A-1 President Postier called the meeting to order at 4:30 P.M. the
following members being present: President Postier, Aldermen Allen,
Duffy, Larson, Powers, Solinger, and Strain. Absent: None.
E-1 Solinger moved, Larson second to adopt Resolution No. 513-78 awarding
he low bid of $437,737.00 with the Addition of Alternate No. 1 of
3,380.00 to Prairie Tank and Construction Company of Plainfield,
Illinois. Two telegrams were received regarding the original bid re..
eived by the City Clerk. The first telegram reduced the base bid by
2,793. and.increased Alternate No. 1 by $836.00. The second telegram
educed the base bid by $47,000. and did not change the Alternate.
he City Attorney ruled that the telegrams could be"made a part of the
•riginal bid which was `�$487,530. and the amount of Alternate No. 1
as $2,544.00. Ayes (7), Nays (0). Motion carried. This is for Projec-

E-2 Strdin moved, Duffy second to adopt Resolution No: 514-78 awarding the
ow bid of $50,815.10 to Rochester Sand and Gravel Inc. for Project No.
306-1-78 J 8622 Grading and Surfacing, Concrete Curb.and Gutter
and Extension of Watermain in 17th Street S. E. abutting Lot 2, Block
and Lot 2, Block 2, Rochester Villas. Ayes (7), Nays (0). Motion
arried.
E-3 Larson moved, Powers second to adopt Resolution No. 515-78 awarding
the low bid of $129,298.00 to Fraser Construction Company , Rochester
Minnesota for Project No. 7703 Part III J 8475 Water Reservoir to serve
he low level district of the Northwest Service area lying North of 41

H-1 other choice but to vote to allow the hook up of the other prevailing
ambulance service. He emphasized the fact that this point be made
clear. Citizens have been questiohing the need for an additional
service and he stated that the City Attorney did advise him and
President Postier respects his opinion. Ayes (7), Nays (0). Motion
carried.
F-1 Allen moved, Powers second to adopt Resolution No. 517-78 approving
the -Public Transit Subsidy Program Contract between the State
of Minnesota; and -.the City::of Rochester covering the period from Januai
1, 1978 to December 31, 1978. Ayes (7), Nays (0). Motion carried.
F-1 An Ordinance Regulating the use of City Parking Lots; imposing
penalties for violation; amending Rochester Code of Ordinances by
adding Section 201.070. wasp -given i:ts first reading.
H-2 Allen moved, Duffy second to conduct the second Council meeting in
August - August 21, 1978 - at the Harriet.:Bishop School. Upon Roll
Call vote - Aldermen Allen, Duffy, Larson and Soliinger voted aye.
Ayes (4), Aldermen Powers, Strain and President Postier voted nay.
Nays (3). Motion carried.
Having no further business, Larson moved, Allen second to adjourn the
meeting. Ayes (7), Nays (0). Motion carried.
