County's position requesting the County Auditor to withold the levying of taxes for Regional government and any other business the Common Council may deem proper. E-1 Allen moved, Powers second to adopt Resolution No. 386-76 as follows: Be it resolved that the Common Council of the City of Rochester hereby supports the County Board of Olmsted County in the Olmsted County Auditor in any lawful action that may be taken to terminate the County membership in the Region 10 Development Commission and to cease the levying and distribution of any county taxes in support of the Commission. Ayes (7), Nays (0). Motion carried.. It was suggested that the City Attorney investigate the authenticity of this. E-2 Larson moved, Powers second to approve the item for improving the major North/South street system through the central business granting the City to levy $150,000. in taxes for this project in 1976 for a total of $1,520,000 in the preceding four or five years if the projec is to be constructed. Ayes (6), Nays (1). President Postier voting nay. Motion carried. E-3 Kamper moved, Larson second to adopt Resolution No. 387-76 of the Public Utlity Board for a cooperative venture with municipalities as Austin and City of Owatonna to appropriate not to exceed $10,000. for consulting services to contract for legal, financial and engineering consulting services and provide such compensation as it deems within the limits of available funds. Ayes (7), Nays (0). Motion carried. Having no further business, Larson moved, Powers second to adjourn the meeting. Ayes (7), Nays (0).. Motion carried. l City Clerk ��o
