Adiourned Meeting No. 21 - October 27, 1977
President Postier called the meeting to order at 7:30 P.M. in the
Public Library Auditorium. Present were President Postier, Aldermen
Allen, Gray, Larson, Powers, and Strain. Absent: Alderman Solinger.
Alderman Allen arrived at 7:3 5 P.M.
A hearing on Community Development Bloc Grant, Year IV funds .
Nadine Levin, Administrative Assistant to the City Administrator,
explained the program which began in 1974 under the Housing and
Community Development Act. Rochester has received 1 .2 million
dollars under this program through May, 1978. It is anticipated that
we will receive $654,000 in Year IV funds, along with $154,000 from
Year II and $58,000 from Year III funds to be reprogrammed, for a
total of $866,000. The schedule for the citizen participation plan
includes publication of information, and hearings during November ai
December. In January, Council will hold a second formal public
hearing, and projects will be submitted to HUD in March.
In order to be eligible, projects must meet one of the following three
criteria: (1) benefit low and moderate income people, (2) eliminate
and prevent slums and blight, (3) be a need having a particular
urgency to the community. Under the new regulations, any project
to be funded requires an ongoing review by a citizens committee made
up of citizens residing in the area of the project.
Wishing to be heard were:
Mrs. Olson, who requested that Council consider using some funds
for a convention center or to expand facilities at Mayo Auditorium.
Ed Lavelle, President of P.T.A. at Gage School, who discussed the
traffic problem and the need for additional facilities to handle the
traffic and getting across 37th street. He asked if any of the'money
would be available for construction of a bicycle path along 37th Street
Doug Butler, a member of the board of Olmsted County Association
for Retarded Citizens, who are interested in purchasing, constructing,
or remodeling a group home, and inquired if this would be an eligible
project.
Captain Raymond Sweazey of the Salvation Army, who discussed the
need in the community for emergency lodging for people who come
through town. There should be at least ten rooms, some suitable for
families and for handicapped. They would also be available for
battered women and runaway children. The present Salvation Army
building could be added on to, or adjacent property acquired.

Amy, Caucutt, who inquired whether any money could be used to buy
newspaper advertising to notify the public of meetings, council
agenda, etc.
Having no one else wishing to be heard, President Postier declared
the hearing closed.
President Postier advised that Nadine Levin or Gary Leuders of the
city staff can be contacted at any time for further information.
There being no further business, Allen moved, Strain second, to
adj•,ourn the meeting. Ayes (6), Nays (0), motion carried. The
meeting adjourned at 8:10 P.M.
