Absent: None. The call of the special meeting was read by President Postier, said meeting being called for the purpose of Community Development Block Grant Program and any other business the said Council may deem proper. E-1 Strain moved, Powers second to keep the first eight (8) priorities for allocation of funds as selected by the Council in the January 16, 1978 Council meeting. Ayes (7), Nays (0). Motion carried. Larson moved, Allen second to accept the priorities in No. 1 thru 8 and the dollars allocated to each as follows: Rate Project Amount 1 Downtown Development District - Adm. Expenses 86,000. 2 Senior Citizens Inc. - Sen. Citizens Center 100,000, 3 S.E. Sanitary Sewer Project 247,278. 4 HRA/DDD - Site Preparation for Low -Income housing 260,656. 5 Grading, Sur. and Storm Sewer (13th St. S. E. from 3rd to 5th Ave. S. E. and 4th Ave. S. E. from 13th to 14th St. S. E.) 55,900. 6 Ability Building Center, Inc. - equipment for vocational evaluation department 13,838. 7 Salvation Army - Adult Care Center - acq of therapy and other equipment 3,150. 8 Hiawatha Valley Chapter National Paraplegia Foundation Improve Community Accessibility 42,178. Total 809,000. General Administrative Expenses 3,000. TOTAL AVAILABLE 812,000. Ayes (7), Nays (0). Motion carried. Allen moved, Gray second to approve the City of Rochester to make an application for the Community Block Grant Program. Ayes (7), Nays (0). Motion carried. F-1 Strain moved, Gray second to adopt Resolution No. 67-78 requesting special legislation to issue temporary liquor licenses for use at the Agenda Item F-1 H-1 RECORD OF OFFICIAL PROCEEDINGS OF THE COMMON COUNCIL CITY OF ROCHESTER, MINNESOTA Special Meeting No. 32 - January 18, 1978 Mayo Civic Auditorium in the City of Rochester. Ayes (7), Nays (0). Motion carried. Strain moved, Allen second to instruct the City Administrator to send a letter with the Mayor's signature to Tinklers' Inc. in the Old Olmsted County Bank Building stating the Council's concern over the On -Sale Liquor license and the food service that was connected with it. Ayes (7), Nays (0). Motion carried. Having.no further business, Allen moved, Larson second to adjourn the meeting . Ayes (7), Nays (0). Motion carried. City Clerk 1�'
