A-] President Pro-Tem Larson called the meeting to order at 7:30 P.M.,
,the following.members being present: President Pro-Tem Larson,
Aldermen Gray, Powers, Solinger and Strain. Absent: President Richard
Postier. Alderman Allen arrived at 7:45 P.M.
B-1 A Hearing.on the Tax Increment Finance Plan for Development District.
Wishing to be heard was Richard Ehrick, Chairman of the Downtown
Development District AdVtsory Board. He stated that major changes
to the'present Development District I,would be the exclusion of the
Plummer Building and adjoining 1914-building. The boundaries would
be changed with the elimination of those buildings. Minor -changes
would be made accordingly . The figures would be up -dated also.
Alderman Allen arrived - 7:45 P.M.
Ron Manning, Downtown Development District Administrator, introduced
himself to the Council and urged the Council to approve the new
Development District II. Russell Krueger of 1439 Damon Court was
present and wanted to know if plans were being made regarding the
building on the corner of 2nd Street and lst Avenue S. W. ( Odd Fellow
Hall). Mr. Ehrick stated that they have no plans at this time and
they have received no projects as yet which would include this,buildin
Having no one else present that wished to be heard, President Pro-Tem
Larson closed the hearing. Allen moved, Gray second to adopt Resoluti
No. 178-78 establishing the New Development District II. Ayes (6)
Nays (0) . Motion carried.
E-1 Powers moved, Strain second to instruct the City Attorney to prepare
a resolution authorizing and directing the Mayor and City Clerk to
execute the consulting agreement for one - way pair with Bather,
Ringrose, Wolsfeld, Jarvin, Gardner, Inc. for the enVironfnental
impact statement associated with the proposed one-way street pair.

�n Ordinance Relating to Intoxicating Liquor, Licensing, and Fees
amending Rochester Code of Ordinances, Section 160.160, Subdivision
1, as amended by Ordinances No. 1798 and 1817. After discussion,
;olinger moved, Gray second to suspend the rules and give this Ordinan(
a second reading. After roll call vote, Aldermen Allen, Gray, Powers,
;olinger and Strain, and President Pro�-Tem Larson voted aye. Ayes (6),
4ays (0).. Alderman Allen stated that. he voted to suspend the rules '-.
just to facilitate the process but he does not agree with the changes.
Motion carried and the Ordinance was given its second reading. Strain
moved, Powers second to ad6o.t, the Ordinance as read. Ayes (5), Nays (I
Alderman Allen voting nay. Motion carried.
